Efecto de procampo sobre la producción y las importaciones de granos forrajeros en México. Colegio de Postgraduados

Para medir los efectos PROCAMPO sobre la producción e importaciones de maíz (Zea mays L.) y sorgo (Sorghum bicolor L. Moench) se estimaron dos funciones de oferta usando series de 1980 a 2009, y se construyó un sistema de ecuaciones en el año 2007/2009. Los resultados indican que el maíz y el sorgo tienen una respuesta inelástica ante el pago de PROCAMPO con elasticidades de 0.24 y 0.22 para maíz y sorgo. Si PROCAMPO no hubiera existido, la producción de maíz y sorgo hubiera sido menor en 17 y 9.1%, respecto al nivel observado en 2007/2009. Un aumento de 50% en el pago de PROCAMPO aumentaría la producción de maíz y sorgo en 1,924 y 286 mil toneladas, y disminuiría las importaciones en esa cantidad. Durante los últimos 15 años las exportaciones mexicanas de tomate en fresco (Lycopersicon esculentum Mill.) han perdido competitividad en el mercado norteamericano. En el año 1996 la participación de las exportaciones de México representaban 93.0% de la demanda externa de los Estados Unidos, y para 2009 dicha participación disminuyó a 88.9%. The North American Free Trade Agreement (NAFTA) was made among three nation-states, Canada, the United States, and Mexico. Each of these nation-states has indigenous populations within its borders. Each has chosen different legal mechanisms for interacting with indigenous peoples. For example, the United States has an extensive web of treaties with the tribes within its borders while Canada, in contrast, has relatively few. All three nation-states have grappled with armed conflicts with indigenous peoples well into the 20th century. The period of free trade from 1989 to 2008 coincided with a strong expansion of Alberta’s exports. Our review shows that several factors contributed to this success. In addition to favorable trends in energy and commodity prices, the improved access to the US and Mexican markets that resulted from the CUSFTA and NAFTA are shown to be major causes of the positive development of Alberta’s exports. In particular, the significant increase in manufacturing exports can be attributed to the free trade agreements because manufacturing products face higher tariffs in export markets than do raw materials and energy products. International sorghum trade: United States beyond the Mexican dependency? AgEcon

This research proposes the estimation of a partial equilibrium econometric and simulation international trade model for sorghum: United States and Mexico component. Sixteen equations were simultaneously estimated and validated as a system using seemingly unrelated regression. Results on parameter estimates agree with economic theory and a working model for simulation and forecast was obtained. Forecast scenarios suggest that the dependency of sorghum trade between US and Mexico will continue.

As the remaining agriculture-related NAFTA clauses became fully implemented on January 1st, 2008, there is much evidence of the Agreement’s benefits to all three members in the forms of the agricultural trade expansion within the region and the growth of foreign direct investments in members’ agri-food value chains. Better coordination would help the three governments to successfully address ongoing challenges such as trade disputes, security measures and animal health diseases. It would also help their economies and the agricultural sectors to continue capitalizing on opportunities that freer trade offers.

Regulatory Takings and Environmental Regulation in NAFTA's Chapter 11 AgEcon

NAFTA's investment treaty has led to several expropriation compensation claims from investors hurt by new environmental regulations. Expropriation clauses in international treaties solve post-investment moral hazard problems such as hold-ups. However, these clauses can interact with National Treatment clauses in a manner that hinders investment. A police powers carve-out from the definition of expropriation can be Pareto-improving and can increase the level of foreign investment.

United States chicken and grain exports to Mexico: competing for the same market? AgEcon

The impacts of maintaining increasing rates of Mexican chicken meat imports from the United States on United States grain sorghum price and Mexican GS imports from the United States were modeled using a non-spatial, partial equilibrium, econometric, and simulation international trade model. Twenty five equations were simultaneously estimated and validated as a system using three stages least squares. A 9-year baseline was estimated under existing projections and the impacts of the increasing rates of Mexican chicken meat imports from the United States were simulated and compared with the baseline.

WESTERN CANADA’S EXPORTS: CAUSES AND IMPLICATIONS OF CHANGING COMPETITIVENESS IN KEY MARKETS AgEcon

This report surveys the export performance of Western Canadian goods producers for the period 1995 to 2007. During that period Canada’s GDP growth outpaced export growth, but Western Canada’s exports grew at a faster rate than Canada’s exports overall, resulting in increased weight of Western exports in Canada’s total. As well, Western Canada’s exports have shifted significantly towards the NAFTA markets of US and Mexico. The composition of products exported from the West and the individual provinces is shown in detail. Each province is found to have unique export strengths. Deregulating and Liberalizing the North-American Telecommunications Market: Explaining the US-Approach AgEcon

This paper examines the substantial regulatory changes in North American telecommunications markets over the past decade. We argue that a combination of U.S. domestic politics and the logic of international strategic positioning produced substantial and far-reaching reform driven primarily by multilateral actions at the WTO and a set of unilateral U.S. initiatives (primarily benchmarks). Internationally, although NAFTA played an important role as a "building block" for the WTO agreement, we argue the lack of market coverage and more far-reaching WTO agreement ultimately limited NAFTA's role in driving reform. Trade Creation and Trade Diversion in the North American Free Trade Agreement: The Case of the Agricultural Sector AgEcon

This paper examines the effect of the U.S.-Mexico trade agreement under the North American Free Trade Agreement (NAFTA). The results suggest that U.S. agricultural imports from Mexico have been responsive to tariff rate reductions applied to Mexican products. A one percentage point decrease in tariff rates is associated with an increase in U.S. agricultural imports from Mexico by 5.31% in the first 6 years of NAFTA and by 2.62% in the last 6 years of NAFTA. U.S. imports from Mexico have also been attributable to the pre-NAFTA tariff rates. Overall, the results indicate that the U.S.-Mexico trade agreement under NAFTA has been trade creating rather than trade diverting.

We analyze the potential impact of continuing the existing U.S. sugar program, replacing it with a standard program, and implementing the standard program with multilateral trade liberalization. Under the North American Free Trade Agreement (NAFTA), duty-free sugar imports from Mexico will undermine the programs ability to operate on a "no-cost" basis to U.S. taxpayers. As the Mexican beverage industry is likely to expand considerably its high-fructose corn syrup use, the sugar thereby displaced will seek a market in the United States. The Impact of NAFTA on Agricultural Commodity Trade: A Partial Equilibrium Analysis. AgEcon

This paper examines the effects of the North American Free Trade Agreement on agricultural commodity trade using extensive data. The data cover agricultural exports and imports between the U.S. and NAFTA partners over the extended period of 1989-2010. The commodities covered in our analyses include; corn, soy bean, cotton, wheat, fresh vegetables, poultry, dairy products, and red meats. IMPACTS OF GLOBALIZATION ON AGRICULTURAL COMPETITIVENESS: THE CASE OF NAFTA AgEcon

Major components of agricultural competitiveness, including definitions, factors, and indicators of competitiveness, are discussed, The case of the North American Free Trade Agreement (NAFTA) is used to illustrate how factors have influenced the competitive position of the NAFTA countries. Traditional neoclassical trade theory is used to evaluate the impact of currency exchange rate fluctuations and trade preferences on agricultural competitiveness. Pre- and post-NAFTA market shares are evaluated for five agricultural commodities of importance to the southern United States. The results of these evaluations are compared with theoretical expectations and discussed with special emphasis on implications for future trade negotiations.
