CRIME AND THE QUALITY OF LIFE IN WISCONSIN COUNTIES AgEcon

The impact of crime on the local quality of life of a region is examined. Using the methods suggested by Roback (1982) hedonic pricing analysis is used to examine the effects of eight categories of crime on property values and wages. The hedonic results are then used to calculate the implicit prices of the various types of crime. Prices are computed for both urban and rural areas reflecting differences in lifestyle and the corresponding impact of crime. As expected, crime has a measurable negative cost and lowers overall quality of life in a region and the level of impact varies significantly by type of crime.

THE IMPACT OF THE YOUNG-OLD AND THE OLD-OLD ON A SMALL RURAL REGION: AN APPLICATION OF THE WISCONSIN ECONOMIC IMPACT MODELING SYSTEM AgEcon

The literature on the economic and fiscal impacts of in-migrating retirees on rural communities concentrates on the young, newly-retired. An issue not systematically addressed are the impacts on the communities as these retirees age. The Wisconsin Economic Impact Modeling System, a county level conjoined input-output/econometrics simulation model, is used to assess the impact of an aging rural population. Using data from the US Bureau of Labor Statistics' Consumer Expenditure Survey, profiles of two household types are constructed and used to simulate the economic impact of an additional 500 elderly households into a small rural economy. The Economic Impact of Milk Production on the Wisconsin Economy AgEcon

The intent of this study is to introduce and report a new method for assessing the economic impact of milk production on the Wisconsin economy. Previous agricultural impact studies have used methods with inherent lags in the timing of the relevant data. In addition, previous studies treated dairy farms as a single entity and did not separate out milk production. Dairy farms are multi-product firms producing milk, cull cows for meat as well as crops. This study focuses on just milk production. By using current annual data from the Wisconsin Agricultural Statistics a more timely analysis is provided. In addition an annual moving average of production levels is used to minimize the role of yearly fluctuate.

GROWTH AND FISCAL HEALTH IN WISCONSIN CITIES AgEcon

The intent of the applied research reported in this paper is to examine the relationship between growth and the fiscal health of a subset of local governments (incorporated cities) over the last decade. While any number of researchers has raised this question, the literature has tended to focus on larger urban areas during economic downturns. Ladd's (1994) most recent research looking at the fiscal effects of growth has become perhaps the most influential in this line of work. Ladd's research, however, is limited in that she focused on per capita spending, a variable of interest in itself and because it can be conceptually linked to service quality and tax burden. STRUCTURAL SHIFTS IN THE TREATMENT OF INTERGOVERNMENTAL AID: THE CASE OF RURAL ROADS AgEcon

The effects of structural shifts in the treatment of intergovernmental aid during the 1980s are tested using a sample of 1,929 rural counties with local road responsibilities. A dynamic model is used to test the hypothesis that local public officials treated intergovernmental aid differently after the Reagan/Bush policy of Fiscal Federalism was implemented. Empirical findings from the dynamic model are that federal aid was much more simulative at the end of the decade than in earlier years but the effects of state aid remained the same throughout the 1980s. These differences are attributed to a perception that federal aid is less certain and more transitory than permanent.

Both rural and urban municipal officials, faced with increased local resistance to higher taxes, increasing expenditure needs, weakening financial support from higher levels of government, and the growing pressure to "do more with less" have accelerated their search for alternative ways of delivering local public services. WISCONSIN LOCAL GOVERNMENT, STATE SHARED REVENUES AND THE ILLUSIVE FLYPAPER EFFECT AgEcon

This study focuses on the impacts state shared revenues has on local government finances. Specifically we examine what is referred to in the academic literature as the "flypaper effect." Using a simple model of local fiscal behavior Bradford and Oates (1971a, 1971b) predict that aids to local governments is the equivalent to cash transfers to local constituents. Thus aids to local governments should have the same impact on local government spending as does increases in local personal income. Economic Impact of Foreign Exports on the Wisconsin Economy AgEcon

Increasingly discussions of what can be done to improve Wisconsin’s economy look to international markets as a potential source of growth for Wisconsin goods and services. For the most recent available data Wisconsin’s exports amount to almost $22 billion annually, with the majority of that originating in manufacturing, especially from the production of industrial machinery. This level of foreign exports generates about 115,000 jobs and about $10.5 billion of total income for Wisconsin, with those figures capturing only the “direct” effects of exports and not the potential multiplier effects once the products are sold. In ten years’ time from 1996-97 to 2007-08 foreign exports from Wisconsin nearly doubled.

The Contribution of Agriculture to the Wisconsin Economy AgEcon

This study assesses the contribution of agriculture to Wisconsin’s economy. Building on the analysis of Deller (2004), we use data from 2007 in this study. By using 2007 as the year of analysis, we are able to build on the current Census of Agriculture, which provides detailed data for 2007. We also explore changes in aggregate measures of agriculture from 1990 to 2007, and more detailed assessment of the strengths and weaknesses of on-farm production and food processing, from 2001 to 2007.

An Updated Trade Analysis of Wisconsin Counties for 2006 AgEcon

The intent of this functional research project is to apply the tools of Trade Area Analysis (TAA) to retail and service sales data for Wisconsin Counties. For this analysis we use the sales tax data as reported by the Wisconsin Department of Revenue for 2006, the most current year the data are available. Only those counties that have elected to collect the optional county sales tax are included in the analysis. Through Pull Factors and measures of Surplus and Leakage the relative strengths, and weaknesses, of local retail and service markets are identified.

Privatization of Municipal Service Provision: Panacea or Pandora's Box? AgEcon

The provision of municipal services by private contractors and cooperative arrangements has become increasingly prevalent in the US. Building on previous studies in Illinois and Wisconsin we attempt to model the municipal decision of how local governments provide residents with town services. In order to test the applicability of past work to smaller towns we conducted a survey of the mostly rural state of New Hampshire in the summer of 2004. This paper will provide descriptive statistics of this New Hampshire survey. We will then begin to outline a possible decision-making model relative to population, location and other exogenous factors. Our analysis will use logit analysis to model the decision to contract out to for profit service providers.

The Role of Microenterprises in Economic Growth: A Panel Study of Wisconsin Counties 1977 to 1997 AgEcon

In this study I examine the role of microenterprises (firms with between one and four employees) in Wisconsin economic growth. Using a panel of Wisconsin counties from 1977 to 1997 I estimate an expanded Carlino-Mills type model of growth. Results suggest that nearly 50 percent of all businesses in Wisconsin are microenterprises and this share is relatively stable over time. Results also indicate that a higher percentage of businesses classified as microenterprises tend to be associated with counties with lower population levels, slower population growth, but higher levels of employment and income growth. Wisconsin and the Agricultural Economy AgEcon

In this applied research project I attempt to explore general trends within the Wisconsin agricultural sectors as they relate to the larger Wisconsin economy. Using two metrics of economic activity, income and jobs, I explore recent historical trends. In essence, the analysis finds that production agriculture went through a significant downward phase that has appeared to stabilize over the most recent period. Income from agriculture has become increasingly unstable adding significant uncertainty to the industry. Agricultural processing, however, remains a strong source of income and employment growth. Understanding Community Impacts: A Tool for Evaluating Externalities from Local Bio-Fuels Production AgEcon

The popularity of public investment in local bio-fuels production as a rural development initiative is growing. An important consideration in determining the level of public support for a plant's development, however, is accurately measuring public externalities resulting from plant activity. The purpose of this research was to first develop a set of community multipliers associated with various bio-fuel plant configurations, and then develop an easy to use tool that allows local communities to measure potential benefits based on varying levels of plant activity.

ECONOMIC IMPACT OF YOUTH HOCKEY TORUNAMENTS: A CASE STUDY OF THE LA CROSSE AND ONALASKA ICE RINKS AgEcon

Youth hockey is a major recreational and family event in Wisconsin and throughout the upper Midwest. Formal programs exist for youth simply interested in learning skating skills and the fundamentals of hockey to those interesting in competing in national and international tournaments. Demand for "ice-time" at the available indoor ice rinks have youth hockey players skating in the early hours of the morning before school and into the evening. In response to the growing popularity of youth hockey, a number of formal associations, such as the Onalaska/Holmen Tornado Youth Hockey Association and the River City Youth Hockey Association, have been formed to coordinate a range of learning opportunities and formal team tournaments.

Urban Growth, Rural Land Conversion and the Fiscal Well-Being of Local Municipalities AgEcon

The economic and fiscal impact of five alternative economic development events are compared and contrasted using a conjoined input-output/econometric modeling system. The five hypothetical events include retail, services (hospital) and manufacturing developments along with two housing developments. For the case study the simulation results suggest that impacts can vary wildly across the types of development and that scenario development plays a key role in the analysis. Along this line, experimental simulations must take care to make scenarios comparable. In the end there are seldom “rules of thumb,” such as the Cost of Community Service Studies (COCS) offered by the American Farmland Trust, which can be applied in the community setting
