Trade-distorting SPS and TBT regulations in the EU? A qualitative assessment from the market for live plants and cut flowers. AgEcon

Using specific estimation of ad-valorem equivalents, the paper compares sectors where observed trade flows are significantly lower than predicted flows, with sectors where a SPS/TBT measure is notified in the TRAINS database. Only three sectors are found where a significant negative coefficient matches a notified regulation. Focusing on the market for live plants and cut flowers, the paper provides a description of existing EU import requirements and discusses recent trends in relevant private standards and certification schemes. The trade-restrictiveness of EU and private standards is then assessed based on the results of a survey conducted among exporters of flowers in developing countries.

Tariff-Rate Quotas and Agricultural Trade: An Application to the Agricultural Free-Trade Negotiation between the MERCOSUR and the EU AgEcon

In October 2004 the European Union and the MERCOSUR tried to reach an agreement for creating what would be the world's largest free-trade area accounting for 650 millions people. But despite five years of bilateral work to strike a deal, the two parties stayed on ropes at their meeting in Portugal the 18th of October 2004. The stumbling blocks are the MERCOSUR's demand for a greater access to EU's agricultural markets and the EU's demand for expanded access for industrial goods, services and investments. Welfare Measurement and Quality Product Differentiation in Agriculture: An Example From the EU15 Beef Sector AgEcon

This paper examines the impact of two different model specifications on welfare estimations. A model specification that takes into account product differentiation is compared to a specification where the product differentiation is overlooked. The welfare comparison under both specifications show some biases of aggregation as well as ambiguous results: the welfare under one specification may be larger or lower than the welfare under the alternative assumption. In order to illustrate our theoretical conclusions, we present an application to the EU15 beef market. We show that the welfare when the product differentiation is taken into account is smaller than the welfare when the product differentiation is omitted.

THE CALIBRATION OF INCOMPLETE DEMAND SYSTEMS IN QUANTITATIVE ANALYSIS AgEcon

We introduce an easily implemented and flexible calibration technique for partial demand systems, combining recent developments in incomplete demand systems and a set of restrictions conditioned on the available elasticity estimates. The technique accommodates various degrees of knowledge on cross-price elasticities, satisfies curvature restrictions, and allows the recovery of an exact welfare measure for policy analysis. The technique is illustrated with a partial demand system for food consumption in Korea for different states of knowledge on cross-price effects. The consumer welfare impact of food and agricultural trade liberalization is measured.

A Critical Survey of Databases on Tariffs and Trade Available for the Analysis of EU Agricultural Agreements AgEcon

Applied trade analysis and modeling would not be possible without databases. Over the last few years, a considerable effort has been devoted to put together and harmonize a huge amount of data. This has lead to the construction of large-scale datasets on trade (imports and exports in volume and value terms). In parallel, increasing attention has been devoted to measuring tariffs and other trade barriers. These efforts are still under way. Pesticides Residues and Trade: the Apple of Discord? AgEcon

The impact of food safety standards on international trade has already been addressed. Generally, economists try to assess trade losses borne by exporters when importing countries impose stricter regulations. In this paper we assess the impact of the Maximum Residue Levels (MRL) of pesticides on the trade of apples and pears. Rather than focusing on a particular pesticide we take into account the entire list of substances set out by the various regulations with the aim is to understand how the similarity (or dissimilarity) of these can affect trade. Agro-Food Preferences in the EU's GSP Scheme: An Analysis of Changes between 2004 and 2006. AgEcon

In 2006 the EU revised again its Generalised System of Preferences scheme which provides preferential access to developing country exports to the EU market. This paper examines the extent to which the 2006 revisions to the scheme improved market access opportunities for developing countries for agro-food exports where most of the tariff changes were concentrated. Changes in the percentage preferential margin, in the value of preferential trade and in the value of the preferential margin on agro-food imports between 2004 and 2006 from developing countries are calculated.
