Effective and efficient water management implies understanding the wants and desires of the human populations through its key stakeholder groups. As a valuable resource that involves many regulating and managing players, the Red River of the North basin is an excellent case for studying stakeholder preferences and presenting them to involved managers. In Honduras, traditional coffee processing is the cause of two major problems: poor coffee quality and contaminated water. In this paper we present a method that determines the trade-off between economic efficiency and contamination in a Honduran sub-watershed. The method is a bioeconomic model based on mathematical programming that stimulates the functioning of the interlinked economic and ecological processes in the sub-watershed. We compare various scenarii where the model is given the possibility of replacing traditional coffee processing plants with a network of improved ecological plants. A Review of Economic Appraisal of Environmental Goods and Services: With a Focus on Developing Countries AgEcon

Environmental economics has an extensive literature on procedures for placing economic values on the environment. Most of these methodologies have been developed and refined in the context of developed countries, where high levels of disposable income allow for a high demand for environmental amenities and a willingness to pay for non-use values. This paper argues that the applicability of these methodologies may be limited in developing countries. A microeconomic model, designed to highlight the different roles of environmental goods and services in developed and developing counties, is presented. User participation in the management of irrigation systems has been touted as a means to establish incentives for proper operation and management, decrease distortionary governmental subsidies, and increase water-use efficiency. The Government of Honduras has been in a process of rehabilitating and transferring management responsibility of the Flores irrigation districts to farmers. This paper presents a review of the transfer process, an analysis of farmers? capacity to accept financial responsibility for the systems, and an analysis of farmers? preferences towards the privatization process. The research intends to support the ongoing transfer process by identifying constraints and proposing improved strategies.

The Regulation of Private Sector Participation in Urban Water Supply and Sanitation: Realising Social and Environmental Objectives in Developing Countries AgEcon

There has been a significant increase in private sector participation (PSP) in the urban water supply and sanitation (WSS) sector in recent years. However, even with increased PSP, public authorities will still have to: ensure that the service providers do not use their market power to exploit customers; internalise public health and environmental externalities; provide mechanisms whereby water consumption is sustainable and is allocated efficiently between alternative uses; and, serve as a guarantor of a level of service provision which is consistent with a basic standard of living. In Honduras, traditional coffee processing is the cause of two problems: poor coffee quality and contaminated water. In this study we propose to replace traditional coffee processing plants with a network of improved ecological plants that would be optimally located in a sub-watershed. The method is an adaptation of a spatial integer linear programming that determines the optimal location and size of new coffee processing plants. We applied the method to a typical sub-watershed in the hillsides of western Honduras and show that coffee quality can be improved and contamination can be reduced substantially at a relatively low cost. Water Markets in Mexico: Opportunities and Constraints AgEcon

In 1992, the Government of Mexico initiated a new national water law which decentralised water resources management and allowed the market transfer of water-use concessions between individual irrigators. These reforms were expected to improve water resources management through greater user participation in irrigation management, as well as to increase irrigators’ incentives to improve water-use efficiency. Choice Experiments are used to elicit Costa Rican consumer preferences for different attributes of organic and conventional vegetables in a hypothetical market. Focus groups identified a primary concern with the food safety and a secondary interest on the environmental impact of production practices. Two alternative national certification seals were proposed: 1) a "Blue Seal" certifying the Department of Public Health's approval for food safety; and 2) a "Green Seal" certifying Ministry of Agriculture's approval for environmentally sound production practices. Selenium is an element found in relatively high concentrations in crops and livestock raised on high-selenium soils located in North and South Dakota. Evidence suggests that a high-selenium diet such as would be obtained from consuming these products can reduce the risk of certain cancers. The region's livestock and grain producers are exploring potential high-selenium product marketing opportunities. Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of the water problems, but it can improve the efficiency of water allocation. Stated Preferences for Ecotourism Alternatives On the Standing Rock Sioux Indian Reservation AgEcon

Despite favorable locations and the potential for economic development, Native American tribes have not developed their ecotourism markets substantially. This paper presents a choice experiment analysis of potential tourist and local resident preferences for alternative ecotourism development scenarios for the Standing Rock Sioux Indian Reservation. The choice experiments’ elicitation featured attributes of both cultural and nature-based tourist attractions. Survey results demonstrated that visitors interviewed at powwows had significantly different preferences from those interviewed at local tourist attractions.
