ASYMMETRIC PRICE TRANSMISSION IN THE ISRAELI CITRUS EXPORT SECTOR IN THE AFTERMATH OF LIBERALIZATION AgEcon
Goetz, Linde; von Cramon-Taubadel, Stephan.
The Israeli citrus export sector was liberalized in 1991 with the aim to increase citrus growers’ income and to improve overall efficiency of the international citrus marketing channel. However, the former government export monopoly’s activities were mainly taken over by four large companies accounting for over 90% of total Israeli citrus market exports. In addition, citrus exporters maintained the monopoly’s consignment system, substantially limiting transparency on how the grower price is determined. This lead the government to intervene in the newly liberalized market by implementing a minimum price agreement in the 1994/95 season to protect citrus growers against exporters’ abuse of market power. In this paper we analyze whether market power was...

How effective is the EU's import regime for oranges? AgEcon
Goetz, Linde; Grethe, Harald.
EU imports of oranges are restricted not only by ad valorem tariffs but also by the entry price system establishing a minimum import price. In addition, the EU applies a comprehensive system of trade preferences. The hypothesis of this paper is that, in contrast to its complexity, the effectiveness of the EU import system for oranges is low with respect to its goals, i.e. protecting EU producers and creating imports from preference receiving countries. The comparison of import prices for oranges from extra-EU countries with the EU entry price shows that the former are about 40% higher than the latter on average. Also, it is pointed out that at least 72% of extra-EU orange imports during the EU harvest season enter the EU tariff free. As a conclusion, the...

Measuring Price Transmission in the International Fresh Fruit and Vegetable Supply Chain: The Case of Israeli Grapefruit Exports to the EU AgEcon
Goetz, Linde; von Cramon-Taubadel, Stephan; Kachel, Yael.
We study vertical price transmission between Israel and the EU in the imperfectly competitive Israeli citrus export sector, which emerged after the former parastatal marketing board was liberalised in 1991. We find evidence of positive asymmetry in price transmission, implying that Israeli exporters’ profits increase at the expense of grapefruit growers, and we argue that this is evidence that Israeli citrus exporters exert market power vis-à-vis Israeli citrus growers. This study is unique in investigating vertical price transmission in the international supply chain for fresh fruits and vegetables (FFV). International FFV trade is especially susceptible to the abuse of market power since transparency regarding the determination of the grower price is...

INFLUENCES OF THE GOVERNMENTAL MARKET INTERVENTIONS ON WHEAT MARKETS IN SERBIA DURING THE FOOD CRISIS 2007/2008 AgEcon
Djuric, Ivan; Goetz, Linde; Glauben, Thomas.
This paper analyzes how the market interventions of the Serbian government during the food crisis 2007/2008, inter alia a de facto export ban, have affected domestic wheat markets. Besides a comprehensive description of the crisis policy and its effects on the Serbian wheat market, we investigate how it influences the equilibrium and stability of the Serbian wheat market and its integration with the world market within a price transmission model. Applying a Markov-switching error correction model to weekly wheat grower prices in Serbia and world market prices, two states of the wheat market are identified. Our results suggest that although the long-run price elasticity did not change during the crisis, the market equilibrium was disrupted and the market...

Impacts of Export Controls On Wheat Markets During the Food Crisis 2007/2008 in Russia and Ukraine AgEcon
Goetz, Linde; Glauben, Thomas; Brümmer, Bernhard.
This paper investigates the impacts of export controls in Russia and Ukraine on wheat world market price transmission during the 2007/2008 global food crisis. Russia and Ukraine aimed to reduce wheat exports induced by extraordinarily high world market prices to secure sufficient wheat supply on the domestic markets. Utilizing a Markov-Switching vector error correction model (MSVECM), we find that the temporary export restrictions induced negative effects on wheat markets in Russia and Ukraine. Although instability increased on the world markets itself, we have shown that the increase in the market instability was particularly pronounced in Russia and Ukraine. Also, the export restrictions dampened price transmission to the farmers’ prices, which pushed...

How effective is the EU Entry Price System for Fresh Fruits and Vegetables? AgEcon
Goetz, Linde; Grethe, Harald.
The EU protects EU growers of 15 kinds of fresh fruits and vegetables against international competition not only by the means of ad valorem tariffs of up to 20%, but also by the EU entry-price system (EPS), which is designed to restrict imports below the product-specific, politically designated entry price level. This study investigates the influence of the EPS on import prices of fruits and vegetables per product and country of origin. We utilise a unique data set comprising about 60,000 observations of daily synthetic import prices. We develop two indicators for the effectiveness of the EPS, which serve as variables in a cluster analysis identifying four classes differing in the relevance of the EPS. Results suggest that the relevance of the EPS is...

Small farmers in the Romanian dairy market: Do they have a future? AgEcon
Pieniadz, Agata; Hanf, Jon Henrich; Voicilas, Dan Marius; Wegener, Stefan; Goetz, Linde.
This paper investigates various modes of vertical coordination, with the focus on small farm integration in the Romanian dairy chain. It draws on results from a World Bank study based on semi-structured interviews conducted in spring 2009. The findings indicate that large and prosperous dairy chains fortify their chain efficiency by partner selection and provision of sophisticated assistance to relatively larger farmers. On the contrary, many barriers exist for small and medium-sized dairy chains (processors and farmers). The main factors hampering their potential exploitation are restricted access to inputs markets (capital, know-how) as well as poor quality of input service (agricultural service delivery, veterinary issues). The majority of cow's milk in...

Challenges for chain based finance in the Romanian dairy chain AgEcon
Pieniadz, Agata; Hanf, Jon Henrich; Voicilas, Dan Marius; Goetz, Linde.
This paper investigates the different types of vertical coordination mechanism and the spread institutional arrangements (i.e. contracting) as well as identifies opportunities to expand innovative solutions that help to create and maintain the linkages among the famers and downstream businesses for dairy in Romania. In particular, we address the various modes of access to production factors, such as capital, specific inputs and know-how, as reasons for the varied development of Romanian dairy supply chains and its respective actors (farmers, processors). The paper draws on results from a recent study supported by the World Bank. The findings are based on semi-structured telephone and face-to-face interviews conducted in January-March 2009. The interviews...

THE INFLUENCES OF EXPORT CONTROLS ON WHEAT MARKETS IN SERBIA DURING THE FOOD CRISIS 2007-2008 AgEcon
Djuric, Ivan; Glauben, Thomas; Goetz, Linde.
During the food crisis in 2007/2008 the government of Serbia restricted the export of wheat to ensure that wheat supply on the domestic market is sufficient thereby dampening the increase in consumer food prices. This study investigates the effects of the export restriction on the integration, equilibrium and stability of its domestic wheat market. Within the framework of a Markov-switching error correction model, we utilize weekly wheat grower prices of Serbia and world market prices and compare the state of the wheat market prevailing in the time period before the crisis to when the exports controls are effective. Our results suggest that although the degree of market integration and thus the long-run price elasticity do not change during the crisis, the...

The Relevance of the EU Entry Price System for Fresh Fruit and Vegetable Exports from China to the EU AgEcon
Goetz, Linde; Grethe, Harald.
China’s exports of apples and pears to the EU are increasing, although EU imports are restricted by the EU entry price system (EPS). The EPS aims to prevent imports below the entry price, which acts as a minimum import price, to protect EU growers of apples and pears. This study investigates the restrictiveness of the EPS for Chinese exports of apples and pears to the EU. Results suggest that the high effectiveness of the EPS for apples originating in China limits to the years 2003, 2004 and 2005. For pears originating in China, our results indicate that the EPS is relevant throughout the whole period underlying this analysis, with the highest relevance prevailing in 2004, 2005 and 2006. In the future, the relevance of the EPS is expected to decline.

Vertical Coordination and Grower Organization in the Supermarket Fruit and Vegetables Supply Chain in Croatia AgEcon
Goetz, Linde; Njavro, Mario; Hanf, Jon Henrich; Pieniadz, Agata.
Abstract: The means by which fruit and vegetables growers are linked with the upstream partners in the supermarket supply chain are investigated in 15 semi-structured interviews with inter alia the managers of Croatia’s five major supermarket chains. Contrasting to existing literature we find that supermarkets vertically coordinate with larger growers directly through loose 1-year marketing contracts specifying the terms of payment, without giving financial or technical assistance to the farmers. An exception is the largest Croatian supermarket which has a dominant position in the market and sometimes provides comprehensive farm assistance or even fully vertically integrates farm production. Wholesalers more often provide farm assistance to FFV growers....

THE GROWING MIDDLE CLASS IN DEVELOPING COUNTRIES AND THE MARKET FOR HIGH-VALUE FOOD PRODUCTS AgEcon
Senauer, Benjamin; Goetz, Linde.
The central hypothesis of this paper is that the largest global growth opportunity for high-value food products is the emerging middle class in many developing countries. Using data for Lima, Peru, 20 percent of households are classified as middle or upper class based on the prevalence of ownership of major durable goods, such as refrigerators and automobiles. Monthly expenditures by the middle class on more expensive foods, such as fresh fruit and red meat, and especially for high value-added products, such as food away from home, are substantially higher, markedly so in some cases. By extrapolating from these results for Lima, a minimum per capita gross national income (GNI) of $6,000 is required for an emerging middle class lifestyle. Based on World...

Considering threshold effects in the long-run equilibrium in a vector error correction model: An application to the German apple market AgEcon
Goetz, Linde; von Cramon-Taubadel, Stephan.
We propose a three-step procedure to estimate a regime-dependent vector error correction model (VECM). In this model, not only the short-run adjustment process towards equilibrium is non-linear, as in threshold VECM and Markov switching VECM frameworks, but the long-run equilibrium relationship itself can also display threshold-type non-linearity. The proposed approach is unique in explicitly testing the null hypothesis of linear cointegration against the alternative of threshold cointegration based on the Gonzalo AND PITARAKIS (2006) test. The model is applied to apple price data on wholesale markets in Hamburg and Munich, using the share of domestic apples in total wholesale trade as the threshold variable. We identify four price transmission regimes...
