Valoracion del agua de riego por el metodo de precios quasi-hedonicos: aplicacion al Guadalquivir AgEcon

La estimación del valor del agua puede hacerse mediante diferentes métodos, de los cuales este trabajo propone el método de precios "quasi-hedónicos". El agua se considera en este trabajo como una variable externa que impacta en el precio diferencial de la tierra, y cuyo valor estimamos para la Cuenca del Guadalquivir. Los resultados nos muestran un valor capital del agua en el rango 2,8 €/m3 a 4,2 €/m3 con un valor más frecuente de 3,46 €/m3, que según el tipo de capitalización empleado nos daría un valor medio de renta del agua entre 0,14 €/m3 (para r=4%) a 0,35 €/m3 (para r=10%). Valoración económica de los beneficios ambientales de no mercado derivados de la mejora de la calidad del agua: una estimación en aplicación de la Directiva Marco del Agua al Guadalquivir AgEcon

Esta investigación responde a la necesidad de información económica relativa a los beneficios derivados de la implementación de la Directiva Marco del Agua (DMA). Se plantea una definición práctica del concepto de beneficio ambiental y un escenario de valoración de los beneficios de la mejora de la calidad del agua que no tienen reflejo en el mercado. Esta valoración es necesaria, entre otros aspectos, para la evaluación de la desproporcionalidad de los costes de la DMA. La metodología se aplica a un caso práctico en el Guadalquivir en un ejercicio de valoración contingente y análisis estadístico mediante un modelo Heckman en dos etapas.

MCDM Farm System Analysis for Public Management of Irrigated Agriculture AgEcon

In this paper we present a methodology within the multi-criteria paradigm to assist policy decision-making on water management for irrigation. In order to predict farmers' response to policy changes a separate multi-attribute utility function for each homogeneous group, attained applying cluster analysis, is elicited. The results of several empirical applications of this methodology suggest an improvement of the ability to simulate farmers' decision-making process compared to other approaches. Once the utility functions are obtained the policy maker can evaluate the differential impacts on each cluster and the overall impacts in the area of study (i.e. a river basin) by aggregation. Evolución de la productividad del agua en la Cuenca del Guadalquivir 1989-2005 AgEcon

Para entender el desarrollo de la agricultura de riego es necesario estudiar la evolución de la productividad del agua en los cultivos de regadío. Este trabajo analiza la evolución de este indicador en los años 1989 y 2005 en la Cuenca del Guadalquivir. Para ello, se han utilizado datos estadísticos que, primero, han sido tratados a nivel comarcal y de cultivo y, posteriormente, se han agregado hasta obtener un valor global para toda la cuenca. Del conjunto de los resultados se deduce un valor de la productividad aparente del agua de aproximadamente un 0,5 €/m3 para el año 2005 y un incremento de un 327% respecto al año 1989.

Análisis multicriterio de preferencias sociales en gestión hídrica bajo la Directiva Marco del Agua AgEcon

Este trabajo pretende contribuir a la aplicación de la DMA en relación con la selección de medidas para el uso sostenible y socialmente aceptado del agua. Nuestro análisis está orientado a la obtención, mediante el proceso analítico jerárquico (AHP), de la valoración social de los criterios de gestión del agua en el Guadalquivir, analizando para ello la legitimidad de la ampliación del embalse de la Breña (Córdoba), además de la evaluación de otras posibles medidas de gestión del agua. Los resultados sugieren que el AHP constituye una herramienta adecuada para la implementación de la DMA, así como un complemento útil del análisis coste-eficacia.

Analysis of Intended Farmers’ Response to CAP Scenarios: Environmental considerations AgEcon

This research is a result of the CAP-IRE project which objective is the understanding farmer’s reactions under CAP scenarios by 2020. In particular this research aims to analyze the role of the current CAP design on the farmer’s decision process focusing on several environmental issues. The analysis is based on 2,360 observations of household farmers across 11 cases study in 9 EU countries. Intended responses of farmers to the CAP reforms are analyzed by logistic model regression. According to the results CAP scenarios would influence farmer’s decision on fertilizers and pesticides, as well as water use, while the highest effect is found for decisions on number of animal rearing on the farm. Economic analysis of spatial preferences heterogeneity of water quality AgEcon

The main objective of this study is to account for spatial preference variability in the economic valuation of water quality improvements in the river basin context. This is expected to be particularly relevant for the implementation of the European WFD, as it will involve spatially differentiated perceptions of the benefits of water quality changes. A choice experiment is developed based on maps to elicit welfare measures for water quality improvements across sub-basins in the Guadalquivir River Basin in Spain. Irrigation Water Value Scenarios for 2015: Application to Guadalquivir River AgEcon

This paper reviews the application of a scenario for the 2015 agricultural policy and markets for the irrigated agriculture in Europe. Scenarios for irrigated agriculture 2015 are also described in detail including Reformed CAP and biomass demand. It is applied at the basin level for the Guadalquivir River in southern Spain. The methodology is based upon residual value of water and it combines budget and farm analysis at municipality level, with the Guadalquivir basin divided at 50 ‘comarcas’; in each of them 24 possible crops are selected with specific ‘comarca’ data bases. This paper reviews the application of a scenario for the 2015 agricultural policy and markets for the irrigated agriculture in Europe. Scenarios for irrigated agriculture 2015 are described in detail including Reformed CAP and how biofuel impacts demand. A model for irrigation water demand is applied at the basin level for the Guadalquivir River (Southern Spain).
