The value of credit guarantee programs has recently been called into question. Credit guarantees are important marketing tools in the world wheat market, both to develop new markets and to compete in existing markets. This study examines the additionality of export credit guarantees. Empirical demand models were developed and estimated using pooled data among importing countries. Models were estimated for each of the principal exporting countries providing export credit guarantees: the United States, Canada and France. Additionality of credit guarantees were also contrasted to the Export Enhancement Program. This study provides an overview of the economic costs, benefits, and risks involved with agricultural biotechnology at the farm level, at the market level, and for the farm and food system as a whole. Both advantages and disadvantages of agricultural biotechnology are discussed. Among the drivers of U.S. domestic and international consumer demand for transgenic crop products discussed are environmental and food safety concerns. A comparison is made between a "science-based" regulatory framework and a policy based on the precautionary principle. Higher prices for major crops (e.g., corn, soybeans and wheat) have received considerable attention by analysts, researchers, and producers. A common perception is that acres can be readily bid away from other crops to quickly return to equilibrium price levels. Seldom mentioned are crops that do not trade on a national platform. Principal among these crops probably would be hay from alfalfa and grass. A balance sheet model is developed at the state level for South Dakota. Valuation and Efficient Allocation of GSM Export Credit Guarantees AgEcon

Estimates of country-level loan default distributions are developed and used in a loan guarantee model to value the contingent liability of USDA's General Sales Manager (GSM) export credit guarantee portfolio. The results quantify the relationship between increasing guarantee coverage and the resulting actuarial liability to the government. Optimal coverage levels and optimal country-level allocations are determined for given policy objectives and coverage totals. Findings reveal that the government's allocation of country guarantees is risk-inefficient; and guidance is provided for making risk-efficient allocations for any program size.

Mandatory livestock price reporting has changed how prices are reported and used. Reporting has affected the availability of many reports and has added new reports and information. A variety of research issues are facilitated by the scope of new information available. However, the new information often needs to be put into meaningful form for direct use. A brief overview of the evolution and implementation of mandatory price reporting is given. The new price reports are then discussed and compared to voluntary reports. During the 2002 drought, farm sector economic factors were monitored to assess the likely statewide economic impacts. Timely moisture during the spring of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 have also been significantly higher for cattle and soybeans compared to prices in recent years. South Dakota's Hog Market: Developments and Prospects AgEcon

This paper examines the developments that have occurred in South Dakota's swine industry and offers insights into its future prospects. Data, trends, and literature related to this market were gathered in an effort to fill in specific gaps about South Dakota's market. Nationally and in South Dakota there are fewer producers raising hogs. The exit of relatively small producers from the industry reduced a seasonal spike of farrowings during the March-May quarter in recent years. A growing trend of inshipments, where feeder pigs are brought into South Dakota, finished, and marketed, has partially offset the reduction in farrowings. Mandatory Livestock Price Reporting, Market Transparency and Grid Price Dispersion AgEcon

Mandatory livestock price reporting (MPR) was implemented in April 2001. Empirical evidence indicates a significant change in the weekly variability of publicly reported fed cattle grid premiums and discounts occurred after MPR implementation. We evaluated the effect of increased market transparency resulting from implementation of MPR on grid premium and discount dispersion lelvels. Empirical results suggest that increased trransparency is compatible with either an increase or a decrease in dispersion. These results suggest that during the pre-MPR periods, the weekly premium and discount point estimators were derived from a non-representative sample.

The information value of the former USDA voluntary price reporting system is investigated for dressed weight slaughter steers. The ability of the former system to promote market transparency and price discovery in the cash market is evaluated with state level mandatory price reporting data collected from September 1999 to April 2001. The empirical framework evaluates the informational value of public price reports according to the criteria established in the market integration literature. The empirical results indicate that in the cash market for dressed weight steers, in South Dakota and Nebraska the former voluntary price reporting system did foster market transparency and aided in the price discovery process.

Legislative authorization for the Livestock Mandatory Reporting Act of 1999 was renewed in October of 2006. One of the cited justifications for implementing mandatory reporting was that the voluntary reporting system for the slaughter cattle cash market was unable to provide accurate and timely market information. Empirical evidence indicates a significant change in intra-week price dispersion associated with publicly reported fed cattle grid premiums and discounts occurring after MPR implementation. The research objective is to evaluate the effect of increased market transparency resulting from implementation of MPR, on grid intra-week premium and discount dispersion levels. Pricing Fed Cattle on a Grid: An Analysis of the Incentive Mechanism over Time AgEcon

Empirical results suggest that the grid premium and discount structure is slowly adjusting carcass quality incentive/disincentive market signals to encourage marketing on a grid and discourage marketing by the pen. Discontinued Voluntary Price Reports For Live Cattle: Will They Be Missed By Producers? AgEcon

One consequence of the new federal mandatory price reporting regime in the livestock industry was the discontinuation of eight regional voluntary price reports for live slaughter cattle. The economic implication for price discovery and market transparency in those affected regional markets is investigated. Two sets of price reports, collected from discontinued price reports for a five-year period just prior to the elimination by the Agricultural Marketing News Service, were analyzed to determine if any of the price series, could be used as a replacement for the discontinued reports in their respective regions.
