The paper is aimed at assessing the impact of reducing and/or eliminating EU export subsidies within the next WTO round. The Global Trade Analysis Project (GTAP) model and database are employed to study the effects of the two main proposals put forward in the Doha Round on this matter by the EU and the US. Results of the simulations confirm the common knowledge that the elimination of EU export subsidies would imply increasing prices, exports and production for several net exporters of agricultural products. At the same time, such effects are all relatively small in size, particularly on trade, production and welfare, even under the more radical scenario that simulates the elimination of export subsidies. The article explores possible outcomes of the Doha Development Agenda by simulating agricultural liberalization scenarios with a modified version of the Global Trade Analysis Project (GTAP) model and the related version 6.0 database. A 2013 baseline is employed to analyze two hypotheses in the areas of market access and export competition. Proportional cuts in tariffs are compared with a Swiss-formula approach. Welfare gains arise both in developed and developing countries, and, at least in principle, both groups should support deep reforms. Results suggest that the choice of the nature of the formula is not crucial in determining an effective increase in market access. |

The paper is aimed at assessing the effects of the reforms proposed by the European Commission in July 2002 for the Mid Term Review (MTR) of Agenda 2000. The proposals are described in the framework of the long standing CAP reform process driven by political priorities such as the enlargement to the Central and Eastern European countries, the budget issues, and the ongoing WTO negotiations. The most important measures proposed are the full decoupling of direct payments, the modulation of direct payments, and changes in the support regimes for cereals and rice. The paper is aimed at assessing the effects of the reform of the Common Market Organisation for rice proposed by the EU Commission in 2000. AGLINK, the OECD partial model, is employed to simulate the effects for the EU as a whole, both in terms of deviations from the standard baseline, and from a modified baseline that includes indica and japonica rice as two different products. Results in terms of change in market prices are introduced as exogenous price shocks in a Positive Mathematical Programming Model, run for Italian rice-producing provinces on the basis of the Farm Accounting Data Network data, in order to assess the effects on local supply. The paper reviews seven partial equilibrium global models used over the last 10 years to the analysis of the Common Agricultural Policy (ESIM, FAO-WFM, FAPRI-CARD, MISS, SPEL/EU, SWOPSIM and WATSIM). The discussion starts from the basic modelling assumptions, the data and parameters employed, by looking first at the common aspects of the models, and then at the unique characteristics of each model for simulating the effects of the CAP.
