Entwicklung und politische Rahmenbedingungen des ökologischen Landbaus in Europa Organic Eprints
Lampkin, Nic; Padel, Susanne; Foster, Carolyn.

SWP5.1: Report of all three rounds of the Delphi Inquiry on the European Market for Organic Food Organic Eprints
Padel, Susanne; Seymour, Catherine; Foster, Carolyn.
Experts on organic food marketing and rural development from a variety of occupational backgrounds in 18 European countries were sent three subsequent questionnaires including feedback on the results of the previous round in this Delphi inquiry into the market for organic food and impact for rural development in Europe. The response to all three rounds has been good (response rate of 51% between the 1st and 3rd round). In broad terms the response of 129 experts to the third confirmed the tentative conclusions of the second round and provided some additional insights.

Influence of policy support on the development of organic farming in the European Union Organic Eprints
Padel, Susanne; Lampkin, Nic; Foster, Carolyn.
The paper explores the influence of policy support on the development of the organic sector. Policies include the agri-environment (EU Regulation 2078/92), the EU regulation 2092/91 defining organic crop-production in statutory terms and policies to support market and regional development and the information provision of organic farming. Policy makers have been interested in organic farming for its environmental and health benefits and the potential to contribute to the goals of regional development programmes. The evaluation suggests that the variation in support policies alone can not explain the different rates of conversion to organic farming in the EU.

Exploring The Gap Between Attitudes And Behaviour: Understanding Why Consumers Buy Or Do Not Buy Organic Food Organic Eprints
Padel, Susanne; Foster, Carolyn.
The purpose of the paper is to explore the values that underlie consumers purchasing decisions of organic food. It draws on data from focus groups and laddering interviews with a total of 181 regular and occasional consumers of organic food that were contrasted with survey results of other studies. The results show that most consumers associate organic at first with vegetables and fruit and a healthy diet with organic products. Fruit and vegetables are also the first and in many cases only experience with buying organic product. The decision-making process is complex and the importance of motives and barriers may vary between product categories. Future research should consider tradeoffs that consumers make between values and product as well as consumer...

The role of marketing initiatives in rural development Organic Eprints
Beckie, Mary Anne; Midmore, Peter; Foster, Carolyn.
This paper was presented at the UK Organic Research 2002 Conference of the Colloquium of Organic Researchers (COR). European rural policy faces economic, environmental and demographic challenges. Its recent development has shifted emphasis towards agri-environmental schemes and support for organic farming, refinement of structural funding programmes, and Community Initiatives such as LEADER. At the same time, a transformation and refinement in consumer demand for food is leading to greater market emphasis on the health, environmental conservation and ethical qualities of products. An appropriate alignment of marketing systems, taking advantage of these trends, could also potentially benefit development in rural areas, with both economic and broader...

Organic farming policy in the European Union Organic Eprints
Padel, Susanne; Lampkin, Nicolas; Dabbert, Stephan; Foster, Carolyn.
Organic farming is recognised in the European Union as one possible model to improve the sustainability of agriculture. During the 1990s the sector grew rapidly (to 3% of agricultural area in 2000), caused in part by policy support measures in member states and the EU. The paper summarises the development of the organic sector, discusses reasons for policy support, and reviews the main policy measures at EU and country level in three areas: legislation defining organic production, direct payments and other measures. It concludes that in future the integration of policy measures within countries and at EU level should be improved, in particular through the development of national and European action plans for organic farming.

FAIR3-CT96-1794 Organic and in-conversion land area, holdings, livestock and crop production in Europe Organic Eprints
Foster, Carolyn; Lampkin, Nicolas.
The objective of this report is to provide an up-to-date overview of the organic and inconversion land area, number of holdings, livestock and crop production in all EU member states plus the Czech Republic, Norway and Switzerland from 1993 to 1998. The report traces the growth and development of organic farming in general and as part of policy measures to support organic farming and updates the data presented in Foster and Lampkin (1999). This report is one of several aiming to assess ex post the impact of EU and other policy measures on organic farming as part of the project ”Effects of the CAP Reform and possible further developments on organic farming in the EU” (FAIR 3-CT96 1794).
