In this paper we present a methodology to analyse input use in the agricultural sector. The novelty of the theoretical model explained is that it has been developed considering a multi-criteria environment. Thus, the optimal input use condition is determined by the assessment of "multi-attribute utility" and "multi-attribute marginal utility". We show how the approach adopted in this paper is a generalization of the single-attribute expected utility theory. The theoretical model developed is further implemented in an empirical application that studies water for irrigation use as a particular case. This paper analyses the demands from the society of Castilla y León (Spain) regarding its agricultural sector through the valuation of the relevance of its productive and non-productive functions. Additionally, it assesses the level of social satisfaction concerning the performance of these functions by irrigated agriculture in this region. For this purpose primary data colleted through a survey has been used. Results obtained show that the average citizen does not perceive a higher utility from irrigated agriculture compared with the whole agricultural sector. The objective of this paper is to carry out a foresight analysis of the agricultural sector in Castilla y León (Spain) for 2020. The methodology used to build the various scenarios is prospective analysis. We first performed a structural analysis in order to identify the key driving forces that characterize the evolution of the sector in this region (agricultural production, demand for agricultural products and institutional framework). We then carried out a morphological analysis that generated a range of “partial scenarios” from which we finally built four “global scenarios”. RESUMEN El presente artículo compara la reforma de la PAC aprobada en junio de 2003 con un hipotético escenario de mayor liberalización en el que se permite la substitución de cultivos COP (cereales, oleaginosas y proteaginosas) por cultivos hortícolas y/o patatas. La simulación se lleva a cabo mediante el cálculo de una función de utilidad multiatributo para cada grupo homogéneo de agricultores: tres grupos en cada una de las tres comunidades de regantes. Considering the latest reform of the EU's Cotton Regulation of 29th April 2004, which will come into force in the 2006/07 season, we analyse its impact on the cotton production sector of Andalusia. The decoupling of subsidies implies that producers will be entitled to 65 percent of the amount received in the reference period (three years) irrespective of the crop chosen to grow. The remaining 35 percent (slightly higher) is paid as cotton are a payment. This paper presents a methodology to evaluate the impact of different policy scenarios using a farmer's utility function. The analysis shows the impact on farmers and on the environment. The case study is a community of irrigated farms (Bajo Carrión) in Northwestern Spain. The results obtained show how Agenda 2000 has little impact on farm crop distribution, gross margins, employment and environment (use of fertilizers and water). The most radical scenario (a 15 per cent COP price cut and no area payments) produces a 37.3 per cent reduction in farm gross margin, and an increase in fertilizer use of 6 per cent. |

In this paper we simulate changes in crop land allocations made by farmers in Southern Spain due to the implementation of a flat-rate subsidy. In order to reproduce farmers' decision-making process, we first group farmers by farm size into three categories and then elicit a general utility function for each group. The elicitation of the bi-attribute utility functions, based on observed crop land allocation, does not require interaction with the farmers. The results suggest that, with the same EAGGF expenditure, small and medium-sized farms in this region would benefit from this alternative scheme in terms of higher expected total gross margin, flexibility and freedom of crop choice.
