Potentials and Limits of Bayesian Networks to Deal with Uncertainty in the Assessment of Climate Change Adaptation Policies AgEcon
Catenacci, Michela; Giupponi, Carlo.
Bayesian networks (BNs) have been increasingly applied to support management and decision-making processes under conditions of environmental variability and uncertainty, providing logical and holistic reasoning in complex systems since they succinctly and effectively translate causal assertions between variables into patterns of probabilistic dependence. Through a theoretical assessment of the features and the statistical rationale of BNs, and a review of specific applications to ecological modelling, natural resource management, and climate change policy issues, the present paper analyses the effectiveness of the BN model as a synthesis framework, which would allow the user to manage the uncertainty characterising the definition and implementation of...

A Review of Recent Studies on Cost Effectiveness of GHG Mitigation Measures in the European Agro-Forestry Sector AgEcon
Povellato, Andrea; Bosello, Francesco; Giupponi, Carlo.
Over the last twenty years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases. This paper offers a survey of the existing literature assessing cost, effectiveness and efficiency of greenhouse gas mitigation strategies, or broader economic reforms, targeted to the agricultural and forestry sectors....

AGRO-ENVIRONMENTAL EVALUATION OF ALTERNATIVE FARM MANAGEMENT SYSTEMS FOLLOWING THE EUROPEAN COMMUNITY REFORM OF AGRICULTURAL POLICY; Proceedings of the 4th Minnesota Padova Conference on Food, Agriculture, and the Environment, September 4-10, 1994, MN AgEcon
Giupponi, Carlo; Morari, Francesco.
The results of simulation modelling carried out with GLEAMS on hypothetical scenarios driven by the Reform of Common Agricultural Policy are presented. The model was set up with data collected in recent research projects to simulate a typical cultivated environment of the Venetian Plain (north east Italy) where field experiments are in progress. Agro-environmental simulations were conducted over a long period using a 30-year whether record. First single crops, then entire rotations and finally the whole farm production patterns were simulated, based on the present standard agrotechnologies of the study area and on proposed low input systems. The alternative farm scenarios were taken from those hypthesised by economists on the basis of the recent Common...

Giupponi, Carlo; Camera, R.; Fassio, A.; Lasut, A.; Mysiak, Jaroslav; Sgobbi, Alessandra.
This paper presents the NetSyMoD approach - where NetSyMod stands for Network Analysis - Creative System Modelling - Decision Support. It represents the outcome of several years of research at FEEM in the field of natural resources management, environmental evaluation and decision-making, within the Natural Resources Management Research Programme. NetSyMoD is a flexible and comprehensive methodological framework, which uses a suite of support tools, aimed at facilitating the involvement of stakeholders or experts in decision-making processes. The main phases envisaged for the process are: (i) the identification of relevant actors, (ii) the analysis of social networks, (iii) the creative system modelling and modelling of the reality being considered (i.e....

The Kyoto Protocol and the Effect of Existing and Planned Measures in the Agricultural and Forestry Sector in the EU25 AgEcon
Povellato, Andrea; Bosello, Francesco; Buchner, Barbara K.; Crimi, Jacopo; Giupponi, Carlo.
Agricultural and forestry activities cover the majority of the EU territory: in particular agriculture is the main land use type, accounting for more than 41% of the land use in the EU15, while in the new Member States this share ranges between 30 and 60 %, whereas forestry is the second. The role of agriculture as both a source of and as a sink of greenhouse gases (GHG) varies significantly because of the diversity of production systems adopted by farmers and of the environmental conditions in Europe. The effectiveness of the policy measures adopted so far in the agro-forestry sector to meet the Kyoto target are reported in the National Communications to the UNFCC which now reached its 4th edition. National Communication were used in this reports as the...

INTEGRATED MODEL TO PREDICT EUROPEAN LAND USE: CLIMATE CHANGE AND LAND USE IN THE VENICE LAGOON WATERSHED AgEcon
Giupponi, Carlo; Rosato, Paolo; Rounsevell, Mark.
IMPEL (Integrated Model to Predict European Land use) is a research project financed by the European Commission, within the Fourth RTD Framework Programme. The IMPEL project aims to integrate physical and socio-economic models to evaluate the impact of climate change on European land use systems at the regional scale. IMPEL is spatially-distributed, based on a multidisciplinary, modular approach, and comprises: a) a climate module (Euroscen) to down-scale baseline climate data (gridded to 0.5° Lat/Long) and GCM climate change scenario datasets, using a stochastic weather generator; b) a soil and crop module (EuroAccess) to evaluate the soil water balance and crop yields for a wide range of European crops at the scale of soil map units (Evans et al.,...

Participatory Modelling and Decision Support for Natural Resources Management in Climate Change Research AgEcon
Giupponi, Carlo; Mysiak, Jaroslav; Sgobbi, Alessandra.
The ever greater role given to public participation by laws and regulations, in particular in the field of environmental management calls for new operational methods and tools for managers and practitioners. This paper analyses the potentials and the critical limitations of current approaches in the fields of simulation modelling (SM), public participation (PP) and decision analysis (DA), for natural resources management within the context of climate change research. The potential synergies of combining SM, PP and DA into an integrated methodological framework are identified and a methodological proposal is presented, called NetSyMoD (Network Analysis – Creative System Modelling – Decision Support), which aims at facilitating the involvement of...

Science-Policy Communication for Improved Water Resources Management: Contributions of the Nostrum-DSS Project AgEcon
Depietri, Yaella; Giupponi, Carlo.
The Nostrum-DSS EU funded Co-ordination Action (CA) aims at contributing to the achievement of improved governance and planning in the field of sustainable water management within the Mediterranean Basin by establishing a network between the science, policy, and civil society spheres and through the development and dissemination of Best Practices Guidelines (BPGs) for the design and implementation of DSSs for IWRM in the Mediterranean Area. Decision Support Systems (DSS) have a great theoretical potential as tools for the identification of optimal water resource management regimes in the Mediterranean basin, thus helping policy makers (PMs) to bring the principles of Integrated Water Resources Management (IWRM) into practice. However, such tools are only...

Participatory Approach in Decision Making Processes for Water Resources Management in the Mediterranean Basin AgEcon
Giupponi, Carlo; Crimi, Jacopo; Mysiak, Jaroslav.
This paper deals with the comparative analysis of different policy options for water resources management in three south-eastern Mediterranean countries. The applied methodology follows a participatory approach throughout its implementation and is supported by the use of three different software packages dealing with water allocation budget, water quality simulation, and Multi Criteria Analysis, respectively. The paper briefly describes the general objectives of the SMART project and then presents the three local case studies, the valuation objectives and the applied methodology - developed as a general replicable framework suitable for implementation in other decision-making processes. All the steps needed for a correct implementation are therefore...

EU WATER POLICY: RESEARCH DEVELOPMENTS AND NEW MANAGEMENT TOOLS AgEcon
Giupponi, Carlo; Cogan, Valeria; la Jeunesse, Isabelle.
At the end of 2000, the European Commission published its Water Framework Directive (WFD) in the Official Journal of the European Communities (2000/60/EC). This new legislation provides for achieving the sustainable management of water resources through its 26 articles that focus primarily on the improvement and protection of the quality of European water resources. The WFD adopts an integrated approach, based upon general principles deriving mainly from four disciplinary approaches, Geography; Ecology; Economics and Sociology. The new challenges posed to the people responsible for the management of water resources across the European Union include the "marrying" of existing national policies with the stipulations of the WFD. Research can support this...

AGENDA: A NEW TOOL FOR SUSTAINABLE FARM MANAGEMENT, INTEGRATED IN THE AGRI-ENVIRONMENTAL POLICY OF THE EU AgEcon
Giupponi, Carlo.
AGeNDA is an Italian acronym which stands for Analysis and Integrated Management of the Farm (Analisi e GEstione iNtegrata Dell'Azienda agraria). It denominates a new software developed by a research project carried out at the Department of Agronomy, Environment and Crop Production (DAAPV, University of Padova) in collaboration with the Environmental Protection Agency of the Veneto Region (ARPAV). Although developed from scratch, the software originates from a past joint research carried out by the two above mentioned institutions in collaboration with the Department of Agricultural Economics and the Center for Farm Financial Management (CFFM) of the University of Minnesota. The joint research started in the early 1990's, focussing on the Planetor...

A Participatory Approach to Assess the Effectiveness of Responses to Cope with Flood Risk AgEcon
Ceccato, Lucia; Giannini, Valentina; Giupponi, Carlo.
This work illustrates the preliminary findings of a participatory research process aimed at identifying responses for sustainable water management in a climate change perspective, in two river basins in Europe and Asia. The paper describes the methodology implemented through local workshops, aimed at eliciting and evaluating possible responses to flood risk. Participatory workshops allowed for the identification of four categories of possible responses and a set of nine evaluation criteria, three for each of the three pillars of sustainable development. The main outcome of such activities consists in the ranking of broad response categories instrumental to the objective of the Brahmatwinn research project, i.e. the identification of Integrated Water...
