This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa. |

Mozambique made impressive reductions in poverty from 1996 to 2002. The national poverty rate, as documented by the National Household Consumption Survey Inquérito aos Agregados Familiares (IAF) expenditure surveys in those years, fell from 69.4% in 1996/97 to 54.1% in 2002/03. Consistent with the IAF expenditure survey results, Trabalho de Inquerito Agricola (TIA) rural household income surveys showed that mean and median rural household income per adult equivalent increased by 65% and 30% respectively from 1995/96 to 2001/02, and that all income quintiles shared in the income growth. The purpose of this paper is to provide a conceptual framework that can be used by agricultural leaders, administrators, policy makers, and seed program managers to (1) understand key factors affecting seed system development; and (2) compare organizational and institutional strategies for increasing seed system effectiveness. A literature review of recent studies on seed system development in Sub-Saharan Africa (SSA) was undertaken to achieve these objectives.
