Evaluating the Economic Impact of Farmers’ Markets Using an Opportunity Cost Framework AgEcon
Hughes, David W.; Brown, Cheryl; Miller, Stacy; McConnell, Tom.
Farmers’ markets presumably benefit local economies through enhanced retention of local dollars. Unlike other studies, the net impact of farmers’ markets on the West Virginia economy is examined. Producer survey results are used in estimating annual direct sales ($1.725 million). Using an IMPLAN-based input-output model, gross impacts are 119 jobs (69 full-time equivalent jobs) and $2.389 million in output including $1.48 million in gross state product (GSP). When the effect of direct revenue losses are included (primarily for grocery stores), the impact is reduced to 82 jobs (43 full-time equivalent jobs), $1.075 million in output, and $0.653 million in GSP.

A COMPARISON OF THE SIZE AND LOCATION OF AGRIBUSINESS INDUSTRIES FOR LOUISIANA AND ITS PARISHES: 1982-1992 AgEcon
Hughes, David W.; Harrison, R. Wes.
The objective of this study is to measure and analyze the effects of structural change in the agribusiness sector on parish economies in Louisiana. Specific objectives are: (1) to measure changing patterns of employment in Louisiana's agribusiness sector, (2) to analyze the impacts of structural change on the contribution of agribusiness to total employment in individual parishes, and (3) to identify any rural-to-urban or urban-to-rural shifts in the geographic location of employment resulting from structural changes in agribusiness industries.

The Determinants of Self-Employed Income in a Regional Economy AgEcon
Swindall, Devin C.; Willis, David B.; Boys, Kathryn A.; Hughes, David W..
Supporters claim that entrepreneurship is critical to building and sustaining the regional economies of urban and rural areas across the nation. Proponents argue that economic development practices that enhance and support entrepreneurship are essential because they cultivate innovation which, in turn, creates new jobs, new wealth, and a better quality of life. However, South Carolina’s real self-employed per capita income has decreased over the last decade. This downward trend highlights the need to examine the drivers of entrepreneurial income. The income of self-employed workers, as opposed to the number of self-employed, is critical to economic development because a major goal of economic policy is to increase incomes not just employment. Identifying...

Pinel, Raul A.; Hinson, Roger A.; Hughes, David W.; Navajas, Roberto.
Ornamental and horticultural products and services represent one of the growing sectors in agriculture. This study includes data collection and an input-out IMPLAN model used to estimate the total economic impact of the green industry on Louisiana’s economy. EVALUATING THE IMPACTS OF AGRICULTURAL EXPORTS ON A REGIONAL ECONOMY AgEcon
Bairak, Roman I.; Hughes, David W..
Agricultural exports are important to many regional economies, as is the case for agricultural exports wither produced in or shipped through Louisiana. A hybrid (revised and verified) IMPLAN model of the Louisiana economy is used to estimate the direct and indirect impact of agricultural exports. Original model estimates of foreign exports lacked holistic (overall) accuracy. However, other, more general uses of the model were unaffected by this lack of accuracy. While the contributions of agricultural exports to the state economy were substantial, impacts were concentrated in unprocessed products. Increasing the export of processed agricultural products should enhance economic activity.

RURAL-URBAN ECONOMIC LINKAGES FOR AGRICULTURE AND FOOD PROCESSING IN THE MONROE, LOUISIANA, FUNCTIONAL ECONOMIC AREA AgEcon
Hughes, David W.; Litz, Vaneska N..
An interregional input-output model of the Monroe, Louisiana, Functional economic area constructed with IMPLAN is used to assess economic linkages between a mall urban core and a surrounding rural periphery. The contribution of agriculture, especially in the rural periphery, to the urban core (Ouachita parish) economy is demonstrated. Also assessed is the possibility of using the core's food processing sector to facilitate periphery economic growth. While results demonstrated stronger rural-urban linkages than have been found in other regions, growth in the urban food processing industry as currently structured, did not imply rapid growth in the periphery.

ESTIMATING THE VALUE OF THE GREEN INDUSTRY TO LOUISIANA'S ECONOMY AgEcon
Hughes, David W.; Hinson, Roger A..
The green industry comprises the production and marketing of woody ornamentals, greenhouse, and turfgrass-related products, and landscape and horticultural services. The industry is market oriented with prospects for future growth. Many state trade organizations have become interested in better measurement of the industry's economic contribution. The contribution of major industry sectors to the Louisiana economy are quantified with a state input-output model. Also presented are study results that are mainly based on readily available data sources. Results suggest that the state industry made a strong contribution to economic activity comparable in size to that of other major agricultural commodities.

REASONABLE VALUE AND THE ROLE OF NEGOTIATION IN AGRICULTURE'S USE OF THE ENVIRONMENT AgEcon
Kazmierczak, Richard F., Jr.; Hughes, David W..
Social pressures to regulate agriculture's use of environmental resources have been building for many years and show no signs of abating. While the agricultural and environmental communities can react to these events in many ways, perhaps the most promising avenue for resolving joint agricultural and environmental disputes lies with negotiated regulations mediated by governmental agencies. When first conceived by Commons, negotiated regulation was seen as a way to achieve both efficient and equitable dispute resolution by directly using the preferences, skills, and operational knowledge of stakeholders. This approach should be attractive to the agricultural community because it provides an opportunity to educate environmental groups about the...
