Der Beitrag schildert die Entwicklung und politischen Rahmenbedingungen des ökologischen Landbaus in der EU, wo er in den letzten Jahren aufgrund einer Reihe von Faktoren stark zugenommen hat. Politische Maßnahmen in den Bereichen direkte Flächenförderung zur Umstellung und Beibehaltung des ökologischen Landbaus, staatlich anerkannte Richtlinien und Förderung der Marktstruktur, Regionalentwicklung, Beratung und Forschung werden betrachtet. Dabei zeigt sich, dass einzelne Maßnahmen entgegengesetzt wirken können. In einigen Ländern wurden gute Erfahrungen mit integrierten Aktionsplänen gemacht, ein Weg, der jetzt auch auf europäischer Ebene diskutiert wird und auch in Zukunft dem ökologischen Landbau günstige Rahmenbedingungen schaffen könnte. |

Experts on organic food marketing and rural development from a variety of occupational backgrounds in 18 European countries were sent three subsequent questionnaires including feedback on the results of the previous round in this Delphi inquiry into the market for organic food and impact for rural development in Europe. The response to all three rounds has been good (response rate of 51% between the 1st and 3rd round). In broad terms the response of 129 experts to the third confirmed the tentative conclusions of the second round and provided some additional insights. |

The purpose of the paper is to explore the values that underlie consumers purchasing decisions of organic food. It draws on data from focus groups and laddering interviews with a total of 181 regular and occasional consumers of organic food that were contrasted with survey results of other studies. The results show that most consumers associate organic at first with vegetables and fruit and a healthy diet with organic products. Fruit and vegetables are also the first and in many cases only experience with buying organic product. The decision-making process is complex and the importance of motives and barriers may vary between product categories. This paper was presented at the UK Organic Research 2002 Conference of the Colloquium of Organic Researchers (COR). European rural policy faces economic, environmental and demographic challenges. Its recent development has shifted emphasis towards agri-environmental schemes and support for organic farming, refinement of structural funding programmes, and Community Initiatives such as LEADER. Organic farming is recognised in the European Union as one possible model to improve the sustainability of agriculture. During the 1990s the sector grew rapidly (to 3% of agricultural area in 2000), caused in part by policy support measures in member states and the EU. The paper summarises the development of the organic sector, discusses reasons for policy support, and reviews the main policy measures at EU and country level in three areas: legislation defining organic production, direct payments and other measures. It concludes that in future the integration of policy measures within countries and at EU level should be improved, in particular through the development of national and European action plans for organic farming. |
