Broadband Internet's Value for Rural America AgEcon
Stenberg, Peter L.; Morehart, Mitchell J.; Vogel, Stephen J.; Cromartie, John; Breneman, Vincent E.; Brown, Dennis M..
As broadband—or high-speed—Internet use has spread, Internet applications requiring high transmission speeds have become an integral part of the “Information Economy,” raising concerns about those who lack broadband access. This report analyzes (1) rural broadband use by consumers, the community-at-large, and businesses; (2) rural broadband availability; and (3) broadband’s social and economic effects on rural areas. It also summarizes results from an ERS-sponsored workshop on rural broadband use, and other ERS-commissioned studies. In general, rural communities have less broadband Internet use than metro communities, with differing degrees of broadband availability across rural communities. Rural communities that had greater broadband Internet access had...

Recreation, Tourism, and Rural Well-Being AgEcon
Reeder, Richard J.; Brown, Dennis M..
The promotion of recreation and tourism has been both praised and criticized as a rural development strategy. This study uses regression analysis to assess the effect of recreation and tourism development on socioeconomic conditions in rural recreation counties. The findings imply that recreation and tourism development contributes to rural well-being, increasing local employment, wage levels, and income, reducing poverty, and improving education and health. But recreation and tourism development is not without drawbacks, including higher housing costs. Local effects also vary significantly, depending on the type of recreation area.

Farm-Based Recreation: A Statistical Profile AgEcon
Brown, Dennis M.; Reeder, Richard J..
Farm-based recreation provides an important niche market for farmers, but limited empirical information is available on the topic. Access to two USDA databases, the 2004 Agricultural Resource Management Survey (ARMS) and the 2000 National Survey on Recreation and the Environment, provided researchers with a deeper understanding of who operates farm-based recreation enterprises, such as hunting and fishing operations, horseback riding businesses, on-farm rodeos, and petting zoos. Regression analysis identified the importance of various farmer and farm characteristics, as well as local and regional factors associated with farmer operation of, and income derived from, farm-based recreation.

Will Increased Highway Funding Help Rural Areas? AgEcon
Brown, Dennis M..
Rural areas in the United States stand to benefit from new highway funding legislation, especially the South. The Transportation Equity Act for the 21st Century (TEA-21) authorizes sharply increased funding for major roads and is the single largest public works bill in U.S. history. Over a 6-year period, it will provide $171 billion to build new roads, widen lanes, put in new interchanges, and construct bridges. Under TEA-21, some spending discrepancies will be addressed and resolved for States that contribute more money into the Federal Highway Trust Fund than they receive in benefits.
