Ten years after the start of the European Data Collection Framework the availability of cost indicators for assessing the economic status of fisheries or bio-economic modelling is still deficient. Moreover, economic time series are difficult to maintain due to fishermen weariness and sample coverage is often insufficient. To overcome these problems, the paper builds predictive models per operational cost category (fuel, landing, other variable, fixed, salary and total) for the French Bay of Biscay fleet. The cost models had good fit and stressed the key role of gear and vessel size (length mostly) for explaining fishing costs. They suggested that only a small list of variables was needed to predict costs (days-at-sea, total revenue, vessel age, length and... |

A survey of past and existing management measures applied to different fisheries in European Western Waters is analyzed as a typology of co-management between governments and stakeholders. Faced with increasing constraints on accessing fish stocks, management measures have evolved toward fishing rights individualization, limited access and various other specific measures. Restrictions on access have changed fishermen’s behaviour in several significant ways. A comparative analysis, based on qualitative data collected through interviews and focus groups, is developed for fisheries from the following European countries: France, Ireland, Spain and the United Kingdom. Past and existing individual harvesting rights in the four countries are reviewed and compared. |

Many sectors such as the fishery show classic examples of technological lock-in and path dependence, even though some economists might predict smooth switching toward technologies that are more cost effective and sustainable. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. The interest of technological change and switching behavior for fisheries economists and managers stems from the fact that control of effective effort, often necessary for sustainable management of the resource, remains a central management problem for that sector worldwide, even in developed countries. However, various policies put in... |

This description of the French fishing fleets of the North Sea/English Channel/Atlantic for the year 2005 was done in the context of IFREMER's programme, "Information systems and observation techniques, economy and diagnostics of the evolution of resources and their use". This programme brings together projects that have ambitions specific to each. The "Fisheries Information Systems" (FIS) project constitutes the operational and multidisciplinary fisheries observatory. In addition to support for halieutic research programmes and halieutic advisory and experts' missions, the FIS project has as its mission the development of integrated indicators on fisheries and summaries meant for the various actors of the fishing sector (from researchers to the fishermen... |

This document, which is the fifth edition of a series started in 2000, provides a global overview of the data collected in 2007 as part of the Fisheries Observatory of Ifremer. It includes a brief account of the activity and financial situation of the French fleets operating in the North Sea, English Channel, Northeast Atlantic and Mediterranean Sea in 2006 and updates the 2005 issue, which was published in 2006. The summary is intended for a wide audience. The document contains several fact sheets : • The first sheet provides a global description of the French national (excluding overseas) fishing fleet (North Sea - Channel, Atlantic and Mediterranean Sea), including vessel and crew characteristics. It also presents the evolution of the French fishing... |

A chapter is devoted to the protection of the coastal and marine environment, and the chapter on tourism gives quantitative data on the impacts of the pollution caused by the Erika oil-tanker. Each activity of the commercial sector is described by key-figures (turnover, value added, employmentl. The description of the non-commercial public sector includes data on costs, including personnel costs. In addition to these figures, qualitative information is given on the recent... |

Thirty French fleets fishing primarily in the Bay of Biscay were defined based on techno-economic input criteria: i) 18 fishing gear or gear combinations ii) the location of fishing grounds visited during a year (<12 nautical miles from coast, beyond 12 nm or both) and iii) total vessel length (<20 m for trawlers and other gears <24 m). The fleets were then characterised in terms of horse power, economic dependence on a list of nine dominant commercial species (sole, Nephrops, sea bass, hake, monkfish, anchovy, cuttlefish, sardine and squid) and their contribution to the landings of these species from the Bay of Biscay. Most fleets derived the majority of their income from one or two among the nine species. Species dependencies changed little... |

The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. The most immediate criterion, that of the size of the vessels, is strongly correlated to that of the location of the activity. The class of the "less than 12 metres", the more numerous with a little more than a thousand vessels, exercises most of its activity on the coast (12 miles off the base lines). With about 260 vessels, the "12 to... |

While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan... |

This summary of the French fisheries of the North Sea/English Channel/Atlantic for the year 2000 is done in the context of the programme "Halieutic Information Systems" that has as its goal the creation of a permanent and operational observatory of fishing. It brings together several types of data: statistical data of administrative origin, data from the IFREMER pollsters network, economic data and data acquired during sea campaigns. This first annual summary of French fisheries, meant for all actors in the fishing industry (from research to professionals and managers) and the general public, is limited to the Atlantic coast. The first part of this document contains an overall description of the English Channel Atlantic fleet, that is, all trades included.... |

The French decommissioning aims at permanently removing vessels from the fishing fleet according to European Union rules laid down within the Common Fisheries Policy. A system of premiums established by the French government is supposed to give the vessel-owners, the incentives to get rid of their fishing unit. This paper details the rules for the applicants and their evolution and it provides a preliminary analysis of the impact of these schemes over the 1991-2001 period. Special attention is paid to the characteristics of decommissioned vessels and of their owners. The problem of windfall gains of these policies is approached, and a first assessment is given. The consequences in terms of capacity adjustment are discussed according to the Multi Annual... |

The D3.4 aimed to explore the room for improving competitiveness at the production stage. Based on challenges and bottlenecks initially identified for each of the case studies covered by the SUCCESS project, the report reviews and analyses initiatives taken by producers to improve their competitiveness and sustainability. Some challenges are common to both fisheries and aquaculture sectors; others are more specific. In total, the description and results from 18 initiatives (10 in fisheries and 8 in aquaculture) are presented and there is at least one initiative per case study. Initiatives have been classified by category: New products (2), New production technique/mode (2), Institutional changes (3), Management/ spatial tools (2), Labelling and... |

Leisure fishing, open to everyone and without a license, is a leisure activity in which many people are interested. Conversely to other harvesting activities such as fresh water fishing and hunting, it has practically not been studied until now (Appéré et Bonnieux, 2002). This study, dedicated to practice of leisure fishing at sea in the Gulf of Morbihan, set itself several objectives: - collect and assemble the available knowledge on regulations and practice of maritime leisure fishing - assess the amount of harvesting of certain recreational types of fishing and the economic impact generated by this activity, - highlight the problems of existing or potential cohabitations among the various users of the space and resources in the Gulf. - develop an... |
