A model is developed from decision theory for evaluating probabilistic information, especially for decision makers who are risk averse. The value of information to such a decision maker is disaggregated into mean and variance effects. It is shown that the degree of risk aversion of the decision maker may have important effects on the value attached to the information; however, there is not necessarily a positive correlation between risk aversion and the value of information, since the decision to acquire new information is itself often a risky decision. The concepts and procedures are illustrated by application to a fodder conservation decision with rainfall forecast information. |

Technical change in agriculture is examined for two contrasting situations in the developing world: the largely irrigated wheat-based systems of South Asia, where improved seed-fertiliser technology has been widely used for more than two decades, and rainfed maize-based systems of sub-Saharan Africa, where adoption of this technology remains incomplete. Zones of medium to high production potential and relative land scarcity are the primary focus of the analysis. There have been numerous episodes of widespread adoption of improved seed and long-term achievements in the development of the maize seed industry in Sub-Saharan Africa. This summary takes a circumspect view of technical change in maize production. Adoption of improved seed has continued to rise gradually, now representing an estimated 44 percent of maize area in Eastern and Southern Africa (outside South Africa), and 60 percent of maize area in West and Central Africa. Use of fertilizer and restorative crop management practices remains relatively low and inefficient. This paper examines trends in sourcing and allocation of public funds to providers of agricultural research in India over the past three decades. The paper also discusses the emerging policy issues for agricultural research in India in the light of the increasing role of markets, growing participation of the private sector in research, rapid advances in science, and strengthening of intellectual property rights. A method is developed for assessing the monetary value of additional information in the framework of a response process which involves interaction between controlled and uncontrolled factors. The method is illustrated through an analysis of the value of a rainfall predictor in determining optimal applications of nitrogen to wheat in an environment with variable rainfall. The analysis defines the conditions under which the predictor is most valuable and suggests types of predictors which may be of greater value. |
