Non-Tariff Measures in Agri-Food Trade: What Does the Data Tell Us? Evidence from a Cluster Analysis on OECD Imports AgEcon
Disdier, Anne-Celia; van Tongeren, Frank W..
Non-tariff measures (NTMs) are playing an increasing role in international trade of agri-food trade. Although well-recognized, this aspect has not been extensively analysed at a disaggregated product level. This paper presents a quantitative analysis of the trade incidence of NTMs notified by OECD countries on 777 products and clusters these products according to three trade indicators. While the ‘protection for sale’ literature provides useful explanations, it is not completely satisfying in resolving the puzzle of cross-product differences in the occurrence of NTMs.

The Impact of Regulations on Agricultural Trade: Evidence from SPS and TBT Agreements AgEcon
Disdier, Anne-Celia; Fontagne, Lionel; Mimouni, Mondher.
The paper provides an analysis of the structure and the importance of SPS and TBT measures in agricultural trade and tries to identify the division between genuine protection of consumers, flora and fauna and non tariff barriers. The paper covers all notifying countries and products at the HS6 digit level. The gravity equation controls for the bilateral applied tariff protection and uses ad-valorem equivalents of SPS and TBT measures. Results suggest that these measures have on the whole a negative mpact on OECD imports. OECD exporters are not significantly affcted by SPS and TBTs in their exports to other OECD countries while developing and least developed countries' exports are negatively and significantly affected.

Legal Framework as a Trade Barrier - Evidence from Transition Countries: Hungarian, Romanian and Slovene Examples AgEcon
de Sousa, Jose; Disdier, Anne-Celia.
Using the border effect approach, our paper examines the influence of the legal framework quality of the Central and Eastern European countries on international trade. This approach offers an evaluation of the borders' impact on trade. A market is fragmented when actual trade differs from the trade that would be expected in an economy without border-related barriers. Recent findings have emphasized informal trade barriers as obstacles to trade flows (Anderson and Marcouiller, 2002; Anderson and Young, 2000; Rauch, 2001). We introduce different measures of the legal framework quality, which appears as a significant informal trade barrier. Actually, in case of conflict between two trade partners, it proves to be difficult for a given partner to get damages....

Trade Impact of European Measures on GMOs Condemned by the WTO Panel AgEcon
Disdier, Anne-Celia; Fontagne, Lionel.
In May 2003, the United States, Canada and Argentina launched a World Trade Organization (WTO) case against the European Union concerning its authorization regime for biotech products. In November 2006, the WTO condemned this regime. Using a gravity equation, we estimate the reduction of exports from the complainants to the European Union for potentially affected products. Our results suggest that the European moratorium and product-specific measures have a negative effect on trade, as well as safeguard measures adopted by Germany, Italy and Greece.
