The Food and Agricultural Policy Research Institute (FAPRI) prepares a preliminary agricultural outlook on world agricultural production, consumption, and trade every fall. This is followed by an outside review, re-evaluation of projections, and completion of the final baseline in January. The FAPRI 2000 World Agricultural Outlook presents these final projections for world agricultural markets. A companion volume, the FAPRI 2000 U.S. Agricultural Outlook, presents the U.S. component of the baseline. FAPRI projections assume average weather patterns worldwide, existing policy, and policy commitments under current trade agreements. FAPRI projections do not include conjectures on potential policy changes, such as those resulting from the likely eastward...

This paper presents a detailed report of the representative farm analysis (summarized in FAPRI Policy Working Paper #01-00). At the request of several members of the Committee on Agriculture, Nutrition, and Forestry of the U.S. Senate, we have continued to analyze the impacts of the Farmers' Risk Management Act of 1999 (S. 1666) and the Risk Management for the 21st Century Act (S. 1580). Earlier analysis reported in FAPRI Policy Working Paper #04-99 concentrated on the aggregate net farm income and government outlay impacts. A Stochastic Analysis of Proposals for the New US Farm Bill AgEcon

Most of the large scale modeling systems used in the analysis of agricultural policies produce deterministic projections. In reality, however, the agricultural sector is subject to a high degree of uncertainty as a result of fluctuations in exogenous factors such as the weather or macroeconomic variation. A stochastic approach can provide additional information to policy makers regarding the implications of this uncertainty, through the use of stochastically generated projections. This paper also shows how deterministic analysis may result in systematic errors in the projection of some variables. As an applied example, the FAPRI model of the US agricultural sector is simulated stochastically to analyse the impact of proposals for the new US farm bill.

Exploring Options for a New Farm Bill AgEcon

Members of the House Agriculture Committee have indicated an interest in rewriting the farm bill in 2001 (The Food and Fiber Letter). Pressure to rewrite the farm bill a year before it expires comes in part from the perception that the current farm bill does not provide adequate downside protection for farm income. A symptom of this problem is the fact that Congress has passed substantial assistance packages to supplement farmers’ incomes in each of the past three years.

EXPLORING OPTIONS FOR A NEW FARM BILL AgEcon

Three farm programs to increase support by $6 billion per year are analyzed. Higher marketing loan (ML), higher AMTA payments, and Modified Supplemental Income (SIP) program are evaluated at the sector and farm levels. At the sector level impacts on supply, demand, and price are modest with acreage shifts of less than two million acres. At the farm level SIP was preferred by cotton farms and higher ML was preferred by farms producing soybeans. Higher AMTA payments were preferred by 3 of 11 farms. Overall, SIP was ranked first or second by 10 of 11 representative farms.
