Small farm credit is important in public programs of developing countries. It is supported to finance increased productivity through modernization and to replace the exploitive moneylender. However, expectations often exceed performance. Indian research suggests the discrepancy may be traced to failure to account for the needs of liquidity management. It suggests, too, that programs that are designed to account for liquidity management can lead to modernization and to improved viability of small farms as well.

A variable amortization plan is proposed, indexing annual payments made by farm mortgage borrowers. A debt reserve balance also is proposed to stabilize payments received by lenders. Research implied by the proposal is outlined, together with modelling suggestions for investigating effects of the plan on farm income after debt servicing requirements have been met.

Division of agricultural economics research into behavioural vs. policy alternatives is proposed to reduce ambiguities implied by a positive vs normative division. The thesis is argued with reference to growth of the farm firm. A specific model is proposed. Brief comparisons are provided with alternatives in behavioural and policy applications.
