| In October 2004 the European Union and the MERCOSUR tried to reach an agreement for creating what would be the world's largest free-trade area accounting for 650 millions people. But despite five years of bilateral work to strike a deal, the two parties stayed on ropes at their meeting in Portugal the 18th of October 2004. The stumbling blocks are the MERCOSUR's demand for a greater access to EU's agricultural markets and the EU's demand for expanded access for industrial goods, services and investments. | Applied trade analysis and modeling would not be possible without databases. Over the last few years, a considerable effort has been devoted to put together and harmonize a huge amount of data. This has lead to the construction of large-scale datasets on trade (imports and exports in volume and value terms). In parallel, increasing attention has been devoted to measuring tariffs and other trade barriers. These efforts are still under way. | In 2006 the EU revised again its Generalised System of Preferences scheme which provides preferential access to developing country exports to the EU market. This paper examines the extent to which the 2006 revisions to the scheme improved market access opportunities for developing countries for agro-food exports where most of the tariff changes were concentrated. Changes in the percentage preferential margin, in the value of preferential trade and in the value of the preferential margin on agro-food imports between 2004 and 2006 from developing countries are calculated.
