From the Foreword by Luks Kilcher, FiBL More than thirty-seven million hectares of agricultural land are managed organically by nearly 1.8 million producers. About one-third of the world’s organic land – 13.4 million hectares – is located in emerging markets and markets in transition. Global sales reached 55 billion USD in 2009, more than doubling in value from 25 billion USD in 2003. Europe is after the USA the second largest organic market in the world with a turnover of 26 billion USD in 2009. The Second Round Table of the Eastern European countries ‘Organic Agriculture and Legal Framework’ was conducted in Kyiv, Ukraine on November 5 and 6, 2008. Organic agriculture is gaining increasing importance in the Central and Eastern European countries; currently ca. 1.7 million hectares are under organic management. Participants of the public and private sector from eleven countries discussed the opportunities of organic agriculture. Drei Methoden zur Rückverfolgung und Unterscheidung von ökologischen und konventionellen Produkten werden bewertet. Es soll beurteilt werden, ob und wie diese Methoden in der Qualitätssicherung und im Kontrollsystem eingesetzt werden können, um die ökologische Qualität eines Produktes zu überprüfen. Die zu beurteilenden Methoden sind die Isotopenmassenspektrometrie (IRMS), die Fluoreszenz-Anregungs-Spektroskopie (FAS) und Profiling-Techniken. About 80% of the world’s organic producers are smallholders in low and middle income countries, for whom individual certification would be unaffordable and administratively too complex to manage. These producers are recognised as organic due to group certification, a system in which groups of farmers implement an Internal Control System (ICS) and are certified by a third party certification body, which assesses the performance of the ICS and performs a representative number of spot-check inspections of group members. This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible. |
