Technical efficiency of water use and its determinants, study at efficiencies in small-scale irrigation schemes in North-West Province, South Africa 31

This paper analyses the efficiency with which water is used in small-scale irrigation schemes in North-West Province in South Africa and studies its determinants. In the study area, small-scale irrigation schemes play an important role in rural development, but the increasing pressure on water resources and the approaching introduction of water charges raise the concern for more efficient water use. With the Data Envelopment Analysis (DEA) techniques used to compute farm-level technical efficiency measures and sub-vector efficiencies for water use, it was shown that under Constant Returns to Scale (CRS) and Variable Returns to Scale (VRS) specification, substantial technical inefficiencies, of 49% and 16% respectively, exist among farmers. Commercial producers, brokers, exporters and spinners dominate the wool supply chain in South Africa. Until recently smallholder farmers in the Transkei region had limited access to a profitable market outlet for their wool. In response, the South African wool industry has taken the initiative to help local farmers by building shearing sheds, under which the local association can bulk the wool and trade directly with the brokers. More direct access to the wool brokers is a prerequisite for the farmer to develop a viable business. As a result of the growing world population and enhanced by the rising of living standards, competition for water is growing and this causes increased pressure on water resources worldwide. This tendency gave rise to the development of the integrated water resources management approach (IWRM), acknowledging the need to manage water resources in a holistic and integrated way. Recovering from conflict: an analysis of food production in Burundi 31

This paper deals with the devastating food insecurity in two densely populated provinces in the north of Burundi as a result of overpopulation and low production capacity in the aftermath of conflict. We compare data that was collected in the Ngozi and Muyinga Province in 2007 with data of households interviewed on the same hills in 1996. Households live from subsistence farming, erratic surplus sales, sales of coffee and banana and occasional off- and non-farm work. We find that not only did production levels decrease but also total factor productivity (Malmquist indices calculated with DEA approach) dropped in 83% of the hills between 1996 and 2007.

Questions addressed in this paper are: How to determine the food status of rural households; and does an agribusiness orientation enhance the food security status of farm families. A study was conducted on two groups of small scale black farmers in the Venda region: one group, agribusiness directed and generally more progressive towards technology, produces mangos and other subtropical fruits (cash crop farmers); the other group concentrates on locally consumed and sold vegetables (food crop farmers). DETERMINANTS OF COMPETITIVENESS IN THE SOUTH AFRICAN AGRO-FOOD AND FIBRE COMPLEX 31

The competitiveness of the South African agri-food and fibre complex depends upon a number of factors: technological, socio-political and economic. This paper attempts to identify and analyse such factors by using a framework of analysis proposed by Michael Porter (1990). Appropriate measures to increase competitiveness are proposed. These include: improved supply chain management, cost reduction, contractual pricing and the establishment of a clear "agribusiness development policy".

This poster presents a study on the multiplier effects in the dairy chain on Reunion Island. This Indian Ocean island is one of the French overseas departments. However, it struggles with similar problems as the developing areas in its neighbourhood, high levels of unemployment especially being a major concern. The agricultural sector justifies the state support it receives by stressing its role in the creation of employment and economic activity. Our focus is on the dairy sector of the Island, which is relatively recent and highly organized. In South Africa water law has recently changed, adopting the principle of water as an economic good, thus levying charges on its use. For small-scale irrigators this is an important change, because currently their water use is entirely subsidized.
