This paper addresses itself to three aspects of world food and fiber needs and the protection of the ecosystem. The first is to distinguish between food and fiber needs of the world on the one hand, and the production of food and fiber in developing countries as part of a long-term process of economic development on the other. The second area of attention is the role of science and technology in the process of agricultural modernization and development. Finally, we will look at a class of problems dealing with socially costly externalities associated with agricultural development and the use of new technologies. |

The focus of this analysis is to measure, by use of production functions, the contribution to total output of not only the quantity of traditional inputs (land, labor, fertilizer, etc.), but also the quality of certain inputs, particularly irrigation; technology; environmental factors (soil types, rainfall, etc.); and infrastructure (transportation, markets, etc.). |

The purpose of this paper is to show how the allocation of research resources among commodities and the effects of such allocations on the output mix depend upon (a) the initial production conditions, (b) the nature of the research production functions, and (c) the nature of the demand relations for the commodity outputs. The basic model used is a two-factor, two-product model in which certain types of technical change are introduced. |
