| In this paper we probe the issue of developing capacity by exploring the organisational evolution of the key organic interest groups in Australia, the UK and Denmark. A comparison of the Organic Federation of Australia (OFA), the British Soil Association (SA) and the Danish National Association of Organic Farming, NAOF (later the National Organic Association, NOA) is particularly useful in investigating the nuts and bolts of interest group capacity development and adjustment. | As a fast growing state sponsored industry, the organic food sector is likely to attract the increased attention of policy analysts who are interested in industry development. We critically review the European comparative research on growth in the organic sector, focusing on policy analysis. A common element in these accounts is that findings are by no means clear on why variation in organic growth between countries exists. However, the literature has not dwelt upon whether, and how, groups develop capacities. In this article we examine the question of group capacity development by focussing on the adaption of specific groups to evolving policy contexts. Taking the example of organic farm policy we look at the impact divergent policy strategies aimed at growing this infant industry sector have had on the way related industry groups have evolved in four countries. | "Analysis of the European market for organic food" is the first volume to be published by the OMIaRD project. In providing the most comprehensive and up to date information and analysis of European organic food markets, it offers important information in its own right but also contributes a foundation for further study. It covers all important aspects of the organic market, including production, consumption, foreign trade, supply deficits, prices and premiums. Nineteen countries have been separately investigated, and comparison and overview allow important policy and marketing conclusions to emerge. |

| While group scholars have long noted instances of change in overall form – say from amateur scientific group to environmental campaign group – the literature is short on persuasive accounts of the mechanism(s) that drive or constrain such radical change. How can we explain groups getting from form A to form B? In this article we explore how tools from the historical institutionalism literature might aid in the analytical process. | Recent work on industry policy argues that group and state capacity are important in underpinning (or undermining) the capacity to govern industrial development.
