Evaluating Dryland Crop/Livestock System Alternatives for Risk Management under Declining Irrigation in the Texas Panhandle AgEcon

Production budgets for dryland crop and crop/livestock systems are developed to estimate yields, costs and returns for dryland wheat and sorghum and for alternative dryland crop/livestock systems. A crop simulation model aids yield estimation. The yield and return distributions are used to estimate risk and relative risk for included alternatives.

Comparison of Water Allocation Strategies for Wheat Production in the Texas Panhandle AgEcon

The declining availability of irrigation water from the Ogallala aquifer combined with increasing energy costs make irrigation strategies much more critical. Irrigation strategies that maximize returns to irrigation require less water and achieve higher returns than strategies aimed at satisfying 100% of the crops evapotranspiration (ET) requirements.

Reducing Irrigation Water Demand with Cotton Production in West Texas AgEcon

Due to declining water availability from the Ogallala Aquifer and increasing pumping costs, irrigation management options for cotton are analyzed. The study concludes that supplemental irrigation while meeting crop ET requirements is the most profitable option. Switching from corn to cotton production may reduce irrigation water demand in the region.

A brief review of the beef and cattle market following the diagnosis of Bovine Spongiform Encephalopathy (BSE) in Canada and U.S. in 2003 is conducted. The focus is on the recent changes in the beef market experienced by major exporting and importing countries with special emphasis on the beef trade and cattle industry in the U.S. A single case of BSE in the U.S. has significantly disrupted global beef trade. Many countries banned beef imports from the U.S. and Canada. Continuation of these bans through 2004, particularly for the U.S., resulted in reduced beef exports. Beef cattle enterprises for the 91% of Texas producers with less than 100 cows represent secondary or supplemental enterprises. In most cases the operator is depending on surplus or discretional labor and the alternate use of the physical resources is limited due to topography or environmental factors. These characteristics transform the decision making process from a variable resource allocation problem to a fixed resource problem. Monthly average prices for 300-900 lb stocker steers, divided into 50 lb intervals, are analyzed for three market locations for the period 1992-1999. ESTIMATING THE MVP AND OPTIMUM IRRIGATION LEVEL FOR GRAIN SORGHUM UTILIZING EVAPOTRANSPIRATION REQUIREMENTS FOR THE TEXAS PANHANDLE AgEcon

Production data provided by commercial producers of grain sorghum is used to estimate response functions for three alternative management decision models. The evaluation of yield to the total water availability, irrigation, and water application as a percent of potential evapotranspiration. The three methods provide similar results, but each provides unique information and adds valuable information to the decision process. The value product functions and the energy cost function are used to determine the profit maximizing level of water application where adequate water to fully meet the crop needs is available and to determine the irrigation vs. no irrigation decision where water availability is limiting.

The benefit of changing to Variable Rate Irrigation (VRI) from uniform application methods needs to be assessed for technology adoption. Precision irrigation involves water application in optimum amounts. Results indicate that feasibility of precision irrigation depends on field variability, crop value, economies of scale, and useful life of the equipment.

Economic Analysis of Water Conservation Policies in the Texas Panhandle AgEcon

Due to declining water availability from the Ogallala Aquifer, management policy alternatives for extending the life of the aquifer to sustain rural economies in the Texas Panhandle are evaluated. The study concludes that water conservation policies for the region significantly impact crop mix, resource usage, and net present value of farm profits over a sixty-year planning horizon.

An economic optimization model was developed using available groundwater resources in the Oklahoma Panhandle to estimate value of water for irrigated agriculture in the area. In response to the declining availability of irrigation water from the Ogallala aquifer, irrigation at the level where MVP=MFC increases net returns over either irrigating to maximize production or meet 100% of the evapotranspiration (PET) requirements. This prolongs the economic life of the aquifer and increases the efficiency of irrigation.

The Use of Weather Data and Evapotranspiration Requirements to Estimate the Marginal Value Product of Irrigation and the Profit Maximizing Irrigation Level for Corn in the Texas Panhandle AgEcon

The declining availability of irrigation water from the Ogallala aquifer combined with increasing energy costs make irrigation strategies much more critical. Maximizing yield reduces profit by between $22 and $158 per acre depending on the combination of corn and natural gas prices.

The Texas Panhandle is one of the most unique and diversified agricultural areas in the world. Production agriculture contributes $3.41 billion in value-added production and more than $6.32 billion in economic activity annually. Eighty-five percent of the state’s fed beef, 45.8 percent of the wheat, 61.9 percent of the corn, and 23.0 percent of the sorghum are produced in the region. The growing livestock industry has accelerated the demand for feed grains in the area and has increased irrigation water demand. Agricultural producers in the Texas High Plains are facing the worst comparative economic conditions since 1913. Under these circumstances it is desirable to evaluate which programs are beneficial to agricultural producers and which ones are not. The concept of Integrated Pest Management was introduced to the Texas High Plains in 1976 and since then many IPM practices have been adopted for the four major crops; corn, cotton, sorghum, and wheat. The reduction in production cost is used as a measure of economic benefit and contingent valuation is used to estimate the value of the environmental benefits. Alternative Livestock/Dryland Forage Systems in the Texas Panhandle AgEcon

Optimization models are developed to determine grazing alternatives for individual dryland producers. Models alternatives include wheat, sorghum-sudan, summer perennial grass, and native range. Precipitation risk and price risk are estimated for seasonal production alternatives, and options that reduce both price risk and production risk are examined.

The beef cattle enterprises for most of the 91% of producers in Texas with less than 100 cows represent secondary or supplemental enterprises utilizing discretionary labor and fixed physical resources. The decision making process is transformed from a variable resource allocation problem to a fixed resource problem. Reliable price and revenue expectation models are critical to selecting marketing alternatives that maximize the return to the fixed resource allocation. Price expectation models using expected values, price and revenue indexes, and conditional probabilities are developed using monthly average prices for 300-900 lb stocker steers at Amarillo, TX from 1992 to 2002.
