The dramatic rise in world food prices since 2007 has commanded the world’s attention. However, in recent months, world food prices have fallen almost as rapidly as they had risen in late 2007 and early 2008, yet as is demonstrated in this report, domestic food price levels in many eastern and southern African markets are not closely tracking world prices. Fertilizer prices remain at unprecedentedly high levels and may have a critical influence on future food production levels in the region. Using Empirical Information in the Era of HIV/AIDS to Inform Mitigation and Rural Development Strategies: Selected Results from African Country Studies AgEcon

This paper summarizes empirical results from a synthesis of a set of country studies undertaken by Michigan State University and partner institutions in five African countries, each of which is based upon large-scale rural household surveys. The results demonstrate that the post-death land/labor ratios and income of rural households directly affected by prime-age adult mortality are more heterogeneous than implied by some of the literature and discussion among development practitioners.

Trends in Maize Grain, Roller and Breakfast Meal Prices In Zambia AgEcon

1. Compared to the general price of goods and services as measured by the consumer price index, the prices of retail roller and breakfast maize meal have declined by between 34 and 51% in the major urban markets of Zambia between 1994 and 2010. 2. Inflation-adjusted wholesale maize grain prices have also declined over this period but by a smaller amount. 3. Inflation-adjusted marketing margins between the wholesale price of maize grain and the retail prices of roller and breakfast meal have declined from 41% to 64% since the early 1990s when the market liberalization process began. 1) Maize prices are rising rapidly in 2008 and are fast approaching import parity levels. 2) Maize traders, millers and farmers all agree that Zambia will likely require imports by early 2009 in order to avoid domestic maize supply shortages. 3) Official food balance sheets appear to have underestimated the demand for maize this year. They may also have slightly overestimated the size of the 2007/08 maize crop. Hence the slow government recognition of the need for maize imports. 4) As of late September 2008, neither the Government of Zambia (GRZ) nor the private sector have arranged to import maize from South Africa. Improving the Impact of Market Reform on Agricultural Productivity in Africa: How Institutional Design Makes a Difference Abstract: This paper reviews the emerging empirical record of agricultural marketing policy reform and agricultural productivity, drawing from research on food access and agricultural productivity supported by USAID’s Africa Bureau on seven countries in West, Eastern, and Southern Africa. We also examine key factors constraining past and future performance of the food systems in these countries. The paper concludes by identifying a set of policy issues for further consideration that would help provide the investment incentives to promote productivity growth for the millions of low-input semi-subsistence rural households in the region.

For the past half-century, African governments and development agencies have experimented with a series of alternative approaches for addressing rural poverty, each giving way to a new paradigm as the persistence of poverty created disillusionment with prevailing approaches. Concern about humanitarian crises in southern Africa, especially in light of the surge in world food prices since 2007, has been accompanied by calls for direct government action in food markets. This paper reviews how Zambia, Malawi, and Mozambique handled private food markets during the food crises of 2001/02, 2002/03, and 2005/06, which may provide important lessons for the management of future crises. Lack of trust between government and traders can lead to behavior that undermines the interests of each and harms consumers and farmers; Malawi and Zambia have persistently fallen into this trap while Mozambique has partially avoided it. This paper examines how the fertilizer sector in general, and farmers’ demand for fertilizer in particular, has evolved since the introduction of fertilizer sector reforms in Ethiopia. There is much debate in the agricultural development literature about whether fertilizer use in Africa is constrained primarily by poor input distribution systems, by farmers’ lack of knowledge concerning the benefits and correct use of fertilizer, or by lack of effective demand because the product is simply not profitable enough. MEASURING THE IMPACTS OF PRIME-AGE ADULT DEATH ON RURAL HOUSEHOLDS IN KENYA AgEcon

Using a two-year panel of 1,422 Kenyan households surveyed in 1997 and 2000, we measure how working-age adult mortality affects rural households= size and composition, crop production, asset levels, and off-farm income. First, the paper uses adult mortality rates from available data on an HIV-negative sample to predict the proportion of deaths observed between 1997 and 2000 due to AIDS. Next, using a difference-in-differences estimation, we measure changes in outcomes between households afflicted by adult mortality vs. those not afflicted over the three-year survey period.
