The 2008/09 Food Price and Food Security Situation in Eastern and Southern Africa: Implications for Immediate and Longer Run Responses. AgEcon
Jayne, Thomas S.; Chapoto, Antony; Minde, Isaac J.; Donovan, Cynthia.
The dramatic rise in world food prices since 2007 has commanded the world’s attention. However, in recent months, world food prices have fallen almost as rapidly as they had risen in late 2007 and early 2008, yet as is demonstrated in this report, domestic food price levels in many eastern and southern African markets are not closely tracking world prices. Fertilizer prices remain at unprecedentedly high levels and may have a critical influence on future food production levels in the region. Against this backdrop, there is an urgent need for information about how the current food situation is unfolding in the region, the immediate policy response options, and the longer-term challenges and opportunities. This study has three objectives: 1) to examine the...

Using Empirical Information in the Era of HIV/AIDS to Inform Mitigation and Rural Development Strategies: Selected Results from African Country Studies AgEcon
Mather, David; Donovan, Cynthia; Jayne, Thomas S.; Weber, Michael T..
This paper summarizes empirical results from a synthesis of a set of country studies undertaken by Michigan State University and partner institutions in five African countries, each of which is based upon large-scale rural household surveys. The results demonstrate that the post-death land/labor ratios and income of rural households directly affected by prime-age adult mortality are more heterogeneous than implied by some of the literature and discussion among development practitioners.

The Evaluation of the Impacts of Title II Monetization Programs for Wheat and Crude Edible Oils in Mozambique, 1997-2007 AgEcon
Donovan, Cynthia; Zavale, Helder; Tschirley, David L..
From 1997-2007, the United States Agency for International Development (USAID) Title II monetization programs sold more than US$200 million of food aid wheat and unrefined vegetable oils in Mozambique. This research has three objectives: 1) to document the lessons learned from past monetization programs in Mozambique; 2) to identify the intended and unintended effects of monetization in Mozambique; and 3) to document indirect successes as a result of using monetization in Mozambique, if any. Monetization programs in Mozambique prior to 1997 demonstrated positive effects on market development and contributed to food security in a critical period. During later periods, the monetized food aid displayed the negative effects of uncoordinated food aid deliveries...

Agricultural Statistics in Sub-Saharan Africa: Differences in Institutional Arrangements and their Impacts on Agricultural Statistics Systems. A Synthesis of Four Country Case Studies. AgEcon
Kelly, Valerie A.; Donovan, Cynthia.
A major push supporting improved data collection and analysis is required if African countries are to successfully design and implement results- based Poverty Reduction Strategy Programs (PRSP) and the Comprehensive Africa Agricultural Development Program (CAADP) being promoted by the New Partnership for African Development (NEPAD). Over the years there have been many initiatives to build statistical capacity in Africa. Many problems have plagued these efforts, including inadequate funding and...

Assessment of the Farm Level Agronomic and Financial Benefits of the Magoye Ripper in Maize and Cotton Production in Southern and Eastern Provinces AgEcon
Kabwe, Stephen; Donovan, Cynthia; Samazaka, David.
This research focuses on the performance in the Magoye ripper in maize and cotton production in Eastern and Southern Provinces during the 2004/2005 productions year. Findings include the following: In maize production, the ripper enabled higher yields compared to traditional animal ploughing, by increasing the effectiveness of nitrogen fertilizer applications, resulting in net profits per hectare of ZK575,800 in Eastern Province and ZK93,800 in Southern Province; In cotton, the input applications and size of fields were the most important determinants of yield, and the ripper had no significant individual effect. Farmers using the ripper indicated that it helped conserve water, enabled early land preparation and early planting; and Farmers not using their...

Framework and Initial Analyses of Fertilizer Profitability in Maize and Cotton in Zambia AgEcon
Donovan, Cynthia; Damaseke, M.; Govereh, Jones; Simumba, D..
The main question which this research originally sought to answer was whether or not inorganic fertilizers are generally profitable used alone on maize, or with pesticides on cotton, for small farmers in Zambia. Rather than give a definitive answer for each Zambian farmer, the authors developed a framework for analysis and applied that framework to locations with sufficient information. Using simple value/cost ratios, researchers estimated the potential profit of fertilizer for those sites. Then, using the distributions of response rates of the crops (incremental yields) found in the trials and output prices based on regional price series, the probabilities are estimated for VCRs, using a minimum of VCR of 2.0 for profitability. The results for selected...

Medição do Impacto dos Bens Públicos e Privados sobre os Rendimentos Familiares Provenientes de Culturas em Moçambique Rural, 2002-2005 AgEcon
Mather, David; Donovan, Cynthia; Boughton, Duncan.
This brief summarizes detailed analysis of the determinants of household crop income in rural Mozambique from 2002 to 2005. Increased crop income is associated with increases in household land area, use of animal traction, crop diversification into tobacco or cotton, access to market price information, and access to extension agents (for tobacco/cotton growers). Decreases in crop income are associated with drought. Results demonstrate that there are both public and private investments that can enhance farmers’ ability to increase crop income and avoid losses. Priority investments include: development and dissemination of drought-resistant varieties for maize and cassava, conservation farming, animal traction, market information, access to high-value crops...
