A wide variety of cooperatives outside the agricultural sector have been playing an important role in the nation's rural and urban areas by providing housing for the elderly and poor, affordable health care, child care, and education. These firms may constitute both business models that reduce the cost of operating a business and effective community development models that forge cooperation among local government and communities. However, limited information is available about how these non-agricultural cooperatives operate, how they were formed, or what are their problems or difficulties as non-traditional cooperatives. Many North Dakota communities find it financially difficult to provide or maintain such necessary services as public safety, water and sewer services, garbage disposal, grocery and retail stores, local credit, medical care and similar other services due to gradual decline in both population and businesses. Declining population also stresses the existing businesses as they compete for a shrinking customer base while the cost of operating a business is likely to be increasing. Bulk Fuel Distribution Costs For Cooperatives in North Dakota AgEcon

Economic-engineering cost data and a simulation model were used to analyze the impact of sales density, size of sales area, sales volume, and equipment configuration on costs of bulk fuel delivery by cooperatives. Fixed costs accounted for the majority of delivery costs regardless of sales density or size of sales area, at least for the relevant range of these variables for North Dakota. Increasing the radius of a sales area from 5 to 50 miles increased average costs only $.02 to $.09/gal. Doubling sales by either doubling the size of the sales area or the sales density reduced average total costs by nearly 50%. Managerial Compensation in Midwestern Cooperatives: Results from a Follow-up Study AgEcon

Results are presented from a follow-up survey of managerial compensation practices in local farm supply and marketing cooperatives in Minnesota, North Dakota, and Wisconsin. In contrast to findings from the original survey, total compensation levels, bonuses, and changes in compensation are all found to be positively and significantly associated with local net margin and not closely related to sales and sales growth.

Projections of crop production and livestock consumption of selected grains and oilseed crops reported in this publication were prepared as part of a North Central (NC) Regional Research Committee 137 effort. The objective was to forecast transportation demand by agricultural products to the year 2000. Sunflower Production Contracts: Provisions and Analysis AgEcon

Provisions of sunflower production contracts in North Dakota and Minnesota are summarized in this report. A procedure which can be used to compare the economic value of contracts is also presented. Extensive commercial production of sunflowers is relatively recent. Contracts provide growers with an assured market, guaranteed price, and assistance in proper growing practices. Processors and marketing agencies can better control quality and supply through contracts. The proportion of sunflower growers under contract has been declining as farmers become more familiar with the crop, because of expanding market outlets, and because several contractors wish to avoid costs of contracting. Economic-engineering cost data and a simulation model was used to analyze the impact of sales area size and volume and equipment configuration on costs of custom application of bulk fertilizer by cooperatives. Fixed costs accounted for most of the custom application costs regardless of sales density or size of sales area for the relevant range of these variables in North Dakota. Increasing the radius of a sales area from 5 miles to 50 miles increased average costs by $2.79/ton to $32.26 per ton in Eastern North Dakota. Doubling sales by either doubling the size of the sales area or the sales density reduced average total costs by over a third for the smallest plant (500-ton storage) and over 40% for a 2,000-ton plant. In the 1995 issue of the Journal of Cooperatives, Trechter and King reported findings from a survey of managerial compensation practices in Minnesota and Wisconsin cooperatives that was conducted in 1993. The results from that study indicated that overall compensation and bonuses received by general managers of local cooperatives were more closely associated with cooperative size measures than with levels of profitability. The results also suggested that there was not a strong relationship between compensation practices and cooperative performance, measured by return on assets. AGRICULTURAL LOAN OFFICERS' ROLES IN COOPERATIVE INVESTMENT IN NORTH DAKOTA AgEcon

We surveyed agricultural loan officers and their supervisors in North Dakota to learn what factors influenced the decision to make loans to farmers investing in new agricultural cooperatives. We found that the Farm Credit Services and other large institutions made a disproportionately large share of the loans. Furthermore, institutions with minimal equity, but with low levels of non-current loans and a high return on equity, were more likely than others to make the loans. Experienced agricultural loan officers and those who attended a cooperative's information meeting or reviewed the business plan were more likely to make loans. Grain Marketing Cooperatives' Adjustments to Farm Programs AgEcon

A personal interview survey of 87 grain marketing cooperatives regarding the impact of changes in government programs and planned responses to the dilemma of excess capacity and loss of government storage income and related factors is reported. Government storage payment's impact on financial performance was ranked 77% more important than the second (other government programs) of 7 factors (e.g., interest rates). Government storage accounted for 20% of their net income. They acquired an average of 800,000 bu. of storage capacity in response to government programs. PIK and roll increased annual income an average of $39,000 in 1986-87. Participation in CCC weekly auctions averaged 51% and in catalog sales 87%. Most managers felt that government programs did...
