Consumers have become more discerning in their food consumption choices. Food safety and food quality issues have moved to the forefront of consumer concerns, industry strategies, and in some cases, government policy. A variety of private sector and public policy traceability initiatives have emerged, partly with the objective of reducing consumer information asymmetry with respect to food safety and food quality attributes. Since the seminal work of Adam Smith, markets have been considered an efficient tool for co-ordinating the behaviour of economic agents. The basic characteristic of a market economy is that the complex system of interaction among individuals is not centrally coordinated. The Food Safety Modernization Act (FSMA) which was signed into law in January, 2011 represents a major initiative to improve food safety in the US. The legislation mandates the US Food and Drug Administration with developing a regulatory system to implement the Act. As yet, the full effect of the Act cannot be evaluated because the regulatory requirements are yet to be developed. There is little doubt, however, that those firms, both domestic and foreign, that wish to supply US consumers with food will face a considerable increase in regulatory costs. Country of origin labelling (COOL) on food products is controversial. There is disagreement over whether consumers value information on country of origin intrinsically or as a quality or a safety signal. The debate becomes more heated when country of origin labelling is mandated by regulation, with fears that the regulation is driven by producer rather than consumer interests. The controversy over genetically modified (GM) foods has swept across Europe and is beginning to make inroads into the North American consumer market. It is set to become a thorny trade issue between the European Union (EU) and the United States. The issue is important, not least because of the potential scale of the problem. There has been a rapid adoption of GM crops by U.S. corn and soybean and Canadian canola producers. The discovery of bovine spongiform encephalopathy (BSE) in Canada and the United States in 2003 prompted an immediate and decisive reaction from importers, with the closure of most markets to beef and cattle exports from Canada and the United States. Two years later, many of these bans have not been lifted or have been only partially lifted. These bans were put in place by national authorities attempting to protect the health of their citizens and may have been justified in the immediate period following the discoveries, but their long-term continuance is not supported by science. Traceability through the agri-food supply chain has become the focus of recent industry initiatives and policy discussions in Canada. Traceability can be part of a strategy to reduce the risk or minimize the impact of a foodborne disease problem. For commodities, product pooling may also generate potential benefits through economies of scale or the provision of market power.
