Groundwater and surface water in the South Platte River basin of northeastern Colorado are hydraulically linked. Consequently, use of groundwater in the basin reduces surface water flows in the South Platte River. To avoid open-access problems in this situation, both surface water and groundwater in the basin are jointly administered under the prior appropriation doctrine. This gives preference to the earliest developed water rights relative to later rights when water supplies are insufficient to meet all demands. Groundwater development typically occurred after surface water development, so rights related to groundwater are generally sufficiently junior as to be exercised only in the wettest years. Comparison of Regional and Statewide Impacts on Salinity Mitigation in the Arkansas River Valley AgEcon

The Arkansas River in Colorado has a major salinity problem, due to agricultural runoff caused by irrigation. It is necessary to see how on-farm net sales, regional and state employment and income levels are affected by alternative aquifer recharge rates. The positive impacts were greatest for the 40% recharge rate.

FARM COMPUTER ADOPTION IN THE GREAT PLAINS AgEcon

Computers change rapidly, yet the last survey on computer use in agriculture was in 1991. We surveyed Great Plains producers in 1995 and used logit analysis to characterize adopters and non-adopters. About 37% of these producers use computers which is consistent with the general population. We confirmed previous surveys emphasizing the importance of education, age/experience, and other farm characteristics on adoption. However, we also found that education and experience may no longer be a significant influence. Future research and education could focus on when and where computers are most needed, and therefore when adoption is most appropriate.

This paper addresses the economic impacts of growth variability on market timing decisions in an all-in, all-out production system. Marketing decisions based on the pen average are determined to be different than those based on the entire distribution of output levels. A case study data set of 350 swine provides verification of our theoretical construct.

THE EFFECTS OF WATER RIGHTS AND IRRIGATION TECHNOLOGY ON STREAMFLOW AUGMENTATION COST IN THE SNAKE RIVER BASIN AgEcon

Three species of salmon in the Snake River Basin have been listed as endangered. Recovery efforts for these fish include attempts to obtain increased quantities of water during smolt migration periods to improve habitat in the lower basin. Agriculture is the dominant user of surface flows in this region. This study investigates farmer cost of a contingent water contract requiring the agricultural release of stored irrigation supplies in low flow years during critical flow periods. Results show that contingent contracts can provide substantial quantities of water at a relatively modest cost without significantly affecting the agricultural base of the area.

ENVIRONMENTAL POLICY INFLUENCES ON LIVESTOCK STOCKING AND LOCATION DECISIONS AgEcon

This paper explores the relationship between state level environmental regulations and stocking and location decisions in the U.S livestock and poultry industry (beef, chicken, dairy and hogs). Rather than conduct this analysis on a species-by-species basis, we choose to focus upon the overall size of the livestock industry (expressed in animal units) and the size of industry found on large, medium and small operations by state (48) and over time (28 yrs). Results indicate that industry may drive policy rather than the converse. However, since we also find that existing policy rules have differential impacts on the industry by operation size, we conclude that structural change in the industry may be driven in part by size or legal structure discriminating...

Abstract Bromus Tectorum is an invasive plant species known to reduce abundance of native perennial grasses, increase fire frequency and intensity, decrease animal performance, and alter microbial communities and ecosystem processes. Specifically, in the Intermountain West, Bromus has been associated with decreases in livestock performance. Land managers use several methods to control invasion, but no previous studies fully integrate the dynamic interaction between control methods and the biophysical behavior of Bromus invasion. BENEFITS OF CONTROLLING SALINE WATER IN COLORADO AgEcon

The Arkansas River in Colorado is confronted with a salinity issue; the majority of this salinity problem is due to agricultural runoff caused by irrigation. Reducing applications of irrigation water through adoption of more technically efficient irrigation systems is one means of improving water quality in the Arkansas River basin. This research uses positive mathematical programming to model the cropping practices of the farms along the Arkansas River. It examines the affect of acreage and profit levels of these farms given the choice of changing their irrigation technologies.

A Multi-Period Analysis of Two Common Livestock Management Strategies Given Fluctuating Precipitation and Variable Prices AgEcon

Many areas of the US recently endured a severe drought and management strategies to cope with the lack of forage production varied. A multi-period mathematical model is presented that estimates the outcomes of two common producer responses to changes in precipitation, partial liquidation and purchasing hay, given fluctuating cattle prices over a long term planning horizon. Results were further summarized with regression analysis and selected elasticities were calculated to reflect the sensitivity of outcomes to variability in precipitation and livestock prices. THE REGIONAL EFFECTS OF WATERLOGGING AND SOIL SALINIZATION ON A RURAL COUNTY IN THE ARKANSAS RIVER BASIN OF COLORADO AgEcon

Rural counties along the Arkansas River of Colorado are being negatively affected as a result of irrigation induced waterlogging and soil salinization. Mathematical programming is first used to estimate the direct costs of these effects on agricultural production, then input-output analysis is used to estimate the indirect and induced impacts that are occurring. The average direct loss to agricultural production in Otero County Colorado was estimated to be approximately $68/acre. When the indirect and induced impacts are included, the total costs associated with waterlogging and soil salinization are estimated to increase by approximately 20% within this county.
