STRUCTURAL CHANGES IN U.S. AGRICULTURE: IMPLICATIONS FOR SMALL FARMS AgEcon
Gebremedhin, Tesfa G.; Christy, Ralph D..
A descriptive analysis and a survey of literature were used in this assessment of the transformation of the structure of production agriculture. The changes in production agriculture have important implications for resource use, population distribution in rural communities, and the survival of small farms. The shifting structural change in production agriculture as a response to economic and technological adjustments is not a temporary phenomenon. The economic and natural base of agriculture will change toward greater capital intensity and concentration of ownership, and will raise public policy questions in relation to the survival of a large farm population.

Smallholders' Cost Efficiency in Mozambique: Implications for Improved Maize Seed Adoption AgEcon
Zavale, Helder; Mabaya, Edward T.; Christy, Ralph D..
Maize is an important staple in Mozambique. It is also a dominant crop produced by smallholder farmers. However, the actual maize yields, currently estimated at 1.4 tons/ha, fall short of potential yields of 5-6.5 tons/ha. With population growth rate increasingly exceeding agricultural (and maize) productivity growth rate, the government of Mozambique faces a serious problem of food insecurity and poverty alleviation. This study examines cost inefficiency among smallholder maize farmers in Mozambique, and the impact of improved maize seed adoption on cost efficiency. A Translog functional form is used to estimate the frontier cost function. A cost-inefficiency function is used to examine the factors that determine cost inefficiency among farmers....

SELECTING THE "BEST" PREDICTION MODEL: AN APPLICATION TO AGRICULTURAL COOPERATIVES AgEcon
Rambaldi, Alicia N.; Zapata, Hector O.; Christy, Ralph D..
A credit scoring function incorporating statistical selection criteria was proposed to evaluate the credit worthiness of agricultural cooperative loans in the Fifth Farm Credit District. In-sample (1981-1986) and out-of-sample (1988) prediction performance of the selected models were evaluated using rank transformation discriminant analysis, logit, and probit. Results indicate superior out-of-sample performance for the management oriented approach relative to classification of unacceptable loans, and poor performance of the rank transformation in out-of-sample prediction.

Integration and Equilibrium in the Maize Markets in Southern Africa AgEcon
Mutambatsere, Emelly; Mabaya, Edward T.; Christy, Ralph D..
For most countries in southern Africa, food security has been addressed through self-sufficiency, traditionally attained through widespread government involvement in the input and output markets for major food commodities. Food policies through the 1980’s have been characterized by input subsidies for farmers; fixed, pan-seasonal and pan-territorial farm level pricing systems, mainly implemented through parastatal marketing boards; as well as subsidies and price controls at the wholesale and retail levels. Under Structural Adjustment Programs of the 1990’s, most of those policies were abandoned for more market oriented policies. During the same period, many countries in the region joined the multilateral trading system, and on a regional level, two...

THE ORGANIC LABEL: HOW TO RECONCILE ITS MEANING WITH CONSUMER PREFERENCES AgEcon
Conner, David S.; Christy, Ralph D..
The USDA's National Organic Program (NOP), with its unified definition and labeling requirements, holds great promise for increasing commerce in and decreasing transaction costs associated with purchasing organic food. However, the label and its meaning must both be well understood and reflect the traits consumers want if this promise is to be realized. This paper reports the results of a survey and experimental auction on consumers' preferences for organic standards. On one hand, the USDA NOP's Final Rule broadly conforms to consumer preferences regarding what practices should or should not be permitted in organic production and processing. Consumers support a strict definition of organic in general, opposing the use of a variety of practices...

Adoption of Improved Maize Seed by Smallholder Farmers in Mozambique AgEcon
Zavale, Helder; Mabaya, Edward T.; Christy, Ralph D..
The objective of this paper is to investigate factors influencing the adoption of improved maize seed by smallholder farmers in Mozambique. The data used in this study were obtained from a national random sample of 4,908 smallholder farmers conducted by the Ministry of Agriculture and Rural Development in 2002. Using Probit and Logit models, the main factors influencing adoption of improved maize seed were identified. The results of this analysis indicate that fifteen out of twenty five factors are significantly found to be the determining factors influencing the probability of adopting improved maize seed. To increase the likelihood of adopting improved maize seed, policy makers should put more emphasis on improving rural infrastructures and providing...

The Current State of Agribusiness Education and Training in Africa AgEcon
Mabaya, Edward T.; Christy, Ralph D.; Bandama, Maureen.
To spur rural development and food security, agricultural education and training in Africa has traditionally focused on increasing agricultural productivity on the farm. More recently, development practitioners and policy makers have broadened their attention to include agribusiness or agro-industries. However, the role of Agricultural Education and Training in fostering agribusiness growth in developing countries is relatively underexplored. This paper analyses the current state of agribusiness education and training in Sub-Saharan Africa. The paper is organised around five objectives. First, the paper characterises the macroeconomic environment—political, economic, social and technological—in which agribusiness development is taking place in Africa....

Agricultural Biotechnology Risks and Economic Development: A Call for a Public-Private Partnerships to Stimulate Investments into African Biotechnology Industries AgEcon
Roy, Sonali; Christy, Ralph D..
What makes or breaks the decision for an MNC to enter an emerging market beyond incentives for profit-maximization? What role exists for public-private partnerships as a mechanism for value capture in agricultural biotechnology investments into uncertain markets? The objective of the paper is to provide the necessary theoretical framework by which future research may empirically assess the discounted value and probability of R&D investments into the African agricultural biotechnology sector. A partnership model lies at the foundation for creating marketing channels between industries with high fixed costs and high social utility value. Stimulating intellectual and scientific investments in agricultural biotechnology are contingent on prioritization of...

CIVIC COMMUNITY APPROACHES TO RURAL DEVELOPMENT IN THE SOUTH: ECONOMIC GROWTH WITH PROSPERITY AgEcon
Robinson, Kenneth L.; Lyson, Thomas A.; Christy, Ralph D..
The free market-based policies of the corporate community model have skewed economic development across the South. For many small, rural communities, the consequences of global capitalism have resulted in declining real wages, high underemployment, and increasing rates of income inequality. Backed by recent scholarship and grassroots movements that suggest both civic engagement and the presence of smaller-scale, locally controlled enerprises can help determine whether communities prosper or decline, this paper explores the links between social structure and rural development in the South. The goal is to expand our understanding of civic community theory as an alternative to the neoclassical economic model of development. Using a local problem-solving...

Market Integration and Efficiency in the Presence of Cross-border Trade Restrictions: Evidence from selected Maize Markets in Southern Africa AgEcon
Mutambatsere, Emelly; Christy, Ralph D..
This study evaluates the extent to which regional trade might be relied upon as a policy strategy in achieving food security in southern Africa. The logic is that if significant diversities exist in production expertise and capacities for countries within the region, in the presence of integrated marketing systems, free trade can improve both supply and trade efficiency. Two components of the debate are analyzed: revealed competitiveness in production and export of the main staple – maize; and for a selected set of major markets, the nature of market interactions within the current regional trade policy framework. The analyses employ mainly non-parametric assessments, including such measures as revealed comparative advantage, price difference and transfer...
