Few economic analyses examine land trusts, their decisions, and the land-trust "industry," despite their growing importance. For example, statistics on the wide variation in the number of trusts in different regions of the United States raise questions about whether such variation makes economic sense. This paper builds a model to identify the optimal number of private conservation agents. The model depicts two competing forces: regional spatial externalities in conservation benefits that increase the efficiency of having fewer agents and organizational costs, and fund-raising specialization, which increases the efficiency of having more agents. Using state-level variables, we perform a count-data analysis of the number of trusts conserving land in each... |

This paper uses historic data from Cundinamarca, Colombia to empirically assess the impact of land inequality persistence, inherited from the colonial rule, on economic development in the long run. Based on the Engerman & Sokoloff hypothesis and the use of GIS, I use plausible exogenous variation in land endowments to design an instrumental variable strategy. In contrast to recent studies, I find that more unequal municipalities in the XIX and XX century are associated with better growth, human capital and public goods provision measures today. Political economy channels instead of agricultural productivity gains can explain these results. In municipalities where land was historically more concentrated, powerful landowners were more successful in... |

The World Bank is a prestigious and large international financial institution. Since its foundation it has widened the scope and the size of its activities. One interpretation of what the World Bank is doing is the provision of public goods. If we take this interpretation seriously the comprehensiveness of the Bank's activity suggests that the Bank is assuming more and more the functions of a world government in the making. An alternative interpretation would look at the World Bank as a huge bureaucratic organization, acting on its own behalf. This interpretation can not be endorsed fully by the available information, but only in the sense of bureau-shaping. The Bank itself is proud of being a knowledge bank. But its actual activity is the popularization... |

Can we agree fully with the statement, that “agricultural spending is a major distorting factor in the EU economy and a distinct obstacle to the Lisbon agenda’s implementation”? (Gros, 2008) Is it without question that Europe’s agriculture is in position to become sustainable and competitive without certain kind of common policy with no Community financing? Is it unambiguous in every respect, that the challenges facing the sector – globalization, trade liberalization, climate change, water management, Lisbon process, enlargement, changing preferences – could be answered at national level utilizing exclusively national financial sources? The answers to these questions are complex. So the purpose of the paper is multiple: - Exploration of factors justifying... |

Research on public good auctions is intended to initiate development on new approaches to finance public goods, beyond government and philanthropic efforts. The researchers evaluate the potential to identify economic value for a subset of ecosystem services and markets that have the potential to provide for them. Empirical analysis focuses on public valuation for three specific types of ecosystem activities (bird habitat, sea grass restoration and shellfish restoration) in coastal Virginia. Data was collected using a field experiment employing an experimental auction approach with mechanisms to reduce free riding often seen in the experimental economics literature. These incentive mechanisms are applied to individual restoration activities and willingness... |

This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and open-ended WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. However, a remarkable proportion of Finnish citizens have a positive attitude towards externalities and joint products of... |

It appears the major private benefit from peer reviewed journals such as the Review of Agricultural Economics (RAE) is certification. To maintain public support for our journals, increased efforts are needed to demonstrate the social benefits from peer reviewed publications. Research cost considerations have led agricultural economists to emphasize applied disciplinary work using secondary data and to ignore the important work of careful data collection and reporting. Moreover, pressures to publish have led to more isolated research efforts ignoring other disciplines. Recommendations to improve the relevance of journal publications include more active efforts by journal editors to make applied journals such as RAE more accessible to the public. |

The ongoing negotiations of the World Trade Organization (WTO) on agriculture has triggered an increased interest in the linkages between commodity production and public goods in agriculture. This paper takes a closer look at this issue. Particular emphasis is placed on production economics and policy design issues. Production is placed in a multi-product multi-input setting. The provision of public goods from agriculture is analyzed utilizing a principle-agent framework. Particular emphasis is placed on issues pertaining to incentive compatibility, informational aspects and the participation constraint. Public finance aspects of various policies are also addressed. Price supports are of particular interest as they are widely used in European... |

The literature on public goods has shown that efficient outcomes are impossible if participation constraints have to be respected. This paper addresses the question whether they should be imposed. It asks under what conditions efficiency considerations justify that individuals are forced to pay for public goods that they do not value. It is shown that participation constraints are desirable if public goods are provided by a malevolent Leviathan. By contrast, with a Pigouvian planner, efficiency can be achieved. Finally, the paper studies the delegation of public goods provision to a profit-maximizing firm. This also makes participation constraints desirable. |
