The Effect of EU's Common Agricultural Policy at the Regional Level: Distribution, Development and Revenue Stabilisation AgEcon

The aim of this paper is threefold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Secondly, we employ structural data of the regions to calculate average farm revenue and to show how support and income has developed over time. Thirdly, we analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agrienvironmental program. New contributions to the literature are the use of community data and the inclusion of a second-pillar program. The results show that there is an overall stabilisation effect of the EU’s CAP but this effect is not equal for all regions.

Effects of Agricultural Policy Measures on Gross Transfers to Farmers: Intertemporal and Interregional Evidence from the CAP AgEcon

This paper analyses the effects of the Common Agricultural Policy (CAP) on gross transfers over time and across regions. Depending on the type of instrumentation to support agriculture, the volatility of gross transfers differs. While assistance arising from market price supports, regarded as independent from the world market levels, fluctuates intertemporally, direct payments are constant. Empirical findings for the CAP show a reduction of the transfer volatility on grain markets. For beef and veal this effect is not significant, because price support is still large in these markets. Der vorliegende Beitrag analysiert die Entwicklung von Erlösdisparitäten innerhalb der deutschen Landwirtschaft und versucht die Bedeutung der EU-Agrarstützung in dem Zusammenhang zu identifizieren. Dazu wird die tatsächliche Streuung der Erlöse mit einer hypothetischen Situation ohne Politik verglichen. Als Untersuchungsregionen dienen zum einen die Bundesländer und zum anderen die hessischen Landkreise sowie kreisfreien Städte. Erstere weisen unmittelbar nach der Wiedervereinigung große Veränderungen auf und die Erlöse je Erwerbstätigem und je Betrieb konvergieren. Ab Mitte der 1990er Jahre lässt sich keine eindeutige Tendenz mehr feststellen. Für die hessischen Regionen hingegen divergieren seit dem Jahr 1979 die Erzeugererlöse. Ohne Agrarstützung...

Volatile world market prices for dairy products - how do they affect domestic price formation: The German cheese market AgEcon

Since the stepwise reduction of intervention prices combined with watered down conditions and suspended export refunds, respectively, the EU dairy industry faces new challenges regarding wild price fluctuations originally caused in third countries. In the past, the EU domestic market was insulated as far as possible from world markets. However, today global prices could affect prices even at the level of consumers, but more directly at the level milk producers. Volatility noticeable increased with the price peak in 2007, followed by the drop in 2008, and a new price boost in 2010. Additionally, reduced security in marketing of butter and skimmed milk powder led to higher processing share of cheese which is not only exported but also increasingly consumed...

DIE SCHATZUNG VERFAHRENSSPEZIFISCHER FAKTOREINSATZMENGEN FUR DIE LANDWIRTSCHAFT IN DEUTSCHLAND AgEcon

Aus der regionalen landwirtschaftlichen Gesamtrechnung der Länder für die Bundesrepublik Deutschland lässt sich nicht entnehmen, wie sich die Vorleistungen auf einzelne Produktions-verfahren verteilen. Im vorliegenden Beitrag werden mit Hilfe der Maximum-Entropie-Methode verfahrensspezifische Faktoreinsatzmengen aus diesen Daten geschätzt. Die Modell-ergebnisse für die Jahre 1991 bis 2004 zeigen erwartungsgemäß heterogene Koeffizienten für die untersuchten Agrarprodukte. Auffallend ist der starke Rückgang des Einsatzes zugekauf-ter Futtermittel in der Milchproduktion sowie bei Rindern und Kälbern. Der Einsatz innerbe-trieblich erzeugter Futtermittel hat dagegen bei diesen Produktionsverfahren, insbesondere in der Milchproduktion, im Zeitablauf zugenommen.

Destabilising Farmers’' Revenues by Shifting to Direct Payments? The Case of EU’'s Common Agricultural Policy AgEcon

This paper quantifies the effects of EU’'s Common Agricultural Policy (CAP) on the instability of domestic farmers’ revenues during the period 1986 to 2004. Comparing explicitly the situations with and without policy shows that CAP transfers have lowered the variability of revenues for major commodities through time. The decomposition of agricultural support allows to reveal the impacts of single instruments on instability and indicates that arable area and beef headage payments, introduced in the 1990s, tend to stabilise domestic farmers’ revenues. With market price support, however, farmers’ revenues are more stable.
