U.S. Tobacco Growers’ Concern about the Impact of the FDA Regulation of Tobacco Products 31
Feleke, Shiferaw T.; Starnes, Jane H.; Tiller, Kelly.
The objective of the paper is to establish an empirical relationship between household characteristics and tobacco growers’ perception of the impact of the FDA regulation. A logistic model is applied on primary data that came from the Center for Tobacco Grower Research’s (CTGR’s) 2011 mail survey of tobacco producers. Results indicate that over 80 percent of the sample tobacco growers are concerned about the impact of the FDA regulation. The profiles of growers who reported to be concerned about the impact of the FDA regulation are not significantly different from those of growers who reported that they are not concerned or somewhat concerned. This result highlights the importance of engaging all groups of growers in discussion to elaborate whether, and if...

DETERMINANTS OF FOOD SECURITY IN SOUTHERN ETHIOPIA 31
Feleke, Shiferaw T.; Kilmer, Richard L.; Gladwin, Christina H..
The study investigates the relative importance of supply-side and demand-side factors of household food security through a logistic regression analysis applied to data collected from 247 sample households in Southern Ethiopia. Among the nine factors included in the model, seven were identified as statistically significant determinants of household food security: technological adoption, farming system, farm size, land quality, household size, per capita aggregate production and access to market. Among these, technological adoption, farming system, farm size, and land quality are supply-side factors. Household size, per capita aggregate production, and access to market are demand-side factors. Based on the magnitude of their partial effects on the...

What Does the “Family Smoking Prevention and Tobacco Control Act” Mean to Tobacco Growers? 31
Tiller, Kelly; Starnes, Jane H.; Feleke, Shiferaw T..
The “Family Smoking Prevention and Tobacco Control Act” was signed into law on June 22, 2009. The bill grants the Federal Food and Drug Administration (FDA) an authority to regulate the manufacturing and marketing of tobacco products. Tobacco leaf is not subject to the regulation. As a result, it is not apparent what it does mean to tobacco growers. However, since the demand for tobacco is in large part determined by the demand for cigarettes, a change in demand for cigarettes due to the FDA regulation can affect the demand for tobacco. This paper explores the economic welfare consequences of the bill to tobacco growers.

The Japanese Market for Imported Fruit Juices 31
Feleke, Shiferaw T.; Kilmer, Richard L..
The objectives were to analyze the competitiveness of countries exporting fruit juices into Japan and simulate the effect of the negative Japanese population growth rate on fruit juice demand. The relative price version of the Rotterdam demand model was estimated for orange, grapefruit, other citrus, apple, pineapple and grape juices. Results indicate that most exporters can’t increase market share through price reductions. Product promotion and product differentiation is a more plausible option. The growth of fruit juice demand in Japan is expected to decrease over the period 2006 through 2020 for 11 of the 18 fruit juice/country combinations because of negative population growth rate.

Global Competition for the Japanese Fruit Juice Market: A Uniform Substitute Demand Analysis 31
Feleke, Shiferaw T.; Kilmer, Richard L..
This study analyzes the competitiveness of countries exporting fruit juices into Japan through market structure analysis (MSA) within the context of the theory of consumer demand using the relative price version of the Rotterdam model and the block-wise dependent uniform substitute Rotterdam model. The models were estimated for six different types of fruit juices (orange, grapefruit, other citrus, apple, pineapple and grape juices imported from 18 countries) on monthly per capita data over the period December, 1995, to May, 2005, using the non-linear least squares (LSQ) in the Time Series Processor (TSP) program. Results indicate that the market structure underlying the competition for the Japanese fruit juice market is non-uniformly competitive, and most...

Aggregate Demand for Imported Whole Milk in Spain: Implications for the European Union (EU) 31
Feleke, Shiferaw T.; Liu, Hongyan.
We provide estimates of expenditure and price elasticities of the demand for imported milk in Spain using a dynamic Linear Approximate of the Almost Ideal Demand System (LA-AIDS). We also provide evidence of structural change in the demand for imported milk in Spain due to the dairy program established in 1966 and Spain's accession into the EU in 1986. Results have important implications for the EU in terms of demand forecasting, welfare analysis, and resource allocation to design an effective production and supply plan.

Exits Among U.S. Burley Tobacco Growers After the End of the Federal Tobacco Program 31
Tiller, Kelly; Feleke, Shiferaw T.; Starnes, Jane H..
This study explores the relationship between family/farm characteristics and the probability of exiting burley tobacco farming in Tennessee, North Carolina, and Virginia. Following the termination of the federal tobacco program in 2004, 54% of burley tobacco–growing households in Tennessee, North Carolina, and Virginia exited burley tobacco farming by 2006. Tobacco yield, tobacco farm cash receipts, tobacco price, off-farm employment, and farm size are the most dominant variables discriminating between exiting and surviving tobacco farms. Data for this study came from a mail survey of burley tobacco producers in Tennessee, Virginia, and North Carolina in May 2006.

Impacts of the Fair and Equitable Tobacco Reform Act of 2004 on Shareholders’ Wealth in the Tobacco Industry 31
Tiller, Kelly; Feleke, Shiferaw T.; Carver, Brian C..
This study examines the impact and efficiency of the design of the Fair and Equitable Tobacco Reform Act of 2004 in deregulating the tobacco production industry. Results offer a number of policy implications of which deregulation of an economically challenged industry can be achieved without the use of taxpayer funds.

Derived Demand for Fresh Cheese Products Imported into Japan 31
Christou, Andreas P.; Kilmer, Richard L.; Stearns, James A.; Feleke, Shiferaw T.; Ge, Jiaoju.
The objective of this article is to estimate the derived demand for imported fresh cheese products into Japan when fresh cheese import data are disaggregated by source country of production. We provide empirical measures of the sensitivity of demand to changes in total imports, own-price, and cross-prices among exporting countries for fresh cheese. Japan's derived demand for U.S. fresh cheese products is perfectly inelastic. Thus, the import demand competition among importing countries should be based upon differences in product characteristics.

Global Coffee Import Demand in a New Era: Implications for Developing Countries 31
Feleke, Shiferaw T.; Walters, Lurleen M..
With coffee prices at their lowest in a century, producing countries, which are mostly developing countries, are facing the worst crisis in history. The International Coffee Organization (ICO) acknowledges that poverty and unemployment are growing so rapidly that the consequences would be dire if nothing is done to halt the decline. This study draws welfare implications for producing countries based on import demand analysis for coffee in the three largest importers – the United States, European Union, and Japan. A differential production approach is employed. Results imply that coffee-producing countries will continue to be worse off with the expansion of exports. Hence, we suggest that they attempt new marketing strategies that include consistent...

Allocation of Global Import Demand among the World's Largest Economies: Implications for Developing Countries 31
Walters, Lurleen M.; Feleke, Shiferaw T..
The study implies that coffee producing countries will be worse off with the expansion of exports. Hence, we suggest that they pursue new marketing strategies that involve market segmentation, value-adding activities, and strengthening local and global organizations to establish direct market links with consumers and stabilize prices.
