Recent environmental assessments have highlighted the extent of land degradation in Australia and the significant costs involved in addressing it. With projected investment costs running into tens of billions of dollars, it is not surprising that greater attention is now being focussed on who should pay. One idea gathering significant momentum has been the imposition of an environmental levy. Such a levy would raise public funds to be spent on resource degradation issues and has been proposed to work through the taxation system in a similar fashion to the Medicare levy, albeit for a more limited 10 year period. The NSW, Victorian and Commonwealth Governments are in the process of corporatising the Snowy Mountains Hydro-electric Scheme. As part of this process a water inquiry was established to assist in the determination of the environmental operating conditions of the new business, Snowy Hydro Ltd. The Inquiry’s principal task was to examine the range of environmental issues arising from the current pattern of water flows caused by the Scheme and to develop a comprehensive range of costed options to address these issues. More research is needed before we know the implications of climate change for Australian farms. Nevertheless given the information at hand, an assessment can be made of some early indicators. First, the severity of the recent drought was compared with earlier droughts. Second, the trend in rainfall was examined. Third, projections of climate change were reviewed to assess the likely course of climate variability, and hence provide a picture of the severity of future droughts. Although further research is warranted, the indications are that even if rainfall is no lower in future droughts, they may seem more severe because rising temperatures will tend to increase evaporation and reduce runoff. |

NSW is in the process of implementing major reforms to the management of water resources. One of the key components of these reforms is that “Groundwater management policies should employ the principles of ecologically sustainable development and should be directed at achieving sustainable use of the resource”. The implications of this recommendation vary significantly across NSW according to the level of irrigation development and the environmental conditions of aquifers. The Namoi Valley is one region where groundwater has been identified as suffering from both over allocation and over use. An assessment of the economic, environmental and social impacts of extension activities by NSW Agriculture related to water use efficiency is reported. The main vehicle for these extension activities has been a four day vocational course delivered to about 4,400 irrigators under the auspices of the WaterWise on the Farm Initiative (WWF). We focused on four industry/regional complexes - the cotton industry in northern NSW, the lucerne industry in central and northern NSW, the cherry industry and the viticulture industry in southern NSW - where WWF was known to have had an impact. The objectives of government in relation to natural resource management in agriculture have changed significantly over time. Similarly, the process that government employs to develop natural resource management policy has also evolved. In the past, policy has been developed centrally, while more recently there has been greater effort to involve the community in this process. There are clear linkages between changes in natural resource management objectives and changes in the policy development process.
