An Impact Study of the Economic Partnership Agreements (EPAs) in the Six ACP Regions AgEcon
Fontagne, Lionel; Laborde, David; Mitaritonna, Cristina.
This article intends to present a very detailed analysis of the trade-related aspects of Economic Partnership Agreements (EPAs) negotiations. We use a dynamic partial equilibrium model – focusing on the demand side – at the HS6 level (covering 5,113 HS6 products). Two alternative lists of sensitive products are constructed, one giving priority to the agricultural sectors, the other focusing on tariff revenue preservation. In order to be WTO compatible, EPAs must translate into 90 percent of bilateral trade fully liberalised. We use this criterion to simulate EPAs for each negotiating regional block. ACP exports to the EU are forecast to be 10 percent higher with the EPAs than under the GSP/EBA option. On average ACP countries are forecast to lose 70...

The Impact of Regulations on Agricultural Trade: Evidence from SPS and TBT Agreements AgEcon
Disdier, Anne-Celia; Fontagne, Lionel; Mimouni, Mondher.
The paper provides an analysis of the structure and the importance of SPS and TBT measures in agricultural trade and tries to identify the division between genuine protection of consumers, flora and fauna and non tariff barriers. The paper covers all notifying countries and products at the HS6 digit level. The gravity equation controls for the bilateral applied tariff protection and uses ad-valorem equivalents of SPS and TBT measures. Results suggest that these measures have on the whole a negative mpact on OECD imports. OECD exporters are not significantly affcted by SPS and TBTs in their exports to other OECD countries while developing and least developed countries' exports are negatively and significantly affected.

Trade Impact of European Measures on GMOs Condemned by the WTO Panel AgEcon
Disdier, Anne-Celia; Fontagne, Lionel.
In May 2003, the United States, Canada and Argentina launched a World Trade Organization (WTO) case against the European Union concerning its authorization regime for biotech products. In November 2006, the WTO condemned this regime. Using a gravity equation, we estimate the reduction of exports from the complainants to the European Union for potentially affected products. Our results suggest that the European moratorium and product-specific measures have a negative effect on trade, as well as safeguard measures adopted by Germany, Italy and Greece.

A Consistent Picture of Applied Protection Across the World AgEcon
Bouet, Antoine; Decreux, Yvan; Fontagne, Lionel; Jean, Sebastien; Laborde, David.
In order to provide with a consistent assessment of protection across the world in 2001, the MAcMap-HS6 database includes ad valorem equivalent measure of tariff duties and tariff rate quotas for 163 countries and 208 partners, at the six-digit level of the Harmonized System (5,111 products), and accounting for all preferential agreements. We first describe the methodology used to compute and aggregate ad valorem-equivalent applied tariff duties, well suited for analytical purposes. Special emphasis is put in minimizing the endogeneity bias in the aggregation procedure, and in acknowledging structural differences in export specialization. We then overview applied protection across the world, in terms of average as well as distribution. Protection...
