REDUCING NITROGEN LOSSES FROM AGRICULTURAL SYSTEMS: AN INTEGRATED ECONOMIC ASSESSMENT 31

The loss of reactive nitrogen from agriculture into the environment is a major threat to the global environment and a challenge for agri-environmental policy. We therefore investigate the problem of reducing nitrogen losses from agriculture into the environment from an economic perspective. Based on a recursive-dynamic linear programming model, our study reveals that the above difficulty is primarily due to the rigidities associated with the nutrientforage cycle and existing production structures. Moreover, we assess the cost and effectiveness of different nitrogen taxes for the case of Switzerland. Our results show that a tax on fertilizers only exhibits the best performance in terms of cost-effectiveness.

Economic Assessment of Agroforestry Systems Compared to Other Greenhouse Gas Mitigation Options for Suckler Cow Farming 31

Agriculture is responsible for a large share of global greenhouse gas (GHG) emissions, especially for methane and nitrous oxide emissions. Applying a bio-economic whole-farm model, we assessed five GHG mitigation options on their economic suitability to reduce emissions from grassland-based suckler cow farms. Among the assessed options, only compensation by agroforestry systems and the choice of an adequate production system showed the potential to significantly reduce emissions. If an adequate production system is chosen, GHG emissions per kilogram of meat can be reduced by up to 18% – from 21.9 to 18 kg CO2-eq./kg of meat – while total gross margin can be increased by up to 14%. Agriculture's Contribution to Swiss Climate Policy: Results of an Economic Analysis 31

Greenhouse gas emissions from Swiss agriculture have been reduced by about 8 % since 1990. Hence, Swiss agriculture has already contributed 13 % to the national Kyoto target, although it is not legally bound to reduce greenhouse gas emissions. Since the reductions are a result of changes of agricultural policy and relative prices, related income losses can not be attributed to climate policy. In other words, the agricultural sector did not have to bear effective emission abatement costs. If the current agricultural policy is continued, further reductions of agricultural GHG emissions by 3 to 10 % can be expected until 2010.
