Organic farming at the heart of the rural development policy. The example of Austria Organic Eprints

With about 10% of all Austrian farms being certified organic, Austria has one of the highest rates of organic farms in the European Union. Organic farms receive payments within the agri-environmental programme (AEP). With about 78% of farms participating in the AEP, Austria is also leading the field in the EU. The high participation rates can be seen as a result of a successful Austrian agricultural policy which aims to reconcile agricultural production, environmental protection, social cohesion and rural development. The orientation of farming towards the provision of environmental amenities may be indicative of future farm strategies, which are increasingly focused on broader rural development activities.

Total conversion to organic farming of a grassland and a cropping region in Austria– economic, environmental and sociological aspects Organic Eprints

The implications of a full conversion to organic farming were analysed for two Austrian regions (a grassland area: Liezen, and a cropping area: the Weinviertel). The results show few differences between organic and conventional farms in the grassland region. In the arable region a full conversion to organic farming shows marked benefits not only for the environment but also from an economic point of view. Different preconditions in scenarios underline that the prognosis for r future income is uncertain. In both regions, the majority of farmers emphasise different reasons that they did not see organic farming as a realistic alternative to their current production system.

Leistet die biologische Landwirtschaft einen Beitrag zur Resilienz landwirtschaftlicher Familienbetriebe? Organic Eprints

Da der biologischen Landwirtschaft ein ganzheitliches, systemisches Verständnis des Betriebes zugrunde liegt, erscheint sie besonders geeignet die Resilienz der Betriebe zu stärken. Es gibt jedoch wenig empirische Hinweise ob (und wenn ja, wie) die biologische Landwirtschaft die Resilienz der Betriebe in der Praxis beeinflusst. In diesem Beitrag wird der Einfluss der biologischen Landwirtschaft auf die Resilienz von Familienbetrieben, anhand vier Faktoren analysiert. Die Studie zeigt, dass die biologische Wirtschaftsweise alleine, nicht ausschlaggebend für Resilienz ist. Vielmehr hängt es davon ab, wie die biologische Wirtschaftsweise am Betrieb umgesetzt wird. The TP Organics Strategic Research Agenda (SRA) was finalised in December 2009. The purpose of the Strategic Research Agenda (SRA) is to enable research, development and knowledge transfer that will deliver relevant outcomes – results that will contribute to the improvement of the organic sector and other low external input systems. The document has been developed through a dynamic consultative process that ran from 2008 to 2009. Ausstieg aus der ÖPUL-Maßnahme biologische Wirtschaftsweise Organic Eprints

The end of the first five-year contract period of the Austrian Agri-environmental Program (ÖPUL) caused a number of farmers to opt out of the measure organic farming at the end of 1999 and in the following years. A survey was made in 2003 to explore the reasons for reverting to conventional farming. The three most important reasons were the high cost of organic grain for feed, the lack of price premia for organic products (mostly beef and milk) and the frequency of changes in organic standards. Most respondents operate grassland-based dairy farms in Alpine regions. The average size of the farms opting out was 12,0 ha.

Organic farming between professionalisation and conventionalisation - The need for a more discerning view of farmer practices Organic Eprints

The recent changes in organic farming practices (e.g. larger farms, simplification of crop rotations, organic farms without animal husbandry) are sometimes seen as a first indication of conventionalisation of on-farm practices. Although conventionalisation is possible, changes in organic farming also need to be seen from an evolutionary perspective: change is necessary to adapt to a changing environment. It might thus be useful to take a closer look at the changes taking place, distinguishing between first order changes, i.e. changes that do not undermine organic farming’s principles (e.g. professionalisation) and second order changes, i.e. changes that may lead organic farming onto the same development trajectory as conventional farming.

Der biologische Landbau in Österreich – Entwicklungen und Perspektiven Organic Eprints

In den Jahren 1994 bis 1998 hatte der biologische Landbau in Österreich bisher seine stärkste Entwicklung. Die frühe Verankerung von Richtlinien für biologische Produkte pflanzlicher und tierischer Herkunft im österreichischen Lebensmittelbuch, die staatliche Förderung der Umstellung bzw. der Biobetriebe, günstige Bedingungen im Absatz durch den Einstieg der Supermarktketten, die Gründung einer Vermarktungsgesellschaft, eine aktive Verbandspolitik und der Ausbau der Beratung haben dazu beigetragen, dass Österreich in Europa den höchsten Anteil an Biobetrieben erreichte.
