IRRIGATION, AGRICULTURAL PERFORMANCE AND POVERTY REDUCTION IN CHINA AgEcon
Huang, Qiuqiong; Rozelle, Scott; Huang, Jikun; Wang, Jinxia.
The overall goal of our paper is to understand the impact that irrigation investments in China have had on incomes, in general, and income and poverty alleviation in poor areas, in particular. The paper seeks to meet three objectives. First, we describe the relationship among irrigation status, crop choice, yields and household crop revenue. Second, we seek to understand the magnitude and nature of the effect that irrigation has on yields and crop revenue. Finally, we seek to understand the impact that irrigation has on incomes in poor areas. Our analysis shows that irrigation contributes to increases in yields for almost all crops and in income for farmers in all areas. The importance of cropping income in poor areas and the strong relationship...

WATER MANAGEMENT REFORM AND THE CHOICE OF CONTRACTUAL FORM IN RURAL CHINA AgEcon
Huang, Qiuqiong; Rozelle, Scott; Msangi, Siwa; Huang, Jikun; Wang, Jinxia.
Inefficient performance of irrigation systems not only leads to a waste of water resources, but may also affect agriculture production, especially in regions facing a water stress problem. In rural China, only 40% of the water allocated to irrigation is effectively used, a figure much lower than many developed countries (Wang, 2000). Although traditional irrigation technology such as flood irrigation accounts for part of the inefficient use of water, the lack of effort in managing surface irrigation systems are also thought to affect the performance of China's water systems (Wang et al., 2003). In confronting problems with China's irrigation systems, leaders have begun experimenting with changing the institutions that manage water in rural communities....

Irrigation, poverty and inequality in rural China AgEcon
Huang, Qiuqiong; Dawe, David; Rozelle, Scott; Huang, Jikun; Wang, Jinxia.
This paper examines the impact of irrigation on rural incomes, poverty and the income distribution in rural China. The relationship between irrigation and income is examined using descriptive statistics and multivariate analysis. A simulation approach is used to explore the impact of irrigation on poverty incidence. To uncover the effect of irrigation on the income distribution, inequality is decomposed by source of income, by group according to access to irrigation and by estimated income flows as a result of specific household characteristics. The results show that irrigation increases income and reduces poverty and inequality.

Migration, Money and Mother: The Effect of Migration on Children's Educational Performance in Rural China AgEcon
Chen, Xinxin; Huang, Qiuqiong; Rozelle, Scott; Zhang, Linxiu.
Migration is widely known as one of the main ways of alleviating poverty in developing countries, including China. However, migration itself is not costless. In recent years, there is an emerging concern about the effect of migration on the educational achievement of the children of migrants in China since most of the young children of school age of the migrants are being left in the village when one or both of their parents move to the city to work. This paper examines the effect of the migration activities of the father and/or mother on the educational performance of elementary school students (First to Fifth grade). With a dataset that collected from a survey designed specifically to examine changes in school performance of children before and after...

Cognitive Skills, Non-Cognitive Skills, and the Employment and Wages of Young Adults in Rural China AgEcon
Glewwe, Paul; Huang, Qiuqiong; Park, Albert.
The objective of this paper is to examine whether noncognitive skills explain differences in employment status and hourly wages even after controlling for age, experience, schooling and cognitive skills. Of particular interest is to examine the relative magnitudes of the impacts of the cognitive and noncognitive skills on these labor market outcomes. Data used in this paper come from the Gansu Survey of Children and Families (GSCF), which followed a random sample of 2,000 children in rural areas of Gansu Province who were 9-12 years old in the year 2000. Three waves of surveys were completed in 2000, 2004, and 2007-2009. The GSCF is the first large-scale data collection on child and adolescent cognitive and noncognitive skills in rural China.

The Effects of Well Management and the Nature of the Aquifer on Groundwater Resources AgEcon
Huang, Qiuqiong; Liu, Yang; Rozelle, Scott; Polasky, Stephen; Wang, Jingxia.
This paper examines how the nature of a common property resource affects the effectiveness of community-based management on resource conservation. We focus on groundwater management in rural China because there are different types of community-based groundwater management in different communities. In some communities wells are collectively owned and the community leader allocates water among households. In our paper we call this collective well management. In other communities wells are privately owned and households make their own pumping decisions. We call this private well management. In comparing the effects of different types of well management on the groundwater resource, unlike previous studies, we control for the nature of the aquifer. Communities...
