Leafy spurge (Euphorbia esula L.), a widely established exotic, noxious, perennial weed, is a major threat to rangeland and wildland in the Upper Great Plains. Chemical, biological, and cultural control methods have limitations in their applicability and effectiveness in treating leafy spurge. However, many of the constraints prohibiting the use of herbicides, tillage, and biological controls do not apply to sheep grazing. Sheep grazing, while known to be effective in controlling leafy spurge since the 1930s, has lacked widespread adoption as a leafy spurge control. The purpose of this study was to measure the economic contribution of the soybean industry to the North Dakota economy. Expenditures and returns from soybean production, grain handling, and transportation were estimated to calculate the direct economic impacts from soybean activities. Secondary economic impacts were estimated using the North Dakota Input- Output Model. Soybean production in North Dakota has trended upward over the past three decades. Increases in acreage were relatively modest in the 1980s, but by the mid 1990s acreage was beginning to rapidly expand. In 1990, North Dakota had about 500,000 acres of soybeans. Fusarium Head Blight (FHB), commonly known as scab, has been a severe problem for wheat and barley producers since 1993. This study provides an update of economic losses suffered by wheat and barley producers in scab-affected regions in the United States. Emphasis is placed on estimating direct and secondary economic impacts of yield and price losses suffered by wheat and barley producers from 1998 to 2000. Nine states are included in the analysis for three wheat classes. Three of the nine states were also used for the analysis of malting and feed barley. The cumulative direct economic losses from FHB in hard red spring (HRS) wheat, soft red winter (SRW) wheat, durum wheat, and barley is estimated at $870 million from 1998 through 2000. The Leafy Spurge Biological Control program was designed to use insects and plant diseases from the plant's original European habitat to control infestations in the United States. The widespread adoption of biological agents to combat leafy spurge and the initial success in reclaiming previously infested land has prompted an evaluation of the potential future economic benefits of the biological control of leafy spurge in the Upper Midwest.
