Conceptualizing Path Dependence through Discourse Analysis: The Case of Seasonal Farm workers in Germany AgEcon
Hess, Sebastian; Kleinschmit, Daniela; Theuvsen, Ludwig; von Cramon-Taubadel, Stephan; Zschache, Ulrike.
This article introduces discourse analysis as a theoretical concept and an empirical methodology that may enable the endogenization of path creation and path breaking changes in conventional models of political path dependencies. Economic criteria such as rents created by a policy do not always provide a comprehensive explanation for path dependent political decisions. Discourse theory implies that specific interpretative schemata and narratives, such as story lines in the mass media, heavily influence the political discourse. Discourses themselves exercise a constitutive power that constrains decision-making processes and, thus, influence the ensuing policy creation path. Hence, discourses must be taken into account when political path creation is...

An Econometric Model of CGE Simulations AgEcon
Hess, Sebastian.
CGE models are widely used tools for economic assessments of trade policy changes. However, overall confidence in their results tends to be low. We employ the methodological framework of meta-analysis in order to approach a quantitative comparison of CGE-based simulation results. Therefore, we compile a dataset of twelve recent Doha simulations and fit a linear regression model that explains the variance between simulation results on the regional level as a function of various modeling characteristics. The estimates are broadly in range with documented qualitative knowledge about modeling assumptions. The size of the sample limits general conclusions; however, an ongoing research project will extend the approach to a larger sample.

Outsourcing, Regional Trade and Specialization: An Application to in the German Pig Sector AgEcon
Hess, Sebastian.
The global trend of industrializing agriculture increasingly transforms farms and firms into specialized component suppliers within a multi-stage food processing chain, which creates intraindustry trade between- and within geographical regions. This can be analyzed within the framework of a hypothetical multiregional food-processing firm that benefits from outsourcing various ‘tasks’ to other sub-contracting regions, in order to utilize lower production cost there. This is modeled as a multi-output cost minimization problem of the processing firm, and it is argued that with respect to agriculture, the outsourcing opportunities for the firm are determined by economies of diversification. Trade is implicitly reflected as the movement of intermediate factors...

Meta-Analysis of General and Partial Equilibrium Simulations of Doha Round Outcomes AgEcon
Hess, Sebastian; von Cramon-Taubadel, Stephan.
Quantification of welfare changes due to trade liberalisation play a crucial role for political decision making. However, meaningful comparisons of simulation results from different sources are difficult. Often significant differences in simulated gains from liberalisation do not serve to increase confidence in quantitative assessments based on trade models. We employ a metaanalysis of applied trade simulations under the WTO Doha Round to identify model characteristics that influence the magnitude of simulation results, and to estimate the magnitude of this influence. Findings from our simple econometric model are plausible and show that each simulation experiment represents a complex interaction of experimental settings that may not easily be understood...

Agricultural Trade Policy Modelling: Insights from a Meta-Analysis of Doha Development Agenda Outcomes AgEcon
Hess, Sebastian; von Cramon-Taubadel, Stephan.
In a meta-analysis of trade policy models, Hess and von Cramon-Taubadel (2008) use over 5800 simulated welfare effects from 110 studies of potential Doha Development Agenda outcomes to identify characteristics of models, data and policy experiments that influence simulation results. This meta-analysis, which is recapitulated here, produces plausible results and explains a significant proportion of the variation in simulated welfare effects. However, due to insufficient documentation and the complexity of the general and partial equilibrium models in the literature sample, many explanatory variables employed in this analysis are binary. This precludes more detailed analysis of their impacts across models. Therefore, a partial equilibrium model and a single...

Meta Response Surface Design for General and Partial Equilibrium Models AgEcon
Hess, Sebastian; von Cramon-Taubadel, Stephan.
Due to the complexity of general and partial equilibrium models, conventional sensitivity analysis, qualitative reviews or literature-based meta-analyses do not allow for detailed assessments of the role of individual parameters and policy shocks across different models. Therefore, the partial equilibrium model “GSIM” and a single country CGE are employed to generate synthetic scenarios based on randomly specified combinations of base data, elasticities and tariff changes selected from previously specified, plausible ranges. The synthetic meta-data has the advantage that the values of explanatory variables are measured exactly. This makes it possible to explore complex issues of functional form and interaction between variables in the estimation of the...

Consumers’ Willingness to Pay for Food Safety in Nairobi: The Case of Fresh Vegetables AgEcon
Lagerkvist, Carl Johan; Hess, Sebastian; Ngigi, Marther W.; Okello, Julius Juma.
Large urban areas in developing countries represent currently the most dynamically growing markets for food products. This study investigates the willingness to pay of consumers in Nairobi for safer leafy vegetables. We survey individuals’ perceived food safety across four major market categories, while also considering the explanatory role of trust and behavioral, psychological, and socio-demographic covariates. Results show that willingness to pay is market-specific and multi-faceted, with trust and perceived risks as important drivers, while income plays only a subordinate role. We conclude that policy makers should aim to reduce asymmetric information within the value chain without raising food prices such that safer vegetables would become...

The CDET Profit Function: Could it generate a Parsimonious Agricultural Sector Model? AgEcon
Hess, Sebastian; Surry, Yves R..
While the single- output Constant Difference of Elasticities (CDE) cost function has been applied several times, its profit counterpart called “the Constant Difference of Elasticities of Transformation” (CDET) profit frontier has not yet been applied econometrically. It is an indirect, implicit, non-homothetic and non-separable frontier that may be viewed as more flexible than the commonly used CES and Cobb-Douglas specifications, while demanding less parameters to be estimated than fully flexible functional forms commonly do. We therefore introduce the CDET profit function and illustrate its potential usefulness as a parsimonious econometric model of agricultural production in Switzerland. Results indicate plausible elasticities and a satisfactory fit to...
