Policies Supporting Organic Food Markets in the EU: Analyses by Stakeholders in 11 European Countries AgEcon

There is no single 'best way' of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. A novel approach of a bottom-up policy design process involving stakeholders is introduced. First results obtained by this methodology are presented. The outcomes of a large international effort for a development of policies for organic food and farming in Mai 2004 in Europe are analyzed: the synthesized results from 11 European countries (AT, CH, CZ, DE, DK, EE, GB, HU, IT, PL, SI) on the current situation of policies related to the organic food market in Europe are highlighted and policy recommendations for the development of the organic food and farming sector formulated....

Nachbarschaftseffekte (positive Agglomerationseffekte) können ein Grund für eine räumliche Agglomeration ökologischer Landwirtschaft sein, da durch den Austausch mit ökologischen Landwirten und ein starkes institutionelles Netzwerk aufgrund räumlicher Nähe die Wahrscheinlichkeit, dass konventionelle Landwirte ihren Betrieb auf die ökologische Wirtschaftweise umstellen, zunehmen kann. BICHLER et al. (2005) und SCHMIDTNER et al. (2011) kombinierten klassische Standortfaktoren wie Boden und Klima mit dem Konzept der räumlichen Abhängigkeit und fanden, dass Nachbarschaftseffekte die räumliche Verteilung des ökologischen Landbaus auf Ebene der Stadt- und Landkreise in Deutschland beeinflussen könnten. Stakeholder Assessment of Agricultural Policies and Development of Policy Instruments: A Cross-country Synthesis of National Policy Workshops in 11 European Countries AgEcon

EU enlargement has combined two very different patterns of organic farming development under one market and policy framework. An approach to policy learning and innovation is presented. In the effort in bringing together stakeholders of the organic and general agricultural policy sector within the EU in Mai 2004 groups of stakeholders met for structured workshops in 11 European countries with the objective to formulate policy recommendations for the development of the organic farming sector. This contribution presents the synthesized results from all national workshops highlighting the current situation of organic farming policy in Europe and providing recommendations for future policy design.

Impact of CAP reform on agricultural production in the German federal state Baden-Wurttemberg: Scenario calculations with the regional model ACRE AgEcon

ACRE is an Agro-eConomic model for agricultural pRoduction at rEgional level. Based on an extension of Positive Mathematical Programming (PMP) this model was developed as a decision tool for politics with respect to questions of global change- and political scenarios. ACRE was applied in two interdisciplinary projects for simulation of agricultural production in two German river basins. Currently, the model was extended to calculate agricultural production for the federal state Baden-Württemberg in South West Germany. This paper introduces the results of CAP scenario calculations with the regional model ACRE for Baden-Württemberg.

The Economic Value of Improved Wastewater Irrigation: A Contingent Valuation Study in Addis Ababa, Ethiopia AgEcon

In developing countries the use of wastewater for irrigation can cause considerable harm to public health and the environment. This paper uses contingent valuation to estimate the economic value of safe use of wastewater for crop production on farms within and around Addis Ababa, Ethiopia. We estimate a surprisingly large welfare gain from policies for safe use of wastewater for irrigation. Our study highlights the potential and the possible pitfalls of using nonmarket valuation techniques as an input into public decision making where traditional resource use interacts with public health and environmental concerns in complex ways.

The influence of climate change, technological progress and political change on agricultural land use: calculated scenarios for the Upper Danube catchment area AgEcon

Both climate and agricultural policy changes are commonly seen as important drivers for agricultural production. In this study, scenarios of climate and political change were calculated for the Upper Danube catchment area using the regional optimization model ACRE. Two political scenarios were calculated for the year 2020. One scenario assumes the continuation of the Common Agricultural Policy reform 2003 the other assumes a strong shift away from payments of the first pillar to payments of the second pillar of the CAP. Maschinengemeinschaften werden oft als Möglichkeit zur Kostensenkung propagiert. Trotzdem kommen viele Kooperationen nicht zustande. Dieser Beitrag zeigt, dass es Situationen gibt, in denen neben psychologisch-sozialen Hemmnissen auch ökonomische Gründe eigentlich rentable Maschinengemeinschaften verhindern können. Ursachen können in schlechten Verkaufsmöglichkeiten für vorhandene Maschinen oder in der Asynchronität ihrer Ersatzzeitpunkte liegen, was zu permanenter Pfadabhängigkeit führen kann. Von besonderer Bedeutung ist dabei die unterschiedliche Zahlungsbereitschaft von verschieden strukturierten Betrieben für eine neue Maschine.
