Technical efficiency of water use and its determinants, study at efficiencies in small-scale irrigation schemes in North-West Province, South Africa AgEcon
Speelman, Stijn; D'Haese, Marijke F.C.; Buysse, Jeroen; D'Haese, Luc.
This paper analyses the efficiency with which water is used in small-scale irrigation schemes in North-West Province in South Africa and studies its determinants. In the study area, small-scale irrigation schemes play an important role in rural development, but the increasing pressure on water resources and the approaching introduction of water charges raise the concern for more efficient water use. With the Data Envelopment Analysis (DEA) techniques used to compute farm-level technical efficiency measures and sub-vector efficiencies for water use, it was shown that under Constant Returns to Scale (CRS) and Variable Returns to Scale (VRS) specification, substantial technical inefficiencies, of 49% and 16% respectively, exist among farmers. The sub-vector...

INSTITUTIONAL INNOVATION TO INCREASE FARMERS' REVENUE: A CASE STUDY OF SMALL SCALE FARMING IN SHEEP: TRANSKEI REGION, SOUTH AFRICA AgEcon
D'Haese, Marijke F.C.; Verbeke, Wim; Van Huylenbroeck, Guido; Kirsten, Johann F.; D'Haese, Luc.
Commercial producers, brokers, exporters and spinners dominate the wool supply chain in South Africa. Until recently smallholder farmers in the Transkei region had limited access to a profitable market outlet for their wool. In response, the South African wool industry has taken the initiative to help local farmers by building shearing sheds, under which the local association can bulk the wool and trade directly with the brokers. More direct access to the wool brokers is a prerequisite for the farmer to develop a viable business. This article investigates on the effect of membership in the local shearing shed association on the farmers' revenue. A two-step regression model of the gross margin is used to analyse whether farmers selling through the...

Recovering from conflict: an analysis of food production in Burundi AgEcon
D'Haese, Marijke F.C.; Speelman, Stijn; Vandamme, Ellen; Nkunzimana, Tharcisse; Ndimubandi, Jean; D'Haese, Luc.
This paper deals with the devastating food insecurity in two densely populated provinces in the north of Burundi as a result of overpopulation and low production capacity in the aftermath of conflict. We compare data that was collected in the Ngozi and Muyinga Province in 2007 with data of households interviewed on the same hills in 1996. Households live from subsistence farming, erratic surplus sales, sales of coffee and banana and occasional off- and non-farm work. We find that not only did production levels decrease but also total factor productivity (Malmquist indices calculated with DEA approach) dropped in 83% of the hills between 1996 and 2007.

A new methodology for assessing the impact of water-pricing scenarios: case study of small-scale irrigation schemes in South Africa AgEcon
Speelman, Stijn; Frija, Aymen; Farolfi, Stefano; Buysse, Jeroen; D'Haese, Marijke F.C.; D'Haese, Luc.
Worldwide growing water scarcity has increased the call for economic instruments to stimulate rational water use in agriculture. In addition cost-recovery is now widely accepted as a cornerstone of sustainable water management. As a consequence now in developing countries, where currently agricultural water use is often still heavily subsidized, a tendency exists of introducing water-pricing as a policy to achieve more sustainable water use. The exact impact of water pricing policies on irrigation water use or on the farmers’ production system is however mostly unknown. A new two-stage methodology that allows estimating at the farm level the effects of introducing or raising a water price on the agricultural production process and water demand is...

Methodological innovations in estimating the (inverse) relationship between farm productivity and farm size in a developing economy: a case study of Burundi AgEcon
Verschelde, Marijn; Vandamme, Ellen; D'Haese, Marijke F.C.; Rayp, Glenn.
We use a nonparametric estimation of the production function to investigate the relationship between farm productivity and farming scale in poor smallholder agricultural systems in the north of Burundi. Burundi is one of the poorest countries in the world, with a predominant small scale subsistence farming sector. A Kernel regression is used on data of mixed cropping systems to study the determinants of production including different factors that have been identified in literature as missing variables in the testing of the inverse relationship such as soil quality, location and household heterogeneity. Household data on farm activities and crop production was gathered among 640 households in 2007 in two Northern provinces of Burundi. Four production models...

Gum arabic production and marketing in Senegal: interlocked transactions and supply chain implications AgEcon
Mujawamariya, Gaudiose; D'Haese, Marijke F.C..
Interlocked relationships are characterised by traders’ supply of inputs and cash to producers on credit, to be reimbursed at sale time based on pre-defined prices which are often lower than the prevailing market price. The study analyses determinants of choice for interlocking in the gum arabic sector in Senegal and the effect of interlocking on gum production and market participation; gum arabic is a natural exudates of Acacia Senegal trees that grow in the semi-arid lands of Africa. Data from 422 gum producers in Northern and Eastern regions of Senegal are used. About 45percent of respondents are involved into interlocking with village shop-owners or mobile traders. Interlocking has a negative effect on prices received by gum collectors. However, in the...

Seasoning a Monopsonic Processor for Collective Action amongst Pepper Producers in Costa Rica AgEcon
Saenz-Segura, Fernando J.F.; Schipper, Robert A.; D'Haese, Marijke F.C..
The small-scale pepper producers in the El Roble settlement Costa Rica face a monopsonistic market. Only one processing firm is buying the fresh pepper bunches. The processor has all bargaining power to decide on the price paid to the farmers and the quality selection criteria. The rejection rates are high, which is why farmers decided to market their pepper collectively. They started organizing the selection and transport of pepper and entered into group contracts with the firm. We use a non-linear integer simulation model to predict the price level and contractual form (individual or group contracts) which maximises the income of the firm and farmers under three conditions, namely, monopsony (firm holds all bargaining power), monopoly (producers hold all...

Going micro: Analysing SAM multipliers for the dairy chain on Reunion Island AgEcon
D'Haese, Marijke F.C.; Lecomte, Philippe; Alary, Veronique; D'Haese, Luc; Schipper, Robert A..
This poster presents a study on the multiplier effects in the dairy chain on Reunion Island. This Indian Ocean island is one of the French overseas departments. However, it struggles with similar problems as the developing areas in its neighbourhood, high levels of unemployment especially being a major concern. The agricultural sector justifies the state support it receives by stressing its role in the creation of employment and economic activity. Our focus is on the dairy sector of the Island, which is relatively recent and highly organized. Local milk production has increased over the years and our aim is to calculate the economywide impact of this trend. We use a social accounting matrix with disaggregated accounts for the dairy sector to calculate the...

ESTIMATING THE EFFECT OF WATER CHARGE INTRODUCTION AT SMALL-SCALE IRRIGATION SCHEMES IN NORTH WEST PROVINCE, SOUTH AFRICA AgEcon
Speelman, Stijn; Buysse, Jeroen; Frija, Aymen; D'Haese, Marijke F.C.; D'Haese, Luc.
In South Africa water law has recently changed, adopting the principle of water as an economic good, thus levying charges on its use. For small-scale irrigators this is an important change, because currently their water use is entirely subsidized. In the coming years, subsidies will gradually decrease and an essential expected benefit of this policy change is that water use efficiency will rise, leading to reduced consumption and possible reallocation of the water saved. The exact impact of the water pricing policy on the irrigation water use or on the farmers' production system is however unclear. This study introduces a new methodology, based on data envelopment analysis, that allows estimating the effects on the agricultural production process and water...

On dairy, economic sustainability and governmental support in Reunion Island: A research note AgEcon
D'Haese, Marijke F.C.; Lecomte, Philippe; Schipper, Robert A.; Alary, Veronique; Kowalska, Agniezka.
This paper presents the research framework of an on-going study on the dairy sector on La Reunion. This Indian Ocean island is one of the French overseas departments. However, it struggles with similar problems as the developing areas in its neighbourhood, high levels of unemployment especially being a major concern. The agricultural sector therefore justifies the state support it receives by indicating the creation of employment and economic activity. Our focus is on the dairy sector on the Island, which is relatively recent and highly organized. Local milk production has increased over the years, yet farmers are aware of future policy reforms that should liberalize the sector. The outcome for the sector is a major concern. Our research question is to...

Strategic focus areas and emerging trade arrangements in the South African agricultural industry since the demise of the marketing boards AgEcon
Doyer, Ockert T.; D'Haese, Marijke F.C.; Kirsten, Johann F.; van Rooyen, C.J..
This paper investigates the responses of agribusiness managers to drastic changes in the policy and marketing environment of South African agriculture. The process of deregulation and liberalisation of agricultural markets exposed agribusiness managers to international trends, which required new institutions and relationships. Based on a survey conducted among business managers, we explored emerging growth strategies, strategic focus areas and coordination preferences. Results suggest that managers prefer a growth strategy based on market penetration and market development. Important strategic drivers are value-adding and power drive. Managers expressed their preference for increased coordination and cooperation resulting in relation-based contracts and...
