Staple Food Market Sheds in West Africa AgEcon
Haggblade, Steven; Longabaugh, Steven; Boughton, Duncan; Dembele, Niama Nango; Diallo, Boubacar Cisse; Staatz, John M.; Tschirley, David L..
This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. Expert knowledge from traders and other market monitors in the region enable the authors to identify the major commodity flows linking the markets with their major supply zones. These efforts aim to summarize a large volume of information simply and...

A Strategic Approach to Agricultural Research Program Planning in Sub-Saharan Africa AgEcon
Boughton, Duncan; Crawford, Eric W.; Howard, Julie A.; Oehmke, James F.; Shaffer, James D.; Staatz, John M..
Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa.

Renda e activos de agregados familiares rurais em Moçambique, 2002-2005: É possível sustentar o desenvolvimento a favor dos pobres? AgEcon
Mather, David; Cunguara, Benedito; Boughton, Duncan.
Mozambique made impressive reductions in poverty from 1996 to 2002. The national poverty rate, as documented by the National Household Consumption Survey Inquérito aos Agregados Familiares (IAF) expenditure surveys in those years, fell from 69.4% in 1996/97 to 54.1% in 2002/03. Consistent with the IAF expenditure survey results, Trabalho de Inquerito Agricola (TIA) rural household income surveys showed that mean and median rural household income per adult equivalent increased by 65% and 30% respectively from 1995/96 to 2001/02, and that all income quintiles shared in the income growth. Yet in spite of these impressive gains in household welfare, the majority of the country’s population remained below the poverty line in 2002/03 (51.5% in urban areas, 55.3%...

Increasing Seed System Efficiency in Africa: Concepts, Strategies and Issues AgEcon
Maredia, Mywish K.; Howard, Julie A.; Boughton, Duncan; Naseem, Anwar; Wanzala, Maria N.; Kajisa, Kei.
The purpose of this paper is to provide a conceptual framework that can be used by agricultural leaders, administrators, policy makers, and seed program managers to (1) understand key factors affecting seed system development; and (2) compare organizational and institutional strategies for increasing seed system effectiveness. A literature review of recent studies on seed system development in Sub-Saharan Africa (SSA) was undertaken to achieve these objectives. The studies reviewed included published and unpublished reports, monographs, and case studies.

Interlinked Transactions in Cash Cropping Economies: The Determinants of Farmer Participation and Performance in the Zambezi River Valley of Mozambique AgEcon
Benfica, Rui M.S.; Tschirley, David L.; Boughton, Duncan.
This paper investigates the determinants of participation and performance of tobacco contract farmers, and the effects of participation on overall crop and household incomes in the Zambezi Valley of Mozambique. We test the existence of threshold effects in land holdings and educational attainment to identify the types of farmers that benefit. Several results stand out. First, participation in the schemes is driven by factor endowments, asset ownership and alternative income opportunities, and very little by demographic factors. Second, we find no returns to education in tobacco; this result is consistent with previous research in Mozambique but surprising in an agronomically demanding crop like tobacco. Third, there appear to be economies of scale in...

Mali’s Food Security Challenges: An Overview AgEcon
Boughton, Duncan; Staatz, John M.; Dembele, Niama Nango.
Mali has a high incidence of malnutrition. The fourth Demographic and Health survey reports that in 2006 the incidence of wasting, stunting and underweight children under 5 years of age was 13.8%, 37.9% and 24.5% respectively in rural areas, and 12%, 24% and 25% respectively in urban areas. While malnutrition is found in all regions of Mali, the regions of Timbuktu and Sikasso have higher than average levels for all three indicators, while the region of Kidal has high levels of wasting. For a detailed analysis of food security indicators see Ward (2010).

Using Rural Household Income Survey Data to Inform Poverty Analysis: An Example from Mozambique AgEcon
Walker, Thomas S.; Boughton, Duncan; Tschirley, David L.; Pitoro, Raul; Tomo, Alda.
This paper demonstrates that income survey data can be very informative in explaining the variation across households in the incidence and severity of absolute poverty using a rural household income data set for Mozambique. Results from regression analysis of the sources of variation are used to simulate the impact of alternative agricultural interventions or strategies on rural poverty. Complementarities in the insights gained from consumption expenditure and income surveys may justify the collection and analysis of both types of information, especially in Sub-Saharan Africa, the one region of the world where the incidence of poverty is increasing.
