Gender Bias Claims in Farm Service Agency’s Lending Decisions AgEcon

This study analyzes the courts’ denial of women farmers’ motion for class-action certification of their lawsuits alleging gender discrimination in Farm Service Agency (FSA) lending decisions. The plaintiffs’ claim of “commonality” of circumstances in women farmers’ dealings with FSA is tested using a four-year sampling of Georgia FSA loan applications. The econometric framework has been developed after accounting for the separability of loan approval and amount decisions, as well as endogeneity issues through instrumental variable estimation. This study’s results do not produce overwhelming evidence of gender bias in FSA loan approval decisions and in favor of the “commonality” argument among Georgia FSA farm loan applicants.

TEMPORAL ALLOCATION ALTERNATIVES FOR SOUTHEASTERN RED DELICIOUS APPLES AgEcon

This study examines the economic feasibility of storing southeastern U.S. Red Delicious apples under various circumstances. Circumstances encompassed type of storage, potential market share in the storage periods, perceived level of quality, and opportunity cost of storage. Reactive programming was used to allocate shipments throughout the harvest and storage periods. Except for apples harvested in August, storage was found to be economically feasible under all situations studied. The greatest economic benefit to producers was shown to come from the synergistic effect of storage and improvement in perceived quality.

Empirical evidence on the Farm Service Agency’'s credit evaluation and minority lending practices are presented using actual borrower data during aftermath of 1997 class action suit by Black farmers. Results indicate non-applicability of conventional credit assessment methods of private lenders, thus reinforcing FSA'’s role as lender of last resort.

PROFITABILITY AND RISK OF U.S. AGRICULTURAL BANKS AgEcon

Study of profitability and risk of agricultural banks is very important in assessing the ability to adequately finance agricultural production and rural development. A recursive system of profitability and risk equations is estimated to compare the performance of agricultural with nonagricultural banks and to identify factors which affect performance. A linear regression model which measures risk-adjusted profitability confirms the results from the recursive system. Results show that agricultural banks perform better than nonagricultural counterparts on average even after controlling for risks and other factors. Further, off-balance-sheet business is found to be negatively related to the risk-adjusted profitability of agricultural banks.

The potential for a marketing order involving management of intraseasonal shipments of southeastern sweet potatoes was examined through a comparison of prices, shipments, and producers' surplus measures for the dynamic competitive equilibria case and the actual market case. The results of the study suggest that supply controls would not be beneficial, at least in the usual sense. The proper strategy would appear to be to increase rather than limit shipments of quality sweet potatoes in all seasons of the year.

It has become more and more difficult to recruit prospective American Ph.D. students in Agricultural and Applied Economics. The purpose of this study was to determine the extent of the problem, to ascertain why with respect to location and other important factors, and hopefully deduce recruiting solutions. Results indicate that the paramount factors in a profile of those willing to pay the price in terms of sacrifice and effort to obtain a Ph.D. encompass willingness to accept a relatively low starting salary with a Ph.D., likely to be a Foreign National, prone to be in a Midwestern university, and willing to relocate globally. The Economic Potential of the Lime-Oil Industry in Mexico AgEcon

Lime oil, as a by-product of lime processing, has a variety of food and industrial uses. Mexico is currently the world’s leading producer of lime oil, and has an interest in possible expansion of the industry. The primary market is the U.S., with lesser potential in the EU based on past trends. Expansion of this industry, if feasible, would increase producer revenue and add jobs in lime processing and allied and secondary sectors of the economy, spurring economic development in affected rural areas of Mexico. Juice for human consumption and pulp for animal feed are also products of lime processing but are fraught with commodity characteristics. A complete US poultry meat export demand system is estimated. A gradually switching dynamic advertising AIDS model is assessed to evaluate the effectiveness of non-price export promotions for US poultry meat products in major targeted international markets. AN ANALYSIS OF THE COMPETITIVENESS OF SOUTHEASTERN FRESH VEGETABLE CROPS USING QUADRATIC PROGRAMMING AgEcon

This study determined the competitive potential of the temperate southeastern U.S. region to produce selected fresh vegetables for the national market. Results indicated that the region may be competitive in the production and marketing of snap beans, cucumbers, bell peppers, and spring tomatoes. The region would also be competitive in the production and marketing of broccoli, summer and fall tomatoes, and spinach, given cost reductions of 10 to 15 percent. Major cost reductions were required for the region to be competitive in the production and interregional marketing of sweet onions in the absence of effective product differentiation.

ACREAGE PLANTING DECISION ANALYSIS OF SOUTH CAROLINA TOMATOES: NERLOVIAN VERSUS JUST RISK MODEL AgEcon

Factors which explain supply response behavior of South Carolina tomato growers were determined. Two well known supply response models were used for comparison: the Nerlovian structural model and the Just risk model. The Just risk model reflected the significance of the risk effect in both stable and unstable periods. An evaluation of forecasting power between the two models was indeterminate. Growers are apparently willing to invest in more information with increased market instability because growers were influenced by the Florida winter price of tomatoes in planting decisions during the period of instability.

ON A NAME CHANGE FOR THE JOURNAL AgEcon

Membership of the Southern Agricultural Economics Association (SAEA) was polled to ascertain the strength of support for changing the name of the Southern Journal of Agricultural Economics (SJAE) to eliminate the regional connotation. The general view was that a name change is unwarranted. The overall impression of our profession is that the SJAE is a high quality journal and that the name is not the crucial factor in promulgating this image but rather the continued striving for excellence. A number of profiles were developed to show that the ordered-response model may be used in predicting probabilities for those who would or would not likely favor a name change.

Organic Price Premiums Paid for Fresh Tomatoes and Apples by U.S. Households: Evidence from Nielsen Homescan Data AgEcon

Using multivariate regression on data composed of prices, produce characteristics, demographics, and interactions, this study investigates organic price premiums paid by U.S. consumers for fresh tomatoes and apples, two of the top organic produce sellers, and identifies factors explaining variation in price premiums. The econometric problem of each buyer having multiple records in the purchase data is addressed in the estimation procedure.
