| Europe’s rural areas are expected to witness rapid changes due to developments in demography, (agricultural) policies, global trade, climate change, technology and enlargement of the European Union. These changes will affect farmers’ production and income level and make the final outcome of this process uncertain. This paper tries to assess this uncertainty by analyzing the results of 34 scenarios of the EURURALIS project. The scenario outcomes were used to investigate agricultural income development and to analyze the impact of different combinations of macroeconomic and policy factors on agricultural income. | The introduction of the current Common European Agricultural Policy in ten new member states in central and eastern Europe will be a major financial challenge for the European Union. On the basis of the partial equilibrium model ESIM this article analyses potential consequences of different options for a reformed CAP. While the impact on agricultural markets will be relatively small, the financial burden of a harmonisation of agricultural policies and an introduction of direct payments in the new member states has to be carried mainly by the old member states of the EU-15. | Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. | Various reasons including cif/fob spread, differing political price protection depending on the net trade situation, and domestic transportation cost contribute to situations in which domestic prices are different in an exporting compared to an importing situation. Net trade models that take these differences into account must somehow deal with the problem of products that are not exported at the export-based price, because it is too low, and are not imported at the import-based price, because it is too high. | The complexity of agri-environmental economic issues is such that a model that is fully consistent at all levels of aggregation and all type of questions to be addressed is not available at the Agricultural Economics Research Institute in the Hague LEI. Such a model is probably also not feasible. At LEI this problem is solved by linking models at different scales of analysis: global economic, national economy-wide, regional agricultural, national spatial and farm levels. This linked model system enlarges scope and consistency of the analysis. The goal of the model linking, however, is not a full integration and, ultimately, simultaneous optimization of the models. | This paper analyzes the consequences of enhanced biofuel production in regions and countries of the world that have announced plans to implement or expand on biofuel policies. The analysis considers not only mandatory blending targets for transportation fuels, but also voluntary ones. The chosen quantitative modeling approach is two-fold: it combines a multi-sectoral economic model (LEITAP) with a spatial bio-physical land use model (IMAGE). | This synthesis report focuses on the evolution of agricultural market and trade policies in the Central and Eastern European (CEE) candidate countries in the period 1997 to 2001. The developments were crucially influenced by (OECD, 2000a): • the situation in world agricultural markets; • the overall macroeconomic development in the countries considered; • the prospective EU accession; • bringing domestic agricultural policy in line with the Uruguay Agreement on Agriculture (URAA). | This paper examines the effect of the future developments of Russian and Ukrainian agricultural sectors and their impact on the world market prices for arable crops. Employed in the study is AGMEMOD, a partial equilibrium economic model of EU agriculture at the Member State level that has been extended by Russia and Ukraine to gain quantitative insights. Vital for the project has also been the integration of an endogenous world market price module including a stylized Rest of the World (ROW) model. | This paper identifies major future trends and driving factors and perspectives and challenges resulting from them for European agriculture and food sectors until the year 2020. The focus of the paper is an analysis of key driving forces and the provision of a well developed reference scenario under the assumption of continued CAP reform and taking into account the framework discussions in the Doha Development Round. To assess the impact of policies the paper also examines a liberalisation (no support) and regionalization (maximum support) scenario.
