Local Food Systems: Concepts, Impacts, and Issues AgEcon
Martinez, Stephen W.; Hand, Michael S.; Da Pra, Michelle; Pollack, Susan L.; Ralston, Katherine L.; Smith, Travis A.; Vogel, Stephen J.; Clark, Shellye; Lohr, Luanne; Low, Sarah A.; Newman, Constance.
This comprehensive overview of local food systems explores alternative definitions of local food, estimates market size and reach, describes the characteristics of local consumers and producers, and examines early indications of the economic and health impacts of local food systems. There is no consensus on a definition of “local” or “local food systems” in terms of the geographic distance between production and consumption. But defining “local” based on marketing arrangements, such as farmers selling directly to consumers at regional farmers’ markets or to schools, is well recognized. Statistics suggest that local food markets account for a small, but growing, share of U.S. agricultural production. For smaller farms, direct marketing to consumers accounts...

Local Food Supply Chains Use Diverse Business Models To Satisfy Demand AgEcon
Hand, Michael S..
Case studies of mainstream and local food supply chains reveal the variety of ways that food products move from farms to consumers. Farms in local food supply chains maintain a diverse portfolio of products and market outlets, which may help defray large fixed costs across multiple revenue streams. Local food supply chains are more likely to provide consumers with detailed information about where and by whom products were produced.

Forest Amenities and Location Choice in the Southwest AgEcon
Hand, Michael S.; Thacher, Jennifer A.; McCollum, Daniel W.; Berrens, Robert P..
Locations with natural characteristics, such as forest, are thought to be attractive residential locations. This proposition is tested in the Southwest United States, composed of Arizona and New Mexico. This paper presents a conditional logit model of location choice estimated with household observations from the U.S census, geographic information system (GIS) data, and county-level data. Results suggest that forest area, both in one's own location and nearby, increases the probability of choosing a location. But significant heterogeneity in location choices exists; an income effect and life-cycle effects on the demand for forest amenities appear to determine location choices.

Farmers in Low Socioeconomic Status Counties Enroll Less Land, Receive Less CRP Funding Per Acre AgEcon
Ueda, Kohei; Hand, Michael S.; Farrigan, Tracey L..
Participation in the Conservation Reserve Program (CRP) is associated with a number of farm and operator characteristics. But casual observation suggests that socioeconomic status is also correlated with program enrollment outcomes. This study examines the relationship between county-level socioeconomic status and participation patterns in CRP, while controlling for other factors that typically impact program enrollment. Result suggest that farms in low socioeconomic status counties are less likely to participate, enroll a smaller share of their land, and receive less per acre enrolled.

The Role of Cost-Share Rates and Prices on the Size of Conservation Investments in EQIP AgEcon
Hand, Michael S.; Nickerson, Cynthia J..
Per-unit costs for conservation investments in the Environmental Quality Incentives Program (EQIP) are determined by market prices for conservation practices and payment cost-share rates. This study examines the relative importance of these factors in determining the size of the most common conservation investment in EQIP. Results suggest that per unit costs have a significant but inelastic impact on the size of conservation investment; as expected, higher per-unit costs are associated with smaller investments. This effect is largely due to variation in market prices of conservation practices for the majority of farmers. However, cost-share rates may play a role for some limited resource farmers.

Participation in Conservation Programs by Targeted Farmers: Beginning, Limited-Resource, and Socially Disadvantaged Operators' Enrollment Trends AgEcon
Nickerson, Cynthia J.; Hand, Michael S..
Beginning, limited-resource, and socially disadvantaged farmers make up as much as 40 percent of all U.S. farms. Some Federal conservation programs contain provisions that encourage participation by such “targeted” farmers and the 2008 Farm Act furthered these efforts. This report compares the natural resource characteristics, resource issues, and conservation treatment costs on farms operated by targeted farmers with those of other participants in the largest U.S. working-lands and land retirement conservation programs. Some evidence shows that targeted farmers tend to operate more environmentally sensitive land than other farmers, have different conservation priorities, and receive different levels of payments. Data limitations preclude a definitive...

Measuring the Impact of the Environmental Quality Incentives Program (EQIP) on Irrigation Efficiency and Water Conservation AgEcon
Wallander, Steven; Hand, Michael S..
Since the passage of the 1996 Farm Act, the Environmental Quality Incentives Program (EQIP) has provided over $10 billion in technology adoption subsidies. One of the national conservation priorities in EQIP is water conservation, but it is not known how participation in EQIP by irrigators affects water application rates and decisions to expand or reduce a farm’s irrigated acreage. Using a farm-level panel data set drawn from three national samples of irrigators taken in 1998, 2003, and 2008, this study provides the first national scale econometric estimates of the changes in water application rates and irrigated acreage that result when a farm receives EQIP payments. Due to a five-fold increase in EQIP funding following the 2002 farm bill, the change in...
