The Adoption of Bt-Maize - An Econometric Analysis AgEcon
Consmuller, Nicola; Beckmann, Volker; Petrick, Martin.
In this study, we theoretically and empirically investigate the determinants of Bt maize adoption in German regions. Specifically, we ask how the regulatory framework, the farm structures as well as the socio-political environment of GM expansion in Germany have influenced regional adoption rates. Following a description of the relevant legal and economic framework in Germany, we develop theoretical hypotheses concerning regional variation in Bt-maize adoption and test them econometrically with unique data at the Federal States (Länder) and County (Landkreis) level. The study provides evidence that the adoption of Bt-maize in different regions is positively affected by the amount of maize grown per farm and by the European Corn Borer (ECB) infestation...

COURTS AND CONTRACT ENFORCEMENT IN TRANSITION AGRICULTURE: THEORY AND EVIDENCE FROM POLAND AgEcon
Beckmann, Volker; Boger, Silke.
The paper investigates theoretically and empirically the role of courts for contract enforcement in transition agriculture. In a survey of 306 Polish hog farmers conducted in 1999, only 38.5% of them reported to believe that they could use courts to enforce contracts with their most important customer. Furthermore, those who believe the legal system could be used would accept significant financial losses before taking action. We develop a theoretical model, based on the costs and benefits of court enforcement, which captures the boundary between contracts to be regarded as "enforceable" and "not-enforceable" and, simultaneously, the threshold of taking legal action. The empirical analysis strongly supports our model: (1) the farmers' responds can be...

The Role of Coordination and Cooperation for Bt-maize cultivation in Brandenburg, Germany AgEcon
Consmuller, Nicola; Beckmann, Volker; Schleyer, Christian.
Since 2006, several varieties of transgenic Bt-maize are approved for commercial cultivation in Germany. The German regulatory framework for growing these crops comprises ex-ante regulations as well as ex-post liability rules to protect conventional and organic farming from possible negative side effects of transgenic plants and to ensure co-existence. Public regulation is also suspected to impose additional costs to those farmers who intend to plant Bt-maize. We address the question how Bt-maize growing farmers perceive the additional costs of regulation and whether coordination or cooperation takes place in order to diminish these costs. In 2006, we carried out a case study in the Oderbruch region (Brandenburg, Germany) comprising eight Bt-maize growing...

The Effect of Farm Labor Organization on IPM Adoption: Empirical Evidence from Thailand AgEcon
Beckmann, Volker; Irawan, Evi; Wesseler, Justus.
This paper examines the empirical evidence of a theoretical economic model of the effect of labor organization on IPM adoption developed by Beckmann and Wes seler (2003). We use cross section data collected from the participatory farming system survey of 150 durian growers in Chanthaburi, Thailand, on March – April 2005. In contrast to many studies of IPM adoption, this work uses the form of farm labor organiza tion as endogenous factor for identifying the rate of IPM adoption of durian growers. Instrumental variables method was employed to relate econometrically a set of suspected variables as instruments of labor organization to the rate of IPM adoption of duri an growers. Results show that, among others, farms employing hired labor have a lower adoption...

Towards GMO-free landscapes? Identifying driving factors for the establishment of cooperative GMO-free zones in Germany AgEcon
Consmuller, Nicola; Beckmann, Volker; Petrick, Martin.
Since the end of the quasi-moratorium on genetically modified organisms (GMO) in the European Union in 2004, the establishment of GMO-free zones has become an EU wide phenomenon. In contrast to other European countries, Germany follows the concept of cooperative GMO-free zones where neighbouring farmers contractually refrain from GMO cultivation. In this article, we address the question which underlying factors could account for the establishment of cooperative GMO-free zones in Germany. Drawing on the existing literature on spatial agglomeration of different farming systems and the establishment of GMO-free zones, we provide the first systematic study on driving factors for the regional formation of GMO-free zones in Germany. The empirical analysis is...

SPATIAL DIMENSION OF EXTERNALITIES AND THE COASE THEOREM: IMPLICATIONS FOR CO-EXISTENCE OF TRANSGENIC CROPS AgEcon
Beckmann, Volker; Wesseler, Justus.
“"No form of agriculture should be excluded in the EU."” Many observers see this recent statement by European agricultural commissioner Franz Fischler as a clear signal towards a nearby lifting of the quasi EU moratorium on transgenic crops (or GMs for short) launched in 1998 (European Commission 2002). One of the last obstacles towards lifting the moratorium, however, is the problem of coexistence. How can GM-crops and non-GM-crops coexist? Since the European Environmental Agency published its report on "“Genetically modified organisms (GMOs): The significance of gene flow through pollen transfer”" (EEA 2002) the debate focuses on the external effects that GM-farmers may cause to non-GM farmer if accidental pollen transfer takes place. While strong...

ASSESSING THE EFFICIENCY OF LOCAL ACTION GROUPS AND AUCTIONS FOR DESIGNING AND IMPLEMENTING AGRI-ENVIRONMENTAL MEASURES IN THE EU - RESULTS FROM AN EXPERT SURVEY AgEcon
Eggers, Jorg; Mettepenningen, Evy; Beckmann, Volker.
In this article the authors focus on two important innovations for agri-environmental measures in the new council regulation: The implementation of local action groups and a call for tenders. The article describes how relevant actors assess the innovations. The results are based on 276 interviews, carried out in 2006 in nine EU Member States. Generally, actors assume that measures designed in local action groups are not necessarily more economically efficient than current measures, but they do have potential to result in a higher ecological effectiveness and in a greater acceptance. However, the opinion on auctions is comparatively critical.

Public Policy and Farm-level Strategies for Coexistence in Germany – A Case Study of Bt-maize in Brandenburg AgEcon
Consmuller, Nicola; Beckmann, Volker; Schleyer, Christian.
The regulatory framework for growing GM crops in Germany comprises quite liberal ex-ante regulations with very strict ex-post liability rules to protect other production forms from possible negative side effects of transgenic plants. Regulation is assumed to impose additional costs on farmers who intend to plant Bt-maize. This paper investigates the significance of these costs and the possibility of minimizing them by farm-level strategies such as coordination and cooperation between the Bt-maize growing farmer and his neighbours. A case study investigating the behaviour of Bt-maize growing farmers was carried out in the Oderbruch region in the federal state of Brandenburg, Germany. This region is leading in Bt-maize cultivation in Germany and has a high...

Governing the Co-existence of GM Crops: Ex-Ante Regulation and Ex-Post Liability under Uncertainty and Irreversibility AgEcon
Beckmann, Volker; Soregaroli, Claudio; Wesseler, Justus.
The future institutional environment for the co-existence of genetically modified (GM) crops, conventional crops and organic crops in Europe combines measures of ex-ante regulation and ex-post liability rules. Against this background we ask the following two questions: How does ex-ante regulation and ex-post liability under irreversibility and uncertainty affect the adoption of GM crops? What are the implications for regional agglomeration of GM and non-GM crops? Ex-ante regulations and ex-post liabilities for using GM crops will induce additional costs. These costs are modelled in a classical way. The model is advanced by including irreversibility and uncertainty and taking into account transaction costs of negotiating possible solutions with neighbouring...

The Effect of Farm Labor Organization on IPM Adoption. Empirical Evidence from Thailand AgEcon
Beckmann, Volker; Irawan, Evi; Wesseler, Justus.
This paper examines the effect of labor organization on integrated pest management (IPM), using cross section data collected from a participatory farming system survey of 157 durian growers in Chanthaburi, Thailand, in 2005. In contrast to many studies of IPM adoption, this work uses the form of farm labor organization as an endogenous factor for identifying the rate of IPM adoption among durian growers. The instrumental variables method was employed to econometrically relate a set of alleged variables as instruments of labor organization to the rate of IPM adoption. Results show that, among others, farms employing hired labor have a significantly lower adoption rate of IPM.

Public transaction cost of agri-environmental schemes and its determinants - Analysing stakeholders’ involvement and perceptions AgEcon
Mettepenningen, Evy; Beckmann, Volker; Eggers, Jorg.
Despite a total budget increase for rural development in the new programming period (2007- 2013), for most older Member States in the now expanded European Union the multi-annual spending plan for the period 2007-2013 predicts a substantial decrease of the budget for rural development and thus for agri-environmental schemes (AESs). It can be assumed that nothing or only part of this loss could be compensated by national funds in most countries. Therefore designing more efficient national governance structures for AESs, which decrease public transaction costs (TCs), would be an appropriate answer to this problem. The objective of this paper is to define the factors influencing these public TCs, because then appropriate action can be taken to reduce them. A...

Assessing local action groups and auctions as institutional alternatives for designing and implementing agri-environmental measures in the EU – results from an expert survey AgEcon
Eggers, Jorg; Mettepenningen, Evy; Beckmann, Volker.
The new European Council Regulation on support for rural development (EC) No. 1698/2005 has opened up the opportunity for two important innovations for the design and implementation of agrienvironmental measures: local action groups (LAG) according to the LEADER approach and calls for tender. The article firstly reviews the political and scientific debate on the possible performance of these innovations and, secondly, analyses how agents in public administrations, private associations and research institutes assess them. This ex-ante evaluation is based on 279 interviews in nine EU member states, carried out in the context of an EU-research project in the Sixth Framework Programme in 2006. The results show that (1) the performance of LAG is generally rated...

In Search of the Market: Lessons from Analyzing Agricultural Transition in Central and Eastern Europe AgEcon
Hanisch, Markus; Beckmann, Volker; Boger, Silke; Brem, Markus.
Studies of the transition process remind us of Stiglitz's comparison between pathology and the economic analysis of institutions (1989): asking what went wrong and what did not is the essence of understanding the functioning of social systems. Thus, carefully conducted empirical studies of the transition process itself may yield elucidative results applicable not only to theory but also to institutional policy changes in transition. This paper presents the key findings of KATO, a comprehensive research project focussing on the transition process of agriculture in Central and Eastern Europe. From 1997 to 2000, the project empirically examined processes of liberalization and market development, privatization and property rights changes, as well as...

New modes of governance of cooperative arrangements in agricultural markets: The case of Polish producer groups AgEcon
Banaszak, Ilona; Beckmann, Volker.
The cooperative movement in Poland has a long but difficult history. The socialistic regime introduced a command and control system into cooperatives which was destructive to their self-governing functions and eventually led to a lack of member involvement. There was a mass neglecting and abandonment after the transformation in particular of rural cooperatives. Nonetheless, in the early 1990s the first farmers’ cooperative marketing organizations, called agricultural producer groups, appeared on the market. They are bottom-up, voluntary organizations whose main purpose is to jointly sell their members’ output Although producer groups functions similarly to marketing cooperatives, farmers establishing producer groups have been choosing other legal forms...

The paper investigates theoretically and empirically the role of courts for contract enforcement in transition agriculture. We develop a theoretical model, based on the costs and benefits of court enforcement that captures the boundary between contracts to be judged as court "enforceable" and "not-enforceable" and, simultaneously, identifies the threshold of taking legal action. The empirical analysis based on a survey of 306 Polish hog farmer conducted in 1999 strongly supports our model.
