IMPROVING IRRIGATION WATER ALLOCATION EFFICIENCY USING ALTERNATIVE POLICY OPTIONS IN EGYPT AgEcon

This study provides an empirical perspective on alternative irrigation policies for allocating limited water to agricultural production in Egypt. Positive mathematical programming is used for model calibration. Three policy options for Egypt are tested: water pricing, water complementary input factor taxes, and output taxes. The results of the research show that: 1) water pricing needs to be much higher than the recovery cost in order to be effective in limiting irrigation water use; 2) at a higher tax rate, fertilizer and energy taxes are effective in reducing the irrigation water demand while maintaining adequate welfare levels; 3) a pesticide tax is less effective than fertilizer or energy taxes; and 4) an output tax on sugar cane and rice would...

Estimating Agricultural Impacts of Expanded Ethanol Production: Policy Implications for Water Demand and Quality AgEcon

Feedstock production for large scale development of the U.S. ethanol industry and introduction of cellulose–to-ethanol technology will require extensive changes in land use and impact water demand and quality. This study compares two scenarios: attaining a 60 billion gallon per year target of ethanol by 2030 and a billion gallon per year biodiesel target by 2012 with cellulose-to-ethanol technology introduced in 2012 and also delayed until 2015. Results suggest water demands and quality will vary regionally with cellulosic feedstock production. Policy emphasis on reduced and no-till practices needs to be complementary to increased crop residue use.

Policy Instruments and Agricultural Water Allocation in the Bow River Basin of Southern Alberta AgEcon

In Southern Alberta, agriculture is the largest water user. Thirteen irrigation districts plus numerous private irrigators hold licenses to withdraw more than 75% of the available surface water. Water use decisions made by farmers in irrigation districts have significant impacts on the productivity of water use and on environmental outcomes (instream flow needs) throughout the South Saskatchewan River Basin (SSRB), especially during periods of drought. Strategic Policy Options to Improve Irrigation Water Allocation Efficiency: Analysis on Egypt and Morocco AgEcon

For a number of reasons government the world over have been unwilling to use water pricing to achieve water use efficiency. This research addresses questions of what policy alternatives to water pricing might improve irrigation water allocation efficiency. An empirical framework is provided to compare irrigation policies for allocating scarce water to agricultural production in Egypt and Morocco. Partial equilibrium agricultural sector models specific to Egypt and Morocco were employed for policy tests. Positive Mathematical Programming (PMP) was used to calibrate the models. Risk and Return for Bioenergy Crops under Alternative Contracting Arrangements AgEcon

This study evaluated the potential to supply biomass feedstocks under alternative contract arrangements for a northwest Tennessee 2,400 acre grain farm. The four potential types of contracts analyzed in this study offer different levels of biomass price, yield, and production cost risk sharing between the representative farm and the processor.
