MIRAGE, Updated Version of the Model for Trade Policy Analysis: Focus on Agriculture and Dynamics AgEcon

MIRAGE is a multi-region, multi-sector computable general equilibrium model, devoted to trade policy analysis. It incorporates imperfect competition, horizontal and vertical product differentiation, and foreign direct investment, in a sequential dynamic set-up where installed capital is assumed to be immobile. Adjustment inertia is linked to capital stock reallocation. MIRAGE draws upon a very detailed measure of trade barriers and of their evolution under given hypotheses, thanks to the MAcMap database. The most recent version, presented in this paper, offers improvements in the modelling of agriculture policy and dynamics.

How does tariff-rate quota modelling affect CGE results? An application for MIRAGE AgEcon

Since the Uruguay Round Agricultural Agreement (URAA) entered into force in 1994, tariff-rate quotas (TRQs) have become the most widely used trade policy instrument to improve agricultural market access while at the same time controlling import volumes. Until now, the MIRAGE CGE model only takes into account the exogenous quota rents (MAcMap-HS6 database) allocated entirely to exporters. Unfortunately, this methodology does not authorise any regime when trade policy changes (e.g. a quota-volume increase for very sensitive agricultural products or a tariff reduction). In order to improve the treatment of TRQs in MIRAGE we model them as bilateral TRQs at the HS6 level using MAcMapHS6-v2 database. Assuming a simple scenario of bilateral trade agreement...

A Consistent Picture of Applied Protection Across the World AgEcon

In order to provide with a consistent assessment of protection across the world in 2001, the MAcMap-HS6 database includes ad valorem equivalent measure of tariff duties and tariff rate quotas for 163 countries and 208 partners, at the six-digit level of the Harmonized System (5,111 products), and accounting for all preferential agreements. We first describe the methodology used to compute and aggregate ad valorem-equivalent applied tariff duties, well suited for analytical purposes. Special emphasis is put in minimizing the endogeneity bias in the aggregation procedure, and in acknowledging structural differences in export specialization.
