THE ADOPTION OF IPM TECHNIQUES BY VEGETABLE GROWERS IN FLORIDA, MICHIGAN AND TEXAS 31

Factors influencing the adoption of Integrated Pest Management (IPM) techniques are studied using survey data from individual vegetable producers from Florida, Michigan, and Texas. Farmers who adopt IPM tend to be less risk averse and use more managerial time on farm activities than nonadopters. Adopters are also more likely to operate large, irrigated farms and use more family labor. Locational factors and the type of crop grown are also influential in IPM adoption. The analysis uses a logit framework and introduces adopter categories first conceptualized by rural sociologists.

AN ANALYSIS OF ON-FARM COSTS OF TIMING N APPLICATIONS TO REDUCE N LOSSES 31

Timing nitrogen applications to the biological needs of a crop is an effective way to reduce nitrogen losses to the environment. However, this strategy may carry a production risk and conflict with farmers’' economic objectives. A field-level production decision model was used to estimate on-farm costs associated with timing nitrogen applications for crop needs in Indiana. For risk-neutral farmer, the estimated cost is less than $1 per acre with a reduction of 11 pounds of residual nitrogen. For a risk-aversion farmer, the estimated cost is up to $37 per acre with a reduction of 96 pounds of residual nitrogen.

ECONOMIC IMPACTS OF EPA'S MANURE APPLICATION REGULATIONS ON DAIRY FARMS IN THE SOUTHWEST REGION 31

We estimate that EPA's CAFO final rule on manure application would have different impacts on dairy farms in the region, assuming that the farms would maintain the same herd size and same crop production practices. Some farms in the region would be able to comply it on their current land base, but other would need to lease additional land for land application of manure. Less than 30 percent of those affected farms would have a lower farm income. Most of these affected farms could have no income reduction or a higher income as a result of reduced feed cost from expanding homegrown feed production.

Influence of the Natural Gas Price on the Ammonia Price, 2000 to 2006 31

An equilibrium error-correction model is used in the analysis. With respect to the natural gas price, the estimated long-run equilibrium ammonia price elasticity is 0.79, the short-run elasticity of the ratio of price changes is 0.25, and the adjustment for the disruption from the ammonia equilibrium price is 23 percent.

THE ECONOMIC IMPACTS OF EPA'S CAFO RULE ON DAIRY FARMS IN CORNBELT, UPPER-MIDWEST, AND NORTHEAST REGIONS 31

EPA has proposed a rule that would bring more dairy farms under regulation and restrict manure application more closely to a crop's need of phosphorous. This paper uses whole farm modeling applied to survey data to assess the impact of proposed regulations on dairy farms in the Cornbelt, upper-Midwest, and Northeast regions. Results show that the proposed rule affects 2.7 percent of surveyed dairy farms (over 200 milk cows) in these regions and causes income losses for 40 percent of farms spreading slurry manure on crops.

ECONOMIC AND ENVIRONMENTAL FEASIBILITY OF VARIABLE RATE NITROGEN FERTILIZER APPLICATION WITH CARRY-OVER EFFECTS 31

This study evaluates the long-term profitability and environmental impacts of variable rate versus uniform nitrogen application in seed potato production with nitrogen carry-over effects included. Seed potato yields were simulated for four different areas of a field using the EPIC crop growth model. A dynamic optimization model was used to determine optimal steady-state nitrogen levels for each area and the entire field. Average nitrogen losses and economic returns were evaluated for both uniform and variable rate nitrogen fertilizer. Variable rate nitrogen application was found to be unprofitable for the field when compared to uniform nitrogen application. Nitrogen losses for the field were about the same under both strategies. USING INSURANCE TO ENHANCE NITROGEN FERTILIZER APPLICATION TIMING TO REDUCE NITROGEN LOSSES 31

Nitrogen applied before planting is more vulnerable to loss to the environment than nitrogen applied during the growing season, but the growing season application can increase the risk of lower yields caused by adverse weather that prohibits farmers to complete N application. An expected utility framework is used to illustrate the potential economic benefit of insurance for a farmer to reduce this risk of cost. An expected-value variance analysis is used to illustrate the potential benefit of insurance to Iowa corn growers who apply N fertilizer only during the growing season.

THE ECONOMIC IMPACTS OF ALTERNATIVE MANURE MANAGEMENT REGULATIONS ON HOG FARMS IN THE HEARTLAND: AN INDIVIDUAL-FARM ANALYSIS 31

A whole-farm modeling approach applied to survey data was used to assess the economic impacts on Heartland hog farms of alternative manure management regulations on manure application. Results showed differential economic impacts on the hog operations. Many large farms (over 2,500 hogs) had to lease additional land to meet restrictions on manure phosphorous application, with reductions in net crop returns exceeding those of medium size operations (750-2,500 hogs). Feeding hogs a phytase diet to lessen phosphorous in manure reduced the additional land needed and moderated the increase in manure application costs, but net crop returns still dropped for most operations.

A VARIABLE PRICE SUPPORT FARM PROGRAM: A TRANSITION TOOL TO A FREE MARKET 31

This paper analyzes a variable price support program (VPS) as an alternative to the current farm income support program. The VPS program can control U.S. agricultural production while protecting income of small farmers. The VPS is designed to alter farm level production decisions by reducing commodity support prices for each additional unit of production produced. This will serve to discourage excess aggregate production. The VPS program can be a mechanism to stabilize income of efficient small farms during the transition from the current farm programs to a free market environment. An illustrative study is used to target government program benefits to various farm-size groups.

Economic Impacts of EPA's Manure Application Regulations on Dairy Farms with Lagoon Liquid Systems in the Southwest Region 31

EPA's new restrictions on land application of manure nutrients by concentrated animal feeding operations (CAFOs) could decrease the net return of 6-17% of the medium and large dairy farms with lagoon systems in the southwestern United States. Many of the other dairy CAFOs in the region could achieve higher net income under the restrictions if they reduce feed costs by better utilizing manure and expanding homegrown feed production.
