Assessing potential efficiency gains in irrigated water use in New Zealand. AgEcon

This paper reports a research project carried out on behalf of the Ministry of Agriculture and Forestry New Zealand designed to scope the issue of water efficiency in New Zealand and demonstrate where the most significant gains in efficiency can occur. The paper describes the efficiency framework developed based on the key areas of allocative, technical and dynamic efficiency. The areas of significant gains based on the theoretical analysis are tested against three community irrigation schemes. Although the case study findings support the theoretical conclusions there is a significant range of potential areas of improvement according to the nature of each case study.

The understanding of how allocation decisions can maximise the economic returns to the community from water for irrigation has received little attention, but is a significant issue for regional councils, those interested in water allocation policy development, and for irrigated farmers. There is a tradeoff between the amount of irrigated area and the reliability with which it can be undertaken. Overseas studies have generated a curve with optimum levels of allocation which maximise the economic return to the community from the resource. The CLUES model is an integrated catchment based model that designed to assist policy makers in understanding the implications of land use scenarios for water quality and a range of other indicators. CLUES integrates a number of existing models from several research providers, including SPARROW (catchment hydrology), OVERSEER and SPASMO (nutrient losses), ENSUS (nitrate leaching risk), and a socioeconomic model. These are combined in a GIS framework which allows scenarios of land use to be assessed in a spatial manner.
